1. Local representative bodies:

1) approve the rules for ensuring public order and safety in the event of emergency situations, their prevention and elimination, for violation of which administrative responsibility is provided.;

2) exercise other powers in accordance with the legislation of the Republic of Kazakhstan to ensure the rights and legitimate interests of citizens.

2. Local executive bodies shall carry out measures to prevent and eliminate local emergencies and their consequences on the territory of the relevant administrative-territorial unit.

3. The powers of local executive bodies in the field of civil protection include:

1) informing the public and organizations about measures in the field of civil protection;

2) organization of fire stations, their logistical equipment in settlements where there are no units of the state fire service;

3) providing necessary assistance in case of harmful effects of hazardous production factors with the involvement of available forces, means and resources to carry out measures to localize them, save people's lives, protect their health, rights and legitimate interests, protect property, and maintain public order;

4) creation and maintenance of the forces and means of the territorial subsystem of the civil protection department in constant readiness;

5) participation in the investigation of accidents and emergencies;

6) ensuring, in accordance with approved budget assignments, the execution of the local budget for civil defense, prevention and liquidation of emergency situations and their consequences;

7) excluded by the Law of the Republic of Kazakhstan dated 06/24/2025 No. 196-VIII (effective ten calendar days after the date of its first official publication).

8) management of the territorial subsystem of civil protection within its competence;

9) determining the volume and taking the necessary measures for the accumulation, storage, renovation and maintenance of civil defense assets;

10) improving the reliability and stability of existing buildings and structures in areas of developed deposits and earthquake-prone regions;

10-1) organization of seismic hazard assessment and seismic zoning (zoning) in the relevant administrative-territorial unit;

10-2) expansion and modernization of the network of seismological stations and an automated early warning system;

10-3) approval of multi-scale maps of seismic zoning (zoning) and maps of seismic risk;

11) organization of the placement of technical means of notification;

12) organization of information interaction of emergency and emergency services of regions, cities of republican significance, the capital, districts, cities of regional and district significance, civil protection services with the unified 112 dispatch service;

13) life support of the population in emergency situations;

14) approval of action plans for the elimination of local emergencies and their consequences;

15) extinguishing steppe fires, as well as fires in populated areas where there are no units of the state fire service;

16) allocation of funds from the emergency reserve of local executive bodies for the prevention and elimination of natural and man-made emergencies and their consequences;

17) development and adoption of measures to prevent emergencies, preserve human life and health, protect material and cultural property, as well as eliminate the consequences and reduce damage in emergency situations;

18) organization of medical care, including medicines and medical products, for victims in the emergency zone;

19) ensuring the creation of spare (urban, suburban), auxiliary and mobile control points;

20) excluded by the Law of the Republic of Kazakhstan dated 06/24/2025 No. 196-VIII (effective ten calendar days after the date of its first official publication). IZPI's note! 21) state control and supervision in the field of industrial safety over the operation of dangerous technical devices operating at a pressure of more than 0.07 megaPascals or at a water heating temperature of more than 115 degrees Celsius, lifting mechanisms, escalators, cable cars, funiculars, elevators, travelators, as well as lifts for persons with disabilities (persons with disabilities) on social infrastructure facilities;

22) carries out registration and de-registration of dangerous technical devices at social infrastructure facilities;

22-1) provision of forces and means involved in the elimination of steppe fires, as well as fires in settlements where there are no units of the state fire service, fuel and lubricants and food;

IZPI's note! Paragraph 3 is provided to be supplemented by subparagraph 22-2) in accordance with the Law of the Republic of Kazakhstan dated 06/24/2025 No. 196-VIII (effective from 01.01.2027).

22-3) approval of the civil defense plan of the relevant administrative-territorial unit;

22-4) organization of scientific research (if necessary), promotion of knowledge, training of the population and specialists in the field of civil protection;

23) exercising other powers assigned to local executive bodies by the legislation of the Republic of Kazakhstan in the interests of local government.

4. Local executive bodies may:

1) to make a decision on the allocation of budgetary funds in accordance with the budget legislation of the Republic of Kazakhstan for social assistance in accordance with paragraphs 3, 4, 5 and 7 of Article 103 of this Law to volunteer firefighters, rescuers of voluntary emergency services and formations, as well as members of their families;

2) to assist in equipping voluntary emergency rescue services and formations, voluntary fire fighting formations;

3) if budgetary funds are available, assist the authorized body in the material and technical equipment, construction, reconstruction and repair of buildings and structures of its territorial bodies and subordinate state institutions in accordance with the list approved by the authorized body.

4) to assist the territorial bodies of the authorized body in the establishment and equipping of centers for education and training of the population in the field of civil protection;

5) to decide on the allocation of money from the local budget for the development of multi-scale maps of seismic zoning (zoning) and maps of seismic risk.

This Law regulates public relations arising in the process of carrying out civil protection measures and is aimed at preventing and eliminating natural and man-made emergencies and their consequences, providing emergency medical and psychological assistance to the population in the emergency zone, ensuring fire and industrial safety, and also defines the main tasks and organizational principles of building and the functioning of the civil defense of the Republic of Kazakhstan, the formation of, storage and use of the state material reserve, organization and activities of emergency services and formations.
