Foreigners and stateless persons permanently residing in the territory of the Republic of Kazakhstan may, upon their application, be granted citizenship of the Republic of Kazakhstan in accordance with this Law.

The decision on applications for citizenship of the Republic of Kazakhstan is made by the President of the Republic of Kazakhstan.
