Article 15-2. Formation of the tourist product of the Law on Tourist Activity in the Republic of Kazakhstan
1. The formation of a tourist product is the activity of a tour operator to conclude and execute contracts with third parties providing individual tourist services included in the tourist product.
2. The tourist product is formed by the tour operator at his discretion based on the conjuncture of the tourist market or on a specific order.
3. The tour operator acquires the right to services included in the tour on the basis of contracts with persons providing individual tourist services.

This Law defines the legal, economic, social, and organizational foundations of tourism activity as one of the sectors of the economy of the Republic of Kazakhstan.
