Article 14. Ensuring road safety requirements of the Building Code of the Republic of Kazakhstan

Article 14. Ensuring road safety requirements of the Building Code of the Republic of Kazakhstan

     1. The implementation of architectural, urban planning and construction activities should be based on the conditions for ensuring the requirements established by the legislation of the Republic of Kazakhstan for territorial transport planning and traffic management.

     Measures to meet these requirements should be reflected in documents on territorial transport planning and ensuring road safety.

     2. Urban planning projects include sections (parts) of documents on territorial transport planning and traffic management.

     Compliance with the requirements (conditions, restrictions) of documents on territorial transport planning and traffic management approved in accordance with the established procedure is mandatory for all subjects of architectural, urban planning and construction activities.

     3. Settlements and territories should be provided with measures for territorial transport and pedestrian planning and traffic management.

     4. In localities, the results of monitoring traffic accidents and the capacity of roads and streets are reflected in the state urban planning cadastre at the basic level.

     5. Sections (parts) of urban planning projects contain information from the following documents on territorial transport planning and traffic management:

     1) integrated transport scheme – distributes the volume of transport work between vehicles, including public transport, offers comprehensive solutions for the development of street and road networks and public transport networks, high-speed networks;

     2) the general scheme of the road network - defines the financial and economic aspects of the implementation of the tasks of developing an efficient and safe road network in accordance with the documents on territorial transport planning;

     3) the road network organization project – implements the specified structure of the main road network, determines the locations of streets, roads and nodal elements, transverse and longitudinal profiles, traffic patterns at the nodes with the condition of ensuring road safety requirements. Defines the necessary territories for the placement of streets and roads;

     4) road layout project – determines the location of the main elements of streets and roads within the boundaries of allotments (red lines), reserved territories, taking into account the requirements of road safety and the effectiveness of transport planning;

     5) integrated traffic management scheme – defines the traffic management system in a locality.

     The comprehensive traffic management scheme in the capital is adopted in accordance with the Law of the Republic of Kazakhstan "On the Status of the Capital of the Republic of Kazakhstan".

     6. Territorial transport planning and traffic management are carried out in three stages:

     At the first stage, studies of the current transport and pedestrian situation are being conducted, forecasts of changes in the transport situation for the long term are being made, opportunities for the development of the transport and pedestrian framework of the territory are being evaluated, proposals from the Ministry of Defense of the Republic of Kazakhstan are being requested, a road safety audit is being conducted to assess the level of risks and foci of the road network, and conceptual proposals for the organization of traffic on the territory are being formed. long-term perspective with the allocation of the first stage. For cities with a population of more than one hundred thousand people and other cities with difficult transport situations, comprehensive transport schemes are being developed with the definition of pedestrian paths.;

     At the second stage, research results, conceptual proposals and integrated transport schemes with the definition of pedestrian paths are formalized in the form of substantiating materials and are considered as part of the development of territorial transport planning schemes for the territory of the Republic of Kazakhstan and individual regions (region, district, rural district), general plans of settlements.;

     At the third stage, the documents provided for in paragraph 5 of this article are being developed.

     7. The road network organization project is a link between the general plan of the settlement, the road layout project and the integrated traffic management scheme.

     8. The road layout project is the basis for the development of a traffic management project at individual junctions.

     9. The design of roads in the territory of the Republic of Kazakhstan must meet the following mandatory safety requirements:

     the required capacity of roads, taking into account the prospect of increasing traffic intensity;

     road safety;

     roads with intelligent transport systems;

     unhindered and safe movement of public transport, including by allocating separate lanes for them.;

     equipping roads with highway medical and rescue points;

     pedestrian sidewalks with crosswalks, taking into account barrier-free access for low-mobility groups of the population;

     unhindered and safe movement of bicycles, e-scooters and bicycles with electric motors, including by allocating separate lanes for traffic.
