1. A research university is an organization of higher and (or) postgraduate education that implements a university development program approved by the Government of the Republic of Kazakhstan and participates in the organization and conduct of fundamental and applied scientific research and other scientific, technical, development work, as well as the commercialization of the results of scientific and (or) scientific and technical activities and the introduction of scientific developments and technologies for production.

2. The main objectives of the research university are:

1) integration of scientific and (or) scientific and technical activities and the educational process at all levels of higher and (or) postgraduate education;

2) activities related to the commercialization of the results of scientific and (or) scientific and technical activities and the introduction of scientific developments and technologies into production.

3. The research University independently develops and implements standards for educational programs of higher and (or) postgraduate education. The requirements for the conditions of implementation and the results of mastering educational programs may not be lower than the corresponding programs of higher and (or) postgraduate education established by state standards.

4. The research university has the right to establish additional requirements of a specialized orientation when applying for higher and (or) postgraduate education programs.

This Law regulates public relations in the field of science, scientific and (or) scientific and technical activities, commercialization of the results of scientific and (or) scientific and technical activities, defines the basic principles and mechanisms of functioning and development of the national scientific system of the Republic of Kazakhstan.
