1. The main activities carried out by the organization of higher and (or) postgraduate education, along with educational, are scientific and (or) scientific-technical, innovative activities, including the realization of intellectual property rights, as well as conducting research and development work.

2. Organizations of higher and (or) postgraduate education, as well as their researchers, have an equal right to use the services of scientific laboratories for collective use, participate in competitions of scientific and (or) scientific and technical projects and programs funded from budgetary funds and other sources not prohibited by the laws of the Republic of Kazakhstan.

3. Organizations of higher and (or) postgraduate education, along with the introduction of advanced scientific achievements into the educational process, have the right to involve scientists from scientific and research organizations, including foreign ones, in the learning process.

4. State organizations of higher and (or) postgraduate education have the right to establish scientific laboratories, research institutes, experimental production facilities, design and engineering organizations, as well as scientific and educational consortia in accordance with the procedure established by the laws of the Republic of Kazakhstan.

5. Organizations of higher and (or) postgraduate education may be granted the status of a research university by the Government of the Republic of Kazakhstan upon the submission of an authorized body.

This Law regulates public relations in the field of science, scientific and (or) scientific and technical activities, commercialization of the results of scientific and (or) scientific and technical activities, defines the basic principles and mechanisms of functioning and development of the national scientific system of the Republic of Kazakhstan.
