Article 11. The procedure for holding a session of the Maslikhat of the Law on Local Government and Self-Government in the Republic of Kazakhstan
1. The Maslikhat session is held in the form of plenary sessions.
2. The Chairman of the relevant territorial election commission opens the first session of the maslikhat and conducts it until the election of the chairman of the Maslikhat. In the future, the sessions of the Maslikhat will be led by the chairman of the Maslikhat.
3. A session of the maslikhat is valid if it is attended by at least two thirds of the total number of deputies of the Maslikhat.
Decisions are made by a majority vote of the total number of deputies of the Maslikhat.
4. Upon the decision of the maslikhat, a break may be made in the session for a period established by the Maslikhat, not exceeding fifteen calendar days.
5. The duration of the session is determined by the maslikhat.
6. Maslikhat sessions are, as a rule, open in nature. Closed sessions may be held by a decision of the maslikhat, adopted on the proposal of the chairman of the Maslikhat or one third of the number of deputies present at the session of the Maslikhat, if a majority of the total number of deputies present voted in favor.
7. At the invitation of the Chairman of the maslikhat, the heads of local executive bodies, heads and other officials of organizations located on the territory of the relevant administrative-territorial unit are required to attend a session of the maslikhat to provide information on issues related to the jurisdiction of the maslikhat.

This Law, in accordance with the Constitution of the Republic of Kazakhstan, regulates public relations in the field of local government and self-government, defines the competence, organization, and order of activity of local representative and executive bodies, as well as the legal status of deputies of maslikhats.
