Article 11. The procedure for assigning diplomatic ranks to the Law on the Diplomatic Service of the Republic of Kazakhstan
1. The diplomatic ranks of Ambassador Extraordinary and Plenipotentiary, Envoy Extraordinary and Plenipotentiary of Classes I and II are assigned by the President of the Republic of Kazakhstan on the recommendation of the Minister of Foreign Affairs of the Republic of Kazakhstan.
The submission for the assignment of the above-mentioned diplomatic ranks is submitted by the Minister of Foreign Affairs of the Republic of Kazakhstan to the President of the Republic of Kazakhstan, taking into account the effectiveness of participation in the implementation of the foreign policy of the Republic of Kazakhstan and the effectiveness of participation in the implementation of foreign policy initiatives of the President of the Republic of Kazakhstan.
The diplomatic rank of Ambassador Extraordinary and Plenipotentiary may be awarded to employees of the diplomatic service who have at least two years of diplomatic service experience as Ambassador Extraordinary and Plenipotentiary of the Republic of Kazakhstan, Permanent (Plenipotentiary) Representative of the Republic of Kazakhstan to an international organization.
The diplomatic rank of Envoy Extraordinary and Plenipotentiary of the First class may be awarded to diplomatic service personnel holding the position of Minister of Foreign Affairs of the Republic of Kazakhstan, Ambassador Extraordinary and Plenipotentiary of the Republic of Kazakhstan, Permanent (Plenipotentiary) Representative of the Republic of Kazakhstan to an international organization, Deputy Minister of Foreign Affairs of the Republic of Kazakhstan.
The diplomatic rank of Envoy Extraordinary and Plenipotentiary of the II class may be awarded to employees of the diplomatic service who hold a position not lower than the Chairman of the Committee, Ambassador-at-Large of the Ministry of Foreign Affairs, Director of the Department, Charge d'affaires of the Republic of Kazakhstan, Consul General of the Republic of Kazakhstan.
Other diplomatic ranks are assigned by the Minister of Foreign Affairs of the Republic of Kazakhstan.
The procedure for awarding diplomatic ranks is approved by the President of the Republic of Kazakhstan.
2. The diplomatic rank of an employee, as a rule, must correspond to the position of the diplomatic service or be one step higher or lower than it.
3. The assignment of diplomatic ranks is confirmed by the issuance of appropriate certificates and an entry in the service record (employment record). Diplomatic ranks are awarded and retained for life, with the exception of the cases provided for in article 13 of this Law.

This Law defines the legal basis, as well as the procedure for organizing the activities of the diplomatic service of the Republic of Kazakhstan.
