The Law of the Republic of Kazakhstan dated January 25, 1993, the Supreme Council of the Republic of Kazakhstan decides:

To ensure the completeness of budget revenues, from January 1, 1993, a state monopoly on the trade in wine and vodka, tobacco products and beer of domestic factory production was introduced in the territory of the Republic of Kazakhstan.  The Cabinet of Ministers of the Republic of Kazakhstan shall establish the procedure for the sale of these goods.
