Article 11. Rights and obligations of professional organizations The Law on Auditing
1. Professional organizations have the right to:
1) excluded by the Law of the Republic of Kazakhstan dated 07/03/2020 No. 358-VI (effective after one year from the date of its first official publication); 2) excluded by the Law of the Republic of Kazakhstan dated 07/03/2020 No. 358-VI (effective after one year from the date of its first official publication);
2-1) conduct training courses for candidates for auditors;
3) analyze, summarize and disseminate the work experience of auditors and audit organizations;
4) represent the interests of auditors and audit organizations in state, public, foreign and international organizations;
5) consider disputes between auditors and audit organizations that are their participants related to the implementation of auditing activities;
6) to conduct a rating of audit organizations and publish them in periodicals;
7) participate in the work of international accounting and auditing organizations;
8) develop, publish and distribute educational literature, methodological recommendations, periodicals in the field of auditing;
9) provide recommendations on auditing standards and other auditing issues;
10) based on the results of the external quality control, exclude from the professional organization persons who committed violations of auditing standards and the Code of Ethics;
11) develop and approve training programs for professional development of auditors.
2. Professional organizations are obliged to:
1) comply with the legislation of the Republic of Kazakhstan on auditing, auditing standards, Code of Ethics;
1-1) to carry out external quality control of audit organizations that are not the objects of external quality control of the professional council, in accordance with this Law;
2) excluded by the Law of the Republic of Kazakhstan dated 07/03/2020 No. 358-VI (effective after one year from the date of its first official publication).
3) provide its members with regulatory legal acts of the Republic of Kazakhstan in the field of auditing;
4) excluded by the Law of the Republic of Kazakhstan dated 05/13/2020 No. 325-VI (effective six months after the date of its first official publication);
4-1) contribute to the development of auditing, increase its effectiveness, and organize and coordinate the activities of auditors and audit organizations;
5) ensure that auditors and audit organizations comply with the requirements of auditing standards and the Code of Ethics;
5-1) ensure the completion of advanced training courses for auditors, upon completion of which certificates of completion are issued, in accordance with the procedure determined by the authorized body;
6) excluded by the Law of the Republic of Kazakhstan dated 02/20/2009 N 138-IV (for the procedure of entry into force, see art.2); 7) excluded by the Law of the Republic of Kazakhstan dated 02/20/2009 N 138-IV (for the procedure of entry into force, see art. 2);
8) in case of acceptance (retirement, exclusion) of members, as well as changes in the personnel composition of the working management body, report these changes to the authorized body within fifteen working days.;
9) excluded by the Law of the Republic of Kazakhstan dated 02/20/2009 N 138-IV (for the procedure of entry into force, see art. 2);
10) provide information about their activities to the authorized body in accordance with the procedure established by the legislation of the Republic of Kazakhstan.
The Law of the Republic of Kazakhstan dated November 20, 1998 No. 304.
This Law regulates the relations that arise between government agencies, individuals and legal entities, auditors, audit organizations, professional audit organizations and the professional audit council in the process of conducting auditing activities in the Republic of Kazakhstan.
