1. The state participates in the digital environment within the limits established by this Code and the laws of the Republic of Kazakhstan.

2. State participation in the creation and operation of digital resources and systems is allowed for the purpose of implementing government functions, providing public services, ensuring the security, sustainability and accessibility of digital infrastructure, while complying with the requirements to prevent unjustified interference in the competitive environment.

This Code regulates public relations related to the implementation of architectural, urban planning and construction activities in the Republic of Kazakhstan, the formation of a full-fledged habitat and human activity, planning and development of settlements, interuniverse territories, ensuring the safety of construction sites at all stages of their life cycle.
