Article 11. Ensuring a favorable environment for settlements of the Building Code of the Republic of Kazakhstan
Individuals as consumers of the results of architectural, urban planning and construction activities have the right:
1) to a favorable environment for a given area, as well as accessible to low-mobility groups of the population, within the territory of a locality in accordance with the state urban planning policy regarding the settlement and placement of productive forces, with urban planning requirements for zoning territories, environmental safety standards and regulatory legal acts in the field of sanitary and epidemiological welfare of the population, the level of provision of this area with infrastructure;
2) for recreation by allocating (allotting) recreational areas intended for these purposes and having the most favorable natural and climatic conditions and landscape, appropriate medical and sanitary-hygienic conditions, conditions for leisure activities, including educational, cultural, mass, sports, recreational and entertainment events.
When choosing a territory intended for public recreation, the presence of objects classified as historical and cultural monuments and the natural landscape should also be taken into account.

Real The Code regulates public relations related to the implementation of architectural, urban planning and construction activities in the Republic Kazakhstan, the formation of a full-fledged human habitat and vital activity, planning and development of settlements, interuniverse territories, ensuring the safety of construction sites at all stages of their life cycle.
