Government of the Republic of Kazakhstan:

1) develops the main directions of state policy in the field of civil protection, in the fields of industrial safety and the state material reserve, strategic and tactical measures for its implementation;

2) creates a state reserve;

3) carries out general management and defines a unified policy for the development of the state reserve;

4) allocates funds from the reserve of the Government of the Republic of Kazakhstan for the elimination of emergency situations and their consequences in the territory of the Republic of Kazakhstan, as well as for the provision of humanitarian assistance to other States;

32) approves the rules for reimbursement of costs to points of storage of material assets of the state reserve, subordinate organizations of the state reserve system and organizations to which mobilization orders have been established, as well as reimbursement of costs for material assets of the state reserve used to prevent and eliminate emergencies and their consequences, to provide regulatory impact on the market, assistance to refugees and humanitarian assistance;

34) approves the rules for the release of material assets from the state reserve in the order of refreshment and disposal;

34-1) approves the rules for the use of material assets of the state reserve during the period of mobilization, martial law and in wartime;

34-2) approves the rules for the provision of humanitarian assistance;

38) approves the list of subjects of trading activity – recipients of tangible assets, the volume, price and amount of the trade premium in the case of using the state reserve to exert regulatory influence on the market.;

40) makes decisions on relocation to another locality, conversion to another type of emergency and emergency work, or liquidation of republican and territorial professional emergency services and formations;

41) makes decisions on the involvement of professional emergency services and formations in the elimination of emergency situations and their consequences outside the territory of the Republic of Kazakhstan;

42) makes decisions on the release of material assets from the state reserve in the order of disposal, except in cases of release of material assets for taking measures to prevent and eliminate emergencies and their consequences, transfer to the balance of other state bodies, disposal, destruction;

65) if necessary, apply to a foreign state or an international organization for assistance in eliminating an emergency situation in the territory of the Republic of Kazakhstan;

70) establish a government commission to investigate accidents unrelated to work and accidents at a hazardous production facility in which five or more people died, on the basis of instructions from the Prime Minister of the Republic of Kazakhstan or the President of the Republic of Kazakhstan;

71) Approves the rules for the establishment of a government commission to investigate accidents unrelated to work and accidents at a hazardous production facility that killed five or more people.;

72) performs other functions assigned to him by the Constitution of the Republic of Kazakhstan, this Law, other laws of the Republic of Kazakhstan and acts of the President of the Republic of Kazakhstan.

This Law regulates public relations arising in the process of carrying out civil protection measures and is aimed at preventing and eliminating natural and man-made emergencies and their consequences, providing emergency medical and psychological assistance to the population in the emergency zone, ensuring fire and industrial safety, and also defines the main tasks and organizational principles of building and the functioning of the civil defense of the Republic of Kazakhstan, the formation of, storage and use of the state material reserve, organization and activities of emergency services and formations.
