The Development Bank, within the limits set for counterparty banks, provides loans to second-tier banks for the subsequent implementation by second-tier banks of financing and rehabilitation of investment projects, subject to the provision of endowment funds to the Development Bank.

In case of exceeding the limits of the Development Bank on counterparty banks, as well as in other cases, in order to improve the health of enterprises, the Development Bank has the right to act as an attorney (agent) in the implementation of programs financed from budgetary funds aimed at lending to second-tier banks in order to improve and support existing industries.
