Article 1. The basic concepts used in this Law of the Law on International Treaties of the Republic of Kazakhstan
The following basic concepts are used in this Law:
1) initialing is a multi–page affixing in the agreed text of the draft international treaty of the initials of the authorized representatives of each of the parties participating in the negotiations, used as one of the ways to establish the authenticity of the text of the international treaty.;
2) depositary - a State, an international organization or its chief executive officer, to whom the original of an international treaty is deposited and who perform the functions provided for by the norms of international law in relation to this international treaty.;
3) reservation - a unilateral statement in any formulation and under any name made by a State or an international organization when signing, ratifying, approving, accepting or acceding to a multilateral international treaty, by which that State or that international organization wishes to exclude or modify the legal effect of certain provisions of the international treaty in their application to that State or to this international organization;
4) the party participating in the negotiations is a State or an international organization that participated in the drafting or adoption of the text of an international treaty.;
5) denunciation is a duly executed waiver by the Republic of Kazakhstan of an international treaty concluded by it and one of the ways to terminate an international treaty of the Republic of Kazakhstan.;
5-1) is excluded by the Law of the Republic of Kazakhstan dated 10.01.2025 No. 154 (effective after ten calendar days after the date of its first official publication).
6) an international treaty of the Republic of Kazakhstan is an international agreement concluded by the Republic of Kazakhstan with a foreign state (foreign states) or with an international organization (international organizations) in writing and governed by international law, regardless of whether such an agreement is contained in one document or in several related documents (including in the form of an exchange of notes or letters), as well as regardless of its specific name;
7) The State Register of International Treaties of the Republic of Kazakhstan is a unified state system for registration, accounting and storage of international treaties of the Republic of Kazakhstan, containing originals and copies of international treaties officially certified by the depositary, their details and other information of an informational and reference nature about them, determined by the Ministry of Foreign Affairs;
8) signing - the stage of concluding an international treaty as one of the ways to establish the authenticity of the text or a way for the Republic of Kazakhstan to express its consent to be bound by an international treaty if the international treaty provides that the signing has such force or otherwise establishes an agreement between the Republic of Kazakhstan and other parties involved in negotiations that the signing should have such force or the intention of the Republic of Kazakhstan to give such force to the signing follows from the powers of its representative and (or) was expressed during the negotiations;
9) domestic procedures - ratification by the Parliament of the Republic of Kazakhstan, approval or adoption by the President of the Republic of Kazakhstan or the Government of the Republic of Kazakhstan of an international treaty;
10) authority - the right of one person or several persons to represent the Republic of Kazakhstan, carried out on the basis of decisions of officials or the competent authority of the Republic of Kazakhstan and duly executed by a certificate of authority, handed over or sent through diplomatic channels to the party participating in the negotiations or the depositary in order to:
the adoption of the text of an international treaty or the establishment of its authenticity;
signing an international agreement;
expression of the consent of the Republic of Kazakhstan to be bound by an international treaty;
commission of another act related to the contract;
11) ratification, approval, acceptance and accession - depending on the case, an international act having such a name, performed on the basis of an appropriate regulatory legal act, through which the Republic of Kazakhstan expresses its consent internationally to be bound by an international treaty.;
12) a contracting party is a State or an international organization that has agreed to be bound by an international treaty, regardless of whether the international treaty has entered into force or not.;
13) international organization - an interstate or intergovernmental organization;
14) conclusion of an international treaty – the adoption of the text of an international treaty in a sequential order, the establishment of the authenticity of the text of an international treaty and the expression of the consent of the Republic of Kazakhstan to be bound by an international treaty, or in the case when the Republic of Kazakhstan joins an international treaty, the expression of the consent of the Republic of Kazakhstan to be bound by an international treaty;
14-1) the electronic management system of international treaties is a single electronic system designed to automate individual processes related to the conclusion, implementation, amendment, termination and suspension of international treaties of the Republic of Kazakhstan, as well as to record international treaties and monitor their implementation;
15) the authentic text of an international treaty is the text of an international treaty considered by the parties participating in the negotiations or the contracting parties as the original (final), or the text that takes precedence in the event of a discrepancy between texts drawn up in different languages, if this is provided for by the treaty or agreed upon by its participants.

This Law defines the procedure for concluding, executing, amending and terminating international treaties of the Republic of Kazakhstan.
International treaties of the Republic of Kazakhstan are concluded, executed, amended and terminated in accordance with the Constitution of the Republic of Kazakhstan, generally recognized principles and norms of international law, the provisions of the international treaty itself, the Vienna Convention on the Law of Treaties, this Law and other legislation of the Republic of Kazakhstan.
