The following basic concepts are used in this Law:

1) management effectiveness - indicators that characterize the relationship between the goals and results of property management in sectors of the economy that are of strategic importance;

2) property management - the exercise of authority to own, use and dispose of property;

3) state monitoring of property - observation, collection of information, analysis, assessment and forecast of the state of the ownership structure and management effectiveness of property in sectors of the economy of strategic importance;

4) monitoring objects - legal entities and their affiliated persons, with the exception of individuals, all types of state or private property, in respect of which state property monitoring is carried out;

5) authorized body - a state body that performs, within the limits of its powers, the functions of conducting state monitoring of property;

6) organization management - a set of measures necessary to form and achieve the goals of the organization's activities;

7) economic security - the state of protection of the national economy of the Republic of Kazakhstan from internal and external conditions, processes and factors that endanger its sustainable development and economic independence;

8) sectors of the economy of strategic importance - extraction and processing of fuel and energy minerals (coal, oil, gas, uranium and metal ores), mechanical engineering, space activities, agro-industrial complex, water management, chemical industry, transport and communications, production and distribution of electricity, as well as industries producing products military-industrial use;

9) economic efficiency - estimated indicators of economic activity, characterized by the ratio of the result obtained to the resources expended.

The Law of the Republic of Kazakhstan dated November 4, 2003 No. 490.

This Law regulates public relations arising in the process of state monitoring of property in sectors of the economy of strategic importance, and also defines the grounds and conditions for its implementation.
