Article 1. The basic concepts used in this Law Chapter 1. General provisions of the Law on Ensuring the Uniformity of Measurements
The following basic concepts are used in this Law:
1) excluded by the Law of the Republic of Kazakhstan dated 05.10.2018 No. 184-VI (effective six months after the date of its first official publication);
2) legislative metrology is a part of metrology related to activities carried out by an authorized body and containing state requirements concerning units, measurement methods, measuring instruments and measuring laboratories;
3) state metrological control – the activities of the authorized body and its territorial divisions to monitor compliance with the requirements of the legislation of the Republic of Kazakhstan on ensuring the uniformity of measurements;
4) excluded by the Law of the Republic of Kazakhstan dated 05.10.2018 No. 184-VI (effective six months after the date of its first official publication);
4-1) metrological traceability is a property of the measurement result, according to which the result can be correlated with the state standard of the unit of magnitude through a documented unbroken chain of checks and calibrations.;
5) excluded by the Law of the Republic of Kazakhstan dated 05.10.2018 No. 184-VI (effective six months after the date of its first official publication);
5-1) metrological examination – analysis and evaluation of the correctness and completeness of the application of metrological requirements, rules and regulations related to the unity of measurements;
5-2) metrological characteristic (measuring instrument) is a characteristic of one of the properties of a measuring instrument that affects the measurement result.;
5-3) metrological requirements – requirements for the characteristics (parameters) of measurements, standards of units of quantities, standard samples, measuring instruments that affect the result and indicators of measurement accuracy, as well as the conditions under which these characteristics (parameters) must be provided.;
6) measurement is the process of experimentally obtaining one or more quantitative values of a quantity that can be reasonably attributed to a quantity.;
6-1) measurement uncertainty is a parameter related to the measurement result and characterizing the dispersion of values that could reasonably be attributed to the measured quantity.;
7) uniformity of measurements – a measurement condition in which the results of these measurements are expressed in units of quantities approved for use, and the measurement accuracy indicators do not exceed the established limits.;
8) the state system for ensuring the uniformity of measurements is a set of facilities, government agencies, individuals and legal entities engaged in activities in the field of ensuring the uniformity of measurements.;
9) register of the state system for ensuring the uniformity of measurements – an electronic database of facilities, participants in work and documents in the field of ensuring the uniformity of measurements;
9-1) reference measurement procedure is a measurement procedure used to obtain measurement results that can be used to evaluate the correctness of measured values of quantities obtained using other measurement methods of the same kind, as well as to calibrate measuring instruments or to determine the characteristics of reference samples.;
9-2) method of calibration of measuring instruments – a document that establishes the procedure and procedures for calibrating a standard unit of magnitude or measuring instrument;

12) metrological certification of measuring instruments – establishment (confirmation) of conformity of measuring instruments issued in single copies to the requirements of the legislation of the Republic of Kazakhstan on ensuring the uniformity of measurements;
12-1) verification of measuring instruments – a set of operations performed in order to confirm the conformity of measuring instruments with mandatory metrological requirements;
12-2) the method of verification of measuring instruments is a description of a set of operations, the performance of which makes it possible to determine and confirm the conformity of measuring instruments with established requirements for metrological characteristics.;
13) the verifier of measuring instruments – the natural person certified on the right of carrying out verification of measuring instruments;
14) testing of measuring instruments - a set of operations carried out to determine the degree of compliance of measuring instruments with established standards with the application of various testing effects to test objects;
15) excluded by the Law of the Republic of Kazakhstan dated 05.10.2018 No. 184-VI (effective six months after the date of its first official publication);
16) measuring instrument – a technical instrument designed for measurements and having metrological characteristics;
16-1) approval of the type of measuring instrument – a decision of the authorized body to authorize the use of an approved type of measuring instrument in the territory of the Republic of Kazakhstan based on positive test results.;

19) measurement procedure - a set of operations and rules, the execution of which ensures the receipt of measurement results with the accuracy established by this measurement procedure.;
20) metrological certification of the measurement methodology - establishment (confirmation) of the conformity of the measurement methodology with the metrological requirements imposed on it;

21-1) a standard sample is a material (substance) with established measurement accuracy and metrological traceability, sufficiently homogeneous and stable with respect to certain properties in order to use it in measuring or evaluating qualitative properties in accordance with its intended purpose.;
22) authorized body - a state body that carries out state regulation in the field of technical regulation and metrology;
23) unit of magnitude is a fixed–size quantity, which is conventionally assigned a numerical value equal to one, and which is used to quantify quantities similar to it.;
24) the state standard of a unit of magnitude is a standard of a unit of magnitude recognized by a decision of an authorized body and owned by the state;
24-1) transfer of the size of a unit of magnitude – reduction of the size of a quantity stored by a measuring instrument to a unit of magnitude reproduced or stored by a standard of a given unit of magnitude or a standard sample having higher accuracy;
25) unit of magnitude standard is a measuring instrument designed to reproduce and (or) store a unit of magnitude (multiples or fractions of a unit of magnitude) in order to transfer its size to other measuring instruments of this magnitude, approved in accordance with the procedure established by the authorized body;
26) calibration of a standard of a unit of magnitude or measuring instrument – a set of operations that establish a relationship between the value of a quantity obtained using this standard of a unit of magnitude or measuring instrument and the corresponding value of a quantity determined using a standard of a unit of magnitude of higher accuracy, in order to determine the actual values of the metrological characteristics of the standard of a unit of magnitude or measuring instrument;
27) comparison of standards of units of quantities – establishing the relationship between measurement results during reproduction and transmission of a unit of measurement by standards of units of quantities of the same level of accuracy.

This Law regulates public relations that arise between government agencies, individuals and legal entities in the field of ensuring the uniformity of measurements, defines its goals, legal and organizational bases for ensuring the uniformity of measurements.
