Article 1. The basic concepts used in this Law are the Law on the State Special Allowance for Persons who have Worked in Underground and Open-pit Mining, in Work with Particularly Harmful and Particularly Difficult Working Conditions, or in Work with Harmful and Difficult Working Conditions.

The following basic concepts are used in this Law:

1) The Government for Citizens State Corporation (hereinafter referred to as the State Corporation) is a legal entity established by decision of the Government of the Republic of Kazakhstan to provide public services in accordance with the legislation of the Republic of Kazakhstan, organize work on accepting applications for the provision of public services and issuing their results to the service recipient on a "one–stop shop" basis, and ensure the provision of public services. services in electronic form;

1-1) the authorized body for the purpose of benefits is a territorial subdivision of the state body responsible for the implementation of state policy in the field of social protection of the population.;

2) state special allowance (hereinafter referred to as the allowance) is a monetary payment to persons who, as of January 1, 1998, had work experience in underground and open–pit mining, in work with particularly harmful and particularly difficult working conditions, or in work with harmful and difficult working conditions.;

3) the central executive body is a state body that carries out management, as well as, within the limits provided for by the legislation of the Republic of Kazakhstan, intersectoral coordination in the field of social protection of the population.;

4) excluded by the Law of the Republic of Kazakhstan dated December 23, 2023 No. 50-VIII (effective sixty calendar days after the date of its first official publication).

The Law of the Republic of Kazakhstan dated July 13, 1999 No. 414.

This Law is aimed at the social protection of citizens who, as of January 1, 1998, had the experience established by this Law in underground and open-pit mining, in work with particularly harmful and particularly difficult working conditions, or in work with harmful and difficult working conditions.
