Article 1. Terms and definitions used in this Law Chapter 1. General provisions The Law on Social, Medical and Pedagogical Correctional Support for Children with Disabilities
The following basic terms and definitions are used in this Law:
1) special conditions for education – conditions that include special educational and individually developing programs, teaching methods, technical, educational and other means, living environment, psychological and pedagogical support, medical, social and other services, without which it is impossible for children with disabilities to master educational programs.;
2) child (children) with disabilities - a child (children) under the age of eighteen with physical and (or) mental disabilities, having a disability caused by congenital, hereditary, acquired diseases or the consequences of injuries, confirmed in accordance with the established procedure;
3) a child of the "risk" group is a child (children) under three years of age who has a high probability of lagging behind in physical and (or) mental development in the absence of early intervention and provision of social, medical and pedagogical correctional support.;
4) physical disability is a persistent violation of the development and (or) functioning of an organ(s) requiring long-term social, medical, correctional and pedagogical support;
4-1) diagnostics – a set of medical services aimed at establishing the presence or absence of the disease in children;
5) mental disability is a temporary or permanent deficiency in the development and (or) functioning of the human psyche, including: the consequences of sensory disorders; speech disorders; disorders of the emotional and volitional sphere; the consequences of brain damage; mental development disorders, including mental retardation; mental retardation and related specific learning difficulties;
6) complex disability - any combination of mental and physical disabilities;
7) severe disability - a mental and (or) physical disability expressed to such an extent that education in accordance with state (including special) educational standards is unavailable and learning opportunities are limited to mastering self-service skills, basic knowledge of the world around them and simple work skills or narrow professional training;
8) early intervention (early support) - social and medical-pedagogical correctional support for young children (up to three years old), including screening for psychophysical disorders, diagnosis, treatment, and developmental education;
9) social adaptation is the active adaptation of children with disabilities to the conditions of the social environment through the assimilation and perception of values, rules and norms of behavior accepted in society, and labor training in the process of targeted social and medical-pedagogical correctional support.;
10) social work is the activity of providing assistance to individuals and families in the realization of their social rights and guarantees by compensating for violated or lost functions that hinder their full-fledged social functioning.;
11) screening - mass standardized examination in order to identify children at risk;

13) medical rehabilitation is a complex of medical measures aimed at the treatment and restoration of impaired or lost body functions.;
13-1) social and medical-pedagogical correctional support for children with disabilities – the activities of educational organizations, social protection of the population, health care, providing special social, medical and educational services that provide children with disabilities with conditions to overcome and compensate for disability and aimed at creating equal opportunities for them with other citizens to participate in society.;

15) special education - education provided to children with disabilities with the creation of special conditions;

17) special educational organizations - organizations established for diagnosis and counseling, psychological and pedagogical support, education and upbringing of children with disabilities: psychological, medical and pedagogical consultations, rehabilitation centers, psychological and pedagogical correction rooms, kindergartens, speech therapy centers at schools and other organizations;

19) psychological examination - determination of the characteristics of the mental state and potential possibilities of mental development of children with disabilities;
20) social survey - determination of the degree of social disability, which may be due to limited physical independence, mobility, the ability to engage in ordinary activities, economic independence and the ability to integrate into society, taking into account age standards for children of the appropriate age;
21) medical examination - determination of the type and severity of the violation (absence) of the function(s) of a particular organ or organism as a whole, which cause the restriction of children's vital activity;
22) pedagogical examination - determination of the features of children's intellectual development and their potential for play activities, education and communication, taking into account the age standards for children of the appropriate age;
23) professional diagnostics - identification of the potential of children to acquire and perform skills of work or profession, taking into account the existing mental and (or) physical disability.;
24) an individual rehabilitation program for a child with disabilities is a list of medical, psychological, pedagogical and social measures aimed at restoring the child's ability to engage in household, social, and professional activities in accordance with the structure of his needs, range of interests, and level of aspirations, taking into account forecasting the level of his somatic state, psychophysical endurance, family social status, and opportunities. social infrastructure;
25) authorized state body (hereinafter referred to as the authorized body) - central executive bodies responsible for the protection of public health, education, and social protection of the population.

This Law defines the forms and methods of social, medical and pedagogical correctional support for children with disabilities, is aimed at creating an effective system of assistance to children with developmental disabilities, solving problems related to their upbringing, education, labor and vocational training, and preventing childhood disability.
