1. This Code regulates public relations arising in the digital environment during the creation, circulation, storage, transmission and use of digital data and digital objects.

The digital environment is understood as a set of infrastructure, technologies, processes and conditions for the creation, circulation, storage, transfer and use of digital data and digital objects, the exercise and transfer of rights to them, regardless of the territory of their location or registration of rights in the part affecting the public relations regulated by this Code.

2. Property and other civil law relations arising in the digital environment are regulated by the civil legislation of the Republic of Kazakhstan, taking into account the specifics established by this Code.

3. Foreigners, stateless persons and foreign legal entities engaged in the creation, circulation, storage, transfer and use of digital data and digital objects on the territory of the Republic of Kazakhstan enjoy the rights and freedoms in the Republic of Kazakhstan, as well as bear the duties established for citizens and legal entities of the Republic of Kazakhstan, unless otherwise provided by the Constitution of the Republic Kazakhstan, this Code, the laws of the Republic of Kazakhstan and international treaties ratified by the Republic of Kazakhstan.

This Code regulates public relations related to the implementation of architectural, urban planning and construction activities in the Republic of Kazakhstan, the formation of a full-fledged habitat and human activity, planning and development of settlements, interuniverse territories, ensuring the safety of construction sites at all stages of their life cycle.
