Article 1. Penal enforcement legislation of the Republic of Kazakhstan of the Penal Enforcement Code of the Republic of Kazakhstan
1. The penal enforcement legislation of the Republic of Kazakhstan is based on the Constitution of the Republic of Kazakhstan and generally recognized principles and norms of international law and consists of this Code, laws and other normative legal acts establishing the procedure and conditions for the execution and serving of sentences and other measures of criminal legal impact.
2. Subordinate regulatory legal acts establishing the procedure and conditions for the execution and serving of punishments and other measures of criminal legal impact may not impose restrictions on the rights, freedoms and legitimate interests of convicted persons, unless such are provided for by law.
3. International treaties ratified by the Republic of Kazakhstan have priority over this Code and are applied directly, except in cases where it follows from an international treaty that its application requires the publication of a law.
