An individual residential building is a house intended for personal (family) living, located on a manor plot and owned by a citizen along with household and other buildings and green spaces.

Individual housing construction is the construction of individual residential buildings by citizens, on a land plot assigned to them in accordance with the established procedure, by their own efforts, by contract or in another way not prohibited by law.

The territory of individual residential development is a part of the territory of a locality (district, block, street) used for individual housing construction, in a complex with facilities for cultural and consumer services for citizens, as well as engineering and transport infrastructure.

A manor plot is a plot of land provided to a citizen for the placement of an individual residential building and farming in accordance with the procedure established by the legislation of the Republic of Kazakhstan.

Real estate on a manor plot is residential and other buildings under construction owned by a citizen, including engineering infrastructure (including unfinished buildings), green spaces and other property inseparable from the land plot.

The Law of the Republic of Kazakhstan dated November 3, 1994 No. 213.

The purpose of this Law is to create a legal framework for regulating relations between the state, local executive bodies and citizens of the Republic of Kazakhstan who act as developers (owners) of individual residential buildings in order to implement the constitutional right to housing.
