Statement
In order to implement the instructions of the Head of State. The Government and the National Bank of the Republic of Kazakhstan have adopted Resolution No. 69 of April 24, 2015 Housing mortgage loans/Mortgage loans refinancing program, as amended (regarding the refinancing of housing mortgage loans issued in foreign currency), approved by the Resolution of the Board of the National Bank of the Republic of Kazakhstan dated December 23, 2019. The specified Program assumes that state support will be provided to citizens who received mortgage housing loans/mortgage loans in the period from 2004 to 2009, providing only housing, including borrowers belonging to socially vulnerable segments of the population in accordance with Article 68 of the Law of the Republic of Kazakhstan "On Housing Relations".
In this regard, loans under Bank Loan Agreements:
No. 11203436-1417/HH/2007 dated 05/25/2007;
No.15340562-1411-HH/2007 dated 06/27/2007;
No.15390905-1407-HH/2007 dated 07/10/2007;
No. 15465956-1417-HH/2007 dated 27.07.2007.
We consider the above-mentioned DBZS to be included in the Program for refinancing Residential Mortgage loans/mortgage loans.
Earlier in 2018, the borrower repeatedly applied to the bank for refinancing, however, the bank partially satisfied the Borrower's application, after which the Borrower sent an appeal to the Chairman of the Commission for Reviewing Borrower Complaints regarding refusals to refinance a residential mortgage loan and received a positive response from the Commission, which stipulated the need to refinance all of the above-mentioned loan agreements.
However, since 2018, no refinancing of the above-mentioned loans has been carried out.
Based on the above and in accordance with the Resolution of the National Bank of the Republic of Kazakhstan No. 69,
ask you:
o Include the R.J.T. Bank Loan Agreements in the housing mortgage/mortgage loan refinancing program;
o Provide an opportunity to continue fulfilling their debt obligations;
o Respond to the Application within the time limits prescribed by law.
