Law of the Republic of Kazakhstan dated December 22, 2000 No. 131-II

Article 1. To approve the republican budget for 2001 in accordance with Appendix 1 in the following amounts: revenues - 391243591 thousand tenge; official transfers (grants) received - 84680417 thousand tenge; repayment of the principal debt on loans previously issued from the budget - 13050958 thousand tenge; expenses - 487339468 thousand tenge; lending - 28914508 thousand tenge; deficit - 27279010 thousand tenge. tenge, or 0.9 percent of the projected gross domestic product of the country. The Government of the Republic of Kazakhstan should ensure financing of the republican budget deficit in accordance with the legislation of the Republic of Kazakhstan Z990357_ . The footnote.

Article 2. Receipts to the republican budget for 2001 are formed in accordance with the Law of the Republic of Kazakhstan Z990357_ "On the Budgetary system", as well as at the expense of the following receipts: customs duties on exported goods; rent for the use of military ranges by the Russian Federation.

Article 3. Rent for the use of military ranges by the Russian Federation in the amount of 4122250 thousand tenge is reflected in the revenues of the republican budget, of which: 479680 thousand tenge is received in cash; 3642570 thousand tenge. tenge is provided on a compensatory basis in the form of supplies of weapons and military equipment, provision of services for their repair and training of Kazakhstani military personnel in military educational institutions of the Russian Federation, as well as other supplies and services in accordance with Article 17 B943200_ of the Agreement between the Republic of Kazakhstan and the Russian Federation on Military Cooperation dated March 28, 1994 and is used By the Ministry of Defense of the Republic of Kazakhstan, reflecting its expenditure under the republican budget program "Implementation of interstate agreements on the lease of military ranges". Article 4. To establish that in 2001, the share of the Republic of Kazakhstan in the production division received under the Production Division contracts is credited to the republican budget in the amount of 100%, except for the West Kazakhstan region, in which 90% is credited to the republican budget and 10% to the local budget.

Article 5. Subsurface users who previously made payments to the Republican Fund for the Protection of Subsurface Resources and the Reproduction of the Mineral Resource Base on the basis of Resolution of the Government of the Republic of Kazakhstan dated February 24, 1998 No. 135 P980135_ "On measures to accelerate the transfer of subsurface users' work to a contractual basis" before concluding subsurface use contracts, make the above payments to the revenue of the republican budget under the Royalty code revenue classifications of the unified budget classification.

Article 6. Subsurface users transfer to the revenue of the republican budget, according to the "Royalty" code of the revenue classification of the unified budget classification, the arrears of the Republican Fund for the Protection of the Subsoil and Reproduction of the Mineral Resource Base, as well as the amounts of historical costs incurred by the state for the geological study of contract territories, which are reimbursed by subsurface users operating these deposits on the basis of subsurface use contracts. Article 6-1. To approve the volume of tax revenues from organizations of the raw materials sector credited to the republican budget by regions, according to Appendix 3. The footnote. Article 7. Payers transfer to the income of the relevant budget: according to the code "Social Tax" of the income classification of the unified budget classification - arrears of contributions previously transferred to the Pension Fund, the State Pension Payment Center, the Compulsory Medical Insurance Fund, the State Social Insurance Fund, the Employment Promotion Fund, as well as contributions from highway users, previously received by the Road Fund; like excise taxes on gasoline (with the exception of aviation) and diesel fuel, except for those sold from specially equipped stationary points to the end user, there is a debt on collection from gasoline and diesel fuel that was previously received by the Road Fund. V980542_

Article 8. The negative balance formed as of December 31, 1998 as a result of the excess of the amounts of benefits accrued by employers for temporary disability, pregnancy and childbirth, at the birth of a child, and burial, paid from the State Social Insurance Fund, over the accrued amount of deductions to the specified fund, is counted monthly against the payment of social tax within the limits of

1.5% of the salary fund.

Article 9. To establish for 2001 the size of budget withdrawals from

regional budgets and the budget of the city of Almaty to the republican budget in

the total amount of 84154977 thousand tenge, including:

Aktobe region - 3626197 thousand tenge;

Atyrau region - 28789886 thousand tenge;

East Kazakhstan Region - 2459,852 thousand tenge;

West Kazakhstan - 887375 thousand tenge;

Karaganda region - 9855634 thousand tenge;

Mangystau region - 10629024 thousand tenge;

Pavlodar region - 2105980 thousand tenge;

Almaty - 25801029 thousand tenge.

Article 10. Proceeds from the sale of goods and services provided by state educational institutions, sanitary and epidemiological institutions, forensic examination bodies, tuberculosis institutions, neuropsychiatric institutions, the Kazakh Republican Leprosarium, boarding schools for the elderly and the disabled, boarding schools for mentally retarded children and neuropsychiatric boarding schools, state nature reserves, state national natural parks, institutions of the penal system, are used by them in accordance with the procedure established by law., determined by the Government of the Republic of Kazakhstan.

Article 11. To approve in the republican budget for 2001 receipts in the amount of 1804,000 thousand tenge from repayment by local executive bodies of budget credits (loans) issued from the republican budget in previous years, according to the list and schedule approved by the Government of the Republic of Kazakhstan.

Article 12. Since January 1, 2001, the obligations of the local executive body of the East Kazakhstan region to the republican budget for loans granted in 1997-1999 to finance the construction of a bridge over the Irtysh River in the city of Semipalatinsk from an external loan received from the Z970103_ International Fund for Economic Cooperation of Japan and co-financing funds from the republican budget have been terminated.

Article 13. To establish from January 1, 2001: 1) minimum amounts: monthly salary - 3484 tenge; pension - 4000 tenge; 2) monthly calculation index for calculating pensions, allowances and other social benefits, as well as for the application of penalties, tax and other payments in accordance with the legislation in the amount of 775 tenge.

Article 14. To establish from January 1, 2001, the monthly amount of monetary compensation for military personnel (except for conscripts), as well as for employees of operational-search, investigative and combat units of internal affairs and tax authorities, and from January 22, 2001, for the financial police according to the list determined by the Government of the Republic of Kazakhstan to pay for housing and communal services in the amount of 3430 tenge.

Article 16-1. To provide funds in the republican budget for 2001 for the payment of a contribution to the formation of the authorized capital of the Development Bank of Kazakhstan in the amount of 20,000 thousand tenge.

Article 16-2. To provide funds in the republican budget for 2001: for crediting local budgets for the organization of spring field and harvesting operations in the amount of 3572000 thousand tenge; for reimbursement of the remuneration (interest) rate for crediting local budgets for the organization of spring field and harvesting operations in the amount of 195,000 thousand tenge. Loans to local budgets for the organization of spring field and harvesting operations in 2001, as well as reimbursement of the remuneration (interest) rate, are carried out in accordance with the procedure established by the Government of the Republic of Kazakhstan. Article 16-3. To provide funds in the republican budget for 2001 for the implementation of measures to relocate the administrative center of the Almaty region to Taldykorgan, including the relocation of local executive bodies and territorial divisions of central executive and other state bodies, in the amount of 780,000 thousand tenge. The distribution of these funds to the Akim of the Almaty region and the administrators of the republican budget programs is carried out on the basis of decisions of the Government of the Republic of Kazakhstan. Article 16-4. To allow administrators of republican budget programs to provide monthly surcharges for scientific degrees to researchers who fulfill government orders: candidate of Sciences in the amount equal to one minimum monthly salary; Doctor of Sciences - two minimum monthly salaries. Additional payments should be paid if there is a corresponding diploma issued by the state body of the Republic of Kazakhstan in the field of certification of highly qualified scientific personnel.

Article 17. To provide in the republican budget for 2001 transfers in the amount of 200,000 thousand tenge for the maintenance of the infrastructure of the city of Priozersk, Karaganda region, in accordance with Z000074_ Agreement between the Republic of Kazakhstan and the Russian Federation on the terms of use and lease of the Sary-Shagan test site and life support of Priozersk dated January 20, 1995. Article 18. To provide in the republican budget for 2001 for the fulfillment of obligations of previous years 13183164 thousand tenge, of which: to the Ministry of Defense of the Republic of Kazakhstan - 2476790 thousand tenge for repayment of accounts payable for obligations performed at the expense of the republican budget; to the Ministry of Transport and Communications of the Republic of Kazakhstan - 401596 thousand tenge for repayment of accounts payable of the abolished Road to the Ministry of Labor and Social Protection of the Population of the Republic of Kazakhstan - 8915,824 thousand. tenge, including payments for: pension allowances for citizens affected by nuclear tests at the Semipalatinsk nuclear test site - 5475535 thousand tenge; unemployment benefits - 2115108 thousand tenge; in 1995-1997, compensation for non-provided sanatorium and resort vouchers to disabled people, participants of the Great Patriotic War and persons who became disabled as a result of the Chernobyl disaster, as well as financial assistance for rehabilitation to persons who became disabled as a result of the Chernobyl disaster, persons who participated in 1986-1989 in the aftermath of the disaster, and military personnel undergoing military service service during this period in exclusion zones, - 289,268 thousand tenge; benefits for temporary disability (including from labor injury and occupational disease), pregnancy and childbirth, on the occasion of the birth of a child, for burial, accrued from January 1, 1999 to April 17, 1999, - 1035913 thousand tenge; To the Agency of the Republic of Kazakhstan for Migration and Demography - 1285,954 thousand tenge for the purchase of housing for families of repatriates (oralman), payment of lump-sum allowances and reimbursement of transportation costs; to the Ministry of Energy and Mineral Resources of the Republic of Kazakhstan - 103,000 thousand tenge. tenge for repayment of accounts payable for completed work on the state geological survey and protection of the subsoil. Article 19. To approve the reserve of the Government of the Republic of Kazakhstan for 2001 in the amount of 5316913 thousand tenge, including: for liquidation of natural and man-made emergencies and other unforeseen expenses - 5028,000 thousand tenge; for repayment of obligations of the Government of the Republic of Kazakhstan, central state bodies and their territorial divisions under court decisions - 288913 thousand tenge. Article 23. Starting from January 1, 2001, the debt obligations of the Republican state enterprise Rehabilitation Fund in the amount equivalent to 31623471.16 US dollars on a loan received from the National Bank of the Republic of Kazakhstan in accordance with the loan agreement dated August 20, 1997 No. 13 should be attributed to the government debt.

Article 25. To establish that from January 1, 2001, the payment of special state benefits to citizens whose right to receive benefits is determined by subparagraphs 3), 5)-12) of Article 4 of the Law of the Republic of Kazakhstan Z990365_ "On special state benefits in the Republic of Kazakhstan", as well as the purchase and delivery of textbooks for updating library collections of state institutions of secondary education are carried out for at the expense of local budgets. Article 26. To approve the list of republican budget programs that are not subject to sequestration in the process of executing the republican budget for 2001, according to Appendix 2.
