About the military symbols of the Border Guard Service of the National Security Committee of the Republic of Kazakhstan, the Ministry of Internal Affairs of the Republic of Kazakhstan, the National Guard of the Republic of Kazakhstan, the Defense Service of the facilities of the State Security Service of the Republic of Kazakhstan

Decree of the President of the Republic of Kazakhstan dated November 20, 1996 No. 3228.

In order to introduce a unified system of state identification of the Border Guard Service of the National Security Committee of the Republic of Kazakhstan, the Ministry of Internal Affairs of the Republic of Kazakhstan, the National Guard of the Republic of Kazakhstan, the Defense Service of the facilities of the State Security Service of the Republic of Kazakhstan, I DECREE:

1. To establish that the military symbols of the Border Guard Service of the National Security Committee of the Republic of Kazakhstan, the Ministry of Internal Affairs of the Republic of Kazakhstan, the National Guard of the Republic of Kazakhstan, the State Security Service of the Republic of Kazakhstan (hereinafter referred to as the Facility Defense Service) are:

1) flags of the Border Service of the National Security Committee of the Republic of Kazakhstan (including the naval flag, pennants of ships and vessels, flags and braid pennants of officials of the Border Service of the National Security Committee of the Republic of Kazakhstan), the Ministry of Internal Affairs of the Republic of Kazakhstan, the National Guard of the Republic of Kazakhstan;

2) battle flags of formations and units of the Border Guard Service of the National Security Committee of the Republic of Kazakhstan, the Facilities Defense Service, regional commands, formations and military units, the higher military educational institution of the National Guard of the Republic of Kazakhstan, banners of the Ministry of Internal Affairs of the Republic of Kazakhstan and its subordinate bodies;

3) symbols of the Border Guard Service of the National Security Committee of the Republic of Kazakhstan, the Ministry of Internal Affairs of the Republic of Kazakhstan, the National Guard of the Republic of Kazakhstan, and the Facility Defense Service.

2. Approve:

1) image and description of the flags of the Border Guard Service of the National Security Committee of the Republic of Kazakhstan, the Ministry of Internal Affairs of the Republic of Kazakhstan, the National Guard of the Republic of Kazakhstan (color and graphic images and texts of descriptions are attached);

2) description of the battle flags of formations and units of the Border Guard Service of the National Security Committee of the Republic of Kazakhstan, regional commands, formations and military units, higher military educational institution of the National Guard of the Republic of Kazakhstan (paragraph 3 of this Decree);

3) an image and description of the banner of the Ministry of Internal Affairs of the Republic of Kazakhstan and the combat banners of the units of the Defense Service of facilities (color and graphic images and the text of the description are attached);

4) an image and description of the symbols of the Border Guard Service of the National Security Committee of the Republic of Kazakhstan, the Ministry of Internal Affairs of the Republic of Kazakhstan, the National Guard of the Republic of Kazakhstan and the Facilities Defense Service (color images and description texts are attached).

3. Establish that:

1) the battle banners of formations and units of the Border Guard Service of the National Security Committee of the Republic of Kazakhstan, the National Guard of the Republic of Kazakhstan in size, design style and materials of manufacture correspond to the battle banners of formations and units of the Armed Forces of the Republic of Kazakhstan, approved by Decree of the President of the Republic of Kazakhstan dated July 18, 1996 No. 3068 "On military symbols of the Armed Forces of the Republic of Kazakhstan", but on the reverse side of the panel, in its center, instead of the symbol of the Armed Forces of the Republic of Kazakhstan, the corresponding symbol of the Border Service of the National Security Committee of the Republic of Kazakhstan, the National Guard of the Republic of Kazakhstan is embroidered, and along the lower edge is the name of the compound, part of the Border Service of the National Security Committee of the Republic of Kazakhstan, the National Guard of the Republic of Kazakhstan;

2) the banners of the departments of internal affairs of the regions, cities of republican significance and the capital, transport, departments of the penal system of the regions, cities of republican significance and the capital, as well as higher educational institutions of the Ministry of Internal Affairs of the Republic of Kazakhstan in size, design style and materials of manufacture correspond to the banner of the Ministry of Internal Affairs of the Republic of Kazakhstan, but along the lower edge The name of the Department of Internal Affairs, the penal correction system, and the higher educational institution is embroidered on the front side of the panel.;

3) The Border Guard Service of the National Security Committee of the Republic of Kazakhstan, the Ministry of Internal Affairs of the Republic of Kazakhstan, the National Guard of the Republic of Kazakhstan and the Facility Defense Service are guided by the relevant provisions of the general military regulations of the Armed Forces of the Republic of Kazakhstan in matters of storage, maintenance and removal of battle flags of formations and units, as well as banners of subordinate bodies.

4. Establish that:

1) military personnel, regardless of their military affiliation, as well as citizens called up for military training, must honor the flags, battle flags of formations and units, symbols of the Border Service of the National Security Committee of the Republic of Kazakhstan, the Ministry of Internal Affairs of the Republic of Kazakhstan, the National Guard of the Republic of Kazakhstan and the Facilities Defense Service, selflessly protect battle flags during military operations and to prevent their capture by the enemy;

2) persons guilty of desecrating the symbols of the Border Guard Service of the National Security Committee of the Republic of Kazakhstan, the Ministry of Internal Affairs of the Republic of Kazakhstan, the National Guard of the Republic of Kazakhstan and the Facilities Defense Service are liable in accordance with the legislation of the Republic of Kazakhstan.

5. Establish that:

1) flags of the Border Guard Service of the National Security Committee of the Republic of Kazakhstan, the Ministry of Internal Affairs of the Republic of Kazakhstan, the National Guard of the Republic of Kazakhstan are installed in the offices of the Deputy Chairman of the National Security Committee of the Republic of Kazakhstan – Director of the Border Guard Service, Minister of Internal Affairs of the Republic of Kazakhstan, Deputy Minister of Internal Affairs of the Republic of Kazakhstan – Commander-in-Chief of the National Guard, are taken out (exhibited) at parades of troops and in other necessary cases related to the participation of the Border Guard Service of the National Security Committee of the Republic of Kazakhstan, the Ministry of Internal Affairs of the Republic of Kazakhstan, the National Guard of the Republic of Kazakhstan;

2) the naval flag of ships and vessels of the Border Service of the National Security Committee of the Republic of Kazakhstan, pennants, flags and braid pennants of officials are displayed on ships and vessels of the Border Service of the National Security Committee of the Republic of Kazakhstan in cases provided for by the general military (shipboard) regulations of the Armed Forces of the Republic of Kazakhstan;

3) symbols of the Border Service of the National Security Committee of the Republic of Kazakhstan, the Ministry of Internal Affairs of the Republic of Kazakhstan, the National Guard of the Republic of Kazakhstan, and the Facility Defense Service are installed on the buildings of the central office of the Border Service of the National Security Committee of the Republic of Kazakhstan, the Ministry of Internal Affairs of the Republic of Kazakhstan, the Facility Defense Service, the headquarters of the National Guard of the Republic of Kazakhstan, as well as subordinate bodies, headquarters units and formations, military educational, educational and other institutions;

4) by orders or other acts of the Deputy Chairman of the National Security Committee of the Republic of Kazakhstan – Director of the Border Guard Service, Minister of Internal Affairs of the Republic of Kazakhstan, Deputy Minister of Internal Affairs of the Republic of Kazakhstan – The Commander-in-Chief of the National Guard and the Head of the State Security Service of the Republic of Kazakhstan may provide for other cases of mandatory reproduction of images of symbols of the Border Guard Service of the National Security Committee of the Republic of Kazakhstan, the Ministry of Internal Affairs of the Republic of Kazakhstan, the National Guard of the Republic of Kazakhstan and the Defense Service of facilities.

6. The Government of the Republic of Kazakhstan should ensure that its acts, as well as those of central executive bodies, are brought into line with this Decree.

Description of the symbol of the Border Guard Service of the National Security Committee of the Republic of Kazakhstan

The symbol of the Border Guard Service of the National Security Committee of the Republic of Kazakhstan is a green circle with a regular five-pointed star of emerald blue inscribed in it. The diameter of the star is equal to the diameter of the circle. In the center of the star is a stylized image of the sun framed by rays (an element of the National Flag of the Republic of Kazakhstan), made in golden yellow. The circle and the star are bordered by a golden yellow outline, while the bordered ends of the star protrude beyond the contour of the circle. The contour of the circle is 0.75 of the contour of the star.

Description of the flag of the Border Guard Service of the National Security Committee of the Republic of Kazakhstan

The flag of the Border Guard Service of the National Security Committee of the Republic of Kazakhstan is a three-color rectangular double-sided banner divided vertically into three parts. The sides of the flag are green, the middle is emerald blue. In the center of the flag there is a stylized image of the sun, framed by rays, and an eagle soaring under it (elements of the National Flag of the Republic of Kazakhstan) in golden color. In the upper left corner of the flag on the front side and in the upper right corner on the back side there is an image of a regular five-pointed star of golden yellow color. The sides and middle parts are separated from each other by golden yellow stripes. The ratio of the total width and length of the flag is 1:2. The exact ratio and dimensions of the individual elements of the flag are given in the attached graphic.

Description of the military and naval flags of ships and vessels of the Border Service of the National Security Committee of the Republic of Kazakhstan

A. Stern flags and pennants

1. The naval flag of the ships and vessels of the Border Guard Service of the National Security Committee of the Republic of Kazakhstan is a green cloth with an image of the naval flag of the Republic of Kazakhstan in the roof.

The ratio of the width of the flag to the length is 1:2. The size of the naval flag of the Republic of Kazakhstan is 1/4 of the entire panel.

2. The pennant of the ships of the Border Guard Service of the National Security Committee of the Republic of Kazakhstan is a narrow strip of green with a pigtail, which has an image of the naval flag of the Republic of Kazakhstan at the shkatorina.

The ratio of the length of the pennant to the width of the flag is 30:1 (on boats 12:1). The length of the cutout of the braids is 1/7 of the length of the pennant, the dissolution of the braids is 1/2 of the width of the flag.

B. Flags and badge pennants of officials

The flag of the Deputy Chairman of the National Security Committee of the Republic of Kazakhstan, Director of the Border Guard Service, is a banner divided vertically into two equal parts: turquoise (at the shkatorina) and green. The turquoise half of the banner depicts the symbol of the National Flag of the Republic of Kazakhstan, and the green half depicts a star.

The ratio of the width of the flag to the length is 1:2. The symbol of the National Flag of the Republic of Kazakhstan (golden sun and eagle) It is 1/2 the width of the flag in height and is located in the center of the turquoise half, while a star with a diameter equal to 1/3 the width of the flag is located in the center of the green half of the banner.

4. The flag of the Chief of the General Staff of the Border Guard Service of the National Security Committee of the Republic of Kazakhstan is a banner divided vertically into two equal parts: turquoise (near the cabinet) and green. The symbol of the National Flag of the Republic of Kazakhstan is placed on the turquoise half of the banner, and two stars are placed on the green half.

The ratio of the width of the flag to the length is 1:2. The symbol of the National Flag of the Republic of Kazakhstan (golden sun and eagle) It is 1/2 the width of the flag in height and is located in the center of the turquoise half of the star with a diameter equal to 1/4 the width of the flag, located in the center of the quarters of the cloth on the green half.

5. The flag of the Head of the Maritime Department of the Border Guard Service of the National Security Committee of the Republic of Kazakhstan is a green cloth with an image of the naval flag of the Republic of Kazakhstan in the roof. Two stars are placed on the vertical green half of the flag.

The ratio of the width of the flag to the length is 1:2. The size of the naval flag of the Republic of Kazakhstan to the roof is 1/4 of the total panel. Stars with a diameter equal to 1/4 of the width of the panel are located in the center of the quarters of the panel on the green half.

6. The flag of the commander of the formation of ships of the Border Guard Service of the National Security Committee of the Republic of Kazakhstan is a green cloth with an image of the naval flag of the Republic of Kazakhstan in the roof. One star is placed on the vertical green half of the flag.

The ratio of the width of the flag to the length is 1:2. The size of the naval flag of the Republic of Kazakhstan is 1/4 of the total panel. A star with a diameter equal to 1/4 of the width of the panel is located in the center of the vertical green half of the panel.

7. The badge pennant of the commander of the formation of ships of the Border Guard Service of the National Security Committee of the Republic of Kazakhstan is a naval flag of the Republic of Kazakhstan of a reduced size with a conical green cloth with pigtails.

The ratio of the length of the braid pennant to the width of the flag is 5:1. The length of the braid cutout is equal to the length of the flag. The dissolution of the braids is equal to half the width of the flag.

The banner of the Ministry of Internal Affairs of the Republic of Kazakhstan is a rectangular double-sided banner of emerald blue color. In the center of the banner, on the front side, there is an image of the National Coat of Arms of the Republic of Kazakhstan in golden yellow. Above the coat of arms, along the upper edge of the panel, there is an inscription in Kazakh "KAZAKHSTAN REPUBLICS", under the coat of arms there is an inscription in Kazakh "ISHKI ISTER MINISTERIGI". In the center on the reverse side of the panel is a color image of the symbol. Above the symbol of the Ministry of Internal Affairs of the Republic of Kazakhstan is the motto "MINDET, ABYROY, YERLIK". All the inscriptions are made in golden yellow. The banner is bordered by a fringe of golden yellow color. The ratio of the total width and length of the flag is 1:1.5.

The flag of the Ministry of Internal Affairs of the Republic of Kazakhstan is a rectangular double-sided emerald-blue cloth, in the center of which there is a stylized image of the sun framed by rays and an eagle soaring under it (elements of the National Flag of the Republic of Kazakhstan) in golden yellow. In the upper left corner of the flag on the front side and the upper right corner on the back side there is a color schematic representation of the symbol of the Ministry of Internal Affairs of the Republic of Kazakhstan in golden, emerald-blue and blue-green colors. The ratio of the total width and length of the flag is 1:2.

The symbol of the Ministry of Internal Affairs of the Republic of Kazakhstan is presented in three colors - golden, emerald blue and blue-green.

The entire composition of the symbol is enclosed in two circles, the edging of which is made in the form of a golden rope.

The central place of the composition is occupied by a soaring eagle (made in golden color), located in an inner circle (blue-green color).

In the background of the eagle, there is a round shield (emerald blue with gold elements), a sword and a laurel wreath (in golden color), symbolizing the basic principles of the internal affairs bodies of the Republic of Kazakhstan - legality, unity, observance and respect for the rights, freedoms and legitimate interests of citizens, openness and transparency.

Between the contours of the large and small circles there is an inscription "Kazakhstan Republicasi Ishki isterligi" (golden color) with the image of two five-pointed stars located between the words on both sides on a blue-green background.

The symbol of the National Guard of the Republic of Kazakhstan is an image of the rays of the sun with a silhouette image of a soaring eagle (an element of the National Flag of the Republic of Kazakhstan) covered from below in blue, in the middle part of the rays is an image of a shanyrak (an element of the State Emblem of the Republic of Kazakhstan), made in golden yellow, on top of which is a silhouette of a horseman riding a horse, in in the hands of a man holding a flagpole in a mottled color. There is an inscription in Kazakh "ULTTYK ULAN" between the rays of the sun and the silhouette image of a soaring eagle. The inscription, the image of the rays and the silhouette of the eagle are made in golden yellow.

The flag of the Republican Guard is a rectangular double-sided banner of emerald blue color. In the center of the flag there is a stylized image of the sun, framed by rays, and an eagle soaring under it (elements of the National Flag of the Republic of Kazakhstan) in golden yellow color. In the upper left corner of the flag on the front side and in the upper right corner on the back side there is a schematic representation of the symbol of the Republican Guard in golden yellow. Description of the battle flags of the units of the Defense Service of the objects of the State Security Service of the Republic of Kazakhstan

The battle banner of the part of the Defense Service of the objects of the State Security Service of the Republic of Kazakhstan consists of a double-sided cloth, a shaft and a cord with tassels.

The banner's rectangular panel is 145 cm long and 115 cm wide, made of blue faye folded in half and edged on three sides with golden silk fringe.

On the front side, in the center of the cloth, the State Coat of Arms of the Republic of Kazakhstan is sewn with 50 cm gold silk. The inscription "KAZAKHSTAN REPUBLICS" is embroidered in golden silk on the upper edge of the cloth, the inscription "OTAN USHIN" is on the lower edge, the height of the letters of the inscription is 7.5 cm.

On the reverse side, in the center of the panel, there is an applique: a five-pointed star of blue (turquoise) color, in the center of which there is a stylized image of a Saka warrior on a horse enclosed in a circle. The outline of the star, the circle and the image of a warrior on a horse are made in golden (yellow) color. The size of the star is 1/3 the length of the banner.

Above the applique on the upper edge of the banner, the inscription "KAZAKHSTAN REPUBLIKASYN MEMLEKETTIK KUZET KYZMETI" is embroidered in gold silk, and under the applique on the lower edge of the banner, the name of the part of the Defense Service of the objects of the State Security Service of the Republic of Kazakhstan. The size of the letters of the inscription is 6 cm.

The shaft part of the banner is stitched with a seam that allows you to put the banner on a shaft with a diameter of 4 cm and a length of 250 cm. The shaft is painted dark brown and varnished. There is a curly pommel at the top of the shaft. The cord of the banner is twisted, made of golden silk, with two tassels at the ends. Cord length 270 - 285 cm.
