About the formation of the Ministry of Defense and Aerospace Industry of the Republic of Kazakhstan

Decree of the President of the Republic of Kazakhstan dated October 6, 2016 No. 350.

In accordance with subparagraph 3) of Article 44 of the Constitution of the Republic of Kazakhstan, in order to modernize and improve the effectiveness of the public administration system, I DECREE:

     1. To establish the Ministry of Defense and Aerospace Industry of the Republic of Kazakhstan (hereinafter referred to as the Ministry).

     Identify the main areas of activity of the Ministry for the implementation of state policy in the field of defense, aerospace and electronic industries, information security in the field of informatization and communications (cybersecurity), mobilization training and mobilization, formation and development of the state material reserve, participation in the implementation of a unified military-technical policy and military-technical cooperation, leadership in the field of formation, deployment and the fulfillment of the defense order.

     Transfer functions and powers to the newly formed Ministry:

     in the field of defense industry – from the Ministry of Defense of the Republic of Kazakhstan;

     in the field of space activities – from the Ministry of Investment and Development of the Republic of Kazakhstan;

     in the field of mobilization training and mobilization, formation and development of the state material reserve – from the Ministry of National Economy of the Republic of Kazakhstan;

     in the field of information security from the Office of the Prime Minister of the Republic of Kazakhstan and information security in the field of informatization and communications from the Ministry of Information and Communications of the Republic of Kazakhstan.

     2. The Government of the Republic of Kazakhstan should ensure:

     1) formation of the Information Security Committee, the Aerospace Committee and the Committee on State Material Reserves of the Ministry of Defense and Aerospace Industry of the Republic of Kazakhstan;

     2) taking other measures arising from this Decree.

     3. To make the following addition to the Decree of the President of the Republic of Kazakhstan dated January 22, 1999 No. 6 "On the Structure of the Government of the Republic of Kazakhstan":

     in paragraph 1:

     after the line "Ministry of Defense of the Republic of Kazakhstan;" add the following line:

     "Ministry of Defense and Aerospace Industry of the Republic of Kazakhstan;".

     4. Control over the implementation of this Decree is entrusted to the Administration of the President of the Republic of Kazakhstan.

     5. This Decree shall enter into force from the date of its signing.
