About the formation of the Ministry of Civil Service Affairs of the Republic of Kazakhstan

Decree of the President of the Republic of Kazakhstan dated December 11, 2015 No. 128.

   In order to implement a new model of public service and anti-corruption and in accordance with paragraphs 3), 5) of Article 44 of the Constitution of the Republic of Kazakhstan, I HEREBY DECREE:

     1. To establish the Ministry of Civil Service Affairs of the Republic of Kazakhstan (hereinafter referred to as the Ministry) as the authorized body in the field of civil service and anti–corruption, with the transfer to it of functions and powers to manage the property and affairs of the abolished Agency of the Republic of Kazakhstan for Civil Service Affairs and Anti-Corruption.

     To identify the Ministry's priorities for the implementation of a new model of public service in the Republic of Kazakhstan and the prevention of corruption.

     2. To establish a National Anti-Corruption Bureau within the Ministry, defining its main functions as the prevention, detection, suppression, disclosure and investigation of corruption offenses.

     To establish that the Chairman of the National Anti-Corruption Bureau is appointed and dismissed by the President of the Republic of Kazakhstan.

     3. The Government of the Republic of Kazakhstan and the Administration of the President of the Republic of Kazakhstan shall take the measures resulting from this Decree within one month.

     4. This Decree comes into force from the date of signing.
