Decree of the President of the Republic of Kazakhstan dated May 23, 1997 No. 3526.

In accordance with paragraph 2-1 of Article 8 of the Law of the Republic of Kazakhstan "On National Security Agencies of the Republic of Kazakhstan", I HEREBY DECREE:

The footnote. The preamble is amended by Decree of the President of the Republic of Kazakhstan dated 06/24/2024 No. 583 (effective after the day of its first official publication).

1. To establish that the symbols of the national security agencies of the Republic of Kazakhstan are:

1) the flag of the national security agencies of the Republic of Kazakhstan;

2) the emblem of the national security agencies of the Republic of Kazakhstan;

3) the flag of the Special Purpose Service "A" of the National Security Committee of the Republic of Kazakhstan;

4) the banner of the Foreign Intelligence Service of the National Security Committee of the Republic of Kazakhstan;

5) the banner of the Academy of the National Security Committee of the Republic of Kazakhstan.

3. Approve the image and description:

1) the flag of the national security authorities of the Republic of Kazakhstan in accordance with Appendix 1 to this Decree;

2) the emblems of the national security agencies of the Republic of Kazakhstan in accordance with Appendix 2 to this Decree;

3) the flag of the Special Purpose Service "A" of the National Security Committee of the Republic of Kazakhstan in accordance with Appendix 3 to this Decree;

4) banners of the Foreign Intelligence Service of the National Security Committee of the Republic of Kazakhstan in accordance with Appendix 4 to this Decree;

5) the banner of the Academy of the National Security Committee of the Republic of Kazakhstan in accordance with Annex 5 to this Decree.

4. To establish that the production of symbols of the national security bodies of the Republic of Kazakhstan is carried out by enterprises manufacturing the state symbols of the Republic of Kazakhstan.

5. Determine that:

1) the conditions of maintenance, storage and removal of flags and banners of the national security bodies of the Republic of Kazakhstan, specified in paragraph 1 of this Decree, are determined by the Charter of the internal service of the national security bodies of the Republic of Kazakhstan.;

2) the emblem of the national security bodies of the Republic of Kazakhstan is installed on the office buildings of the National Security Committee of the Republic of Kazakhstan, as well as on the buildings of the bodies of the National Security Committee of the Republic of Kazakhstan;

3) orders and other regulatory legal acts of the Chairman of the National Security Committee of the Republic of Kazakhstan may provide for other cases of mandatory reproduction of images of symbols of the national security bodies of the Republic of Kazakhstan.

6. To establish that the production of symbols is carried out at the expense of funds determined by the budget for the maintenance of the national security bodies of the Republic of Kazakhstan.

7. The Government of the Republic of Kazakhstan, upon the recommendation of the National Security Committee of the Republic of Kazakhstan, to bring its regulations into line with this Decree.

8. This Decree comes into force from the date of signing.

APPENDIX 1 to the Decree of the President of the Republic of Kazakhstan dated May 23, 1997 No. 3526

Description of the Flag of the national security agencies of the Republic of Kazakhstan

The footnote. The Decree was supplemented with Appendix 1 in accordance with the Decree of the President of the Republic of Kazakhstan dated 06/24/2024 No. 583 (effective after the day of its first official publication).

The flag of the national security agencies of the Republic of Kazakhstan is a rectangular cornflower blue cloth with an aspect ratio of 2:3 (size 1000:1500 mm). In the center of the flag there is a stencil image of the main elements of the emblem of the national security agencies of the Republic of Kazakhstan in golden (yellow) color with a diameter of 500 mm (1/3 of the width of the flag) – a stylized seven-pointed star, in the center of the star is a small shield with a shanyrak.

The left side is stitched with a seam that allows you to put the flag on a shaft with a diameter of 32 mm and a length of 2000 mm. The tip of the shaft is shaped like a spear and is made of golden yellow metal. The height of the shaft tip is 260 mm, the width is 110 mm. A twisted golden-yellow cord with two tassels at the ends is fixed on the spear. The length of the cord is 750 mm, the length of the brushes is 250 mm.

DESCRIPTION of the emblem of the national security agencies of the Republic of Kazakhstan

The footnote. The Decree was supplemented with Appendix 2 in accordance with the Decree of the President of the Republic of Kazakhstan dated 06/24/2024 No. 583 (effective after the day of its first official publication).

The emblem of the national security agencies of the Republic of Kazakhstan is an image of a circular shield (diameter 1000 mm) with a central field of turquoise (blue) color (diameter 750 mm) and an outer circle of cornflower blue (width 750 mm), ringed with golden (yellow) edging (width 250 mm).

The inscription (font height 550 mm) in the state language is applied along the outer circumference of the cornflower blue shield: at the top – "KAZAKHSTAN REPUBLICS", at the bottom – "ULTTYK KAPSI3DIK KOMITI". The inscriptions are made in silver (white) color.

In the middle of the shield, on a turquoise (blue) field, there is a stylized seven–pointed star (diameter at the tops of the rays is 750 mm) of burgundy (dark red) color on a golden (yellow) base (diameter at the tops of the rays is 750 mm), which also has seven obtuse rays.

A small shield (400 mm diameter) is placed in the center of the ruby star.

Around the circumference of the shield (40 mm wide), cornflower blue (blue), ringed with golden (yellow) edging (10 mm wide), there is an inscription (motto) in the official language (font height 36 mm): "NAMYS. AYBYN. OTAN." The inscription is made in silver (white) color.

In the center of the shield is a stylized image of the arch of the skeleton of a yurt – "shanyrak" (diameter 280 mm) in golden (yellow) color on a turquoise (blue) background.

It is allowed to use the main elements of the emblem as independent emblems.:

stars with a small shield and a shanyrak with a motto (middle emblem);

a small shield with a shanyrak without a motto (small emblem).

When using a small emblem, an image of seven silver (white) rivets is applied along the outer circumference of the small shield.

DESCRIPTION of the flag of the Special Purpose Service "A" of the National Security Committee of the Republic of Kazakhstan

The flag of the Special Purpose Service "A" of the National Security Committee of the Republic of Kazakhstan is a rectangular panel of cornflower blue with an aspect ratio of 2:3 (size 1000x1500 mm). In the center of the flag there is a stencil image of the main elements of the Special Purpose Service "A" of the National Security Committee of the Republic of Kazakhstan with a diameter of 500 mm (1/3 in relation to the width of the flag).

DESCRIPTION of the banner of the Foreign Intelligence Service of the National Security Committee of the Republic of Kazakhstan

The footnote. The Decree was supplemented with Appendix 4 in accordance with the Decree of the President of the Republic of Kazakhstan dated 06/24/2024 No. 583 (effective after the day of its first official publication).

The banner of the Foreign Intelligence Service of the National Security Committee of the Republic of Kazakhstan consists of a rectangular panel, a shaft and a cord with tassels.

The banner is rectangular, dark blue in color, measuring 200 cm in length and 100 cm in width.

In the center of the banner there is an eagle with open wings in a dark beige frame, covering a yurt fragment, a symbol of home and Homeland.

The banner is bordered on three sides by a golden yellow silk fringe.
