Civic service shall be grounded in commitment to public policy, public trust in the civil service, and the civil servant’s loyalty to the oath they have taken.

Civil service shall impose requirements on civil servants regarding patriotism towards Kazakhstan, professionalism, a customer-focused approach, openness, ethical conduct and an impeccable reputation, as well as zero tolerance for offences and conflicts of interest.

Article 7. Classification of public positions of civil servants The Law on the Civil Service of the Republic of Kazakhstan

1. Public positions of civil servants are established in accordance with the Constitution, laws of the Republic of Kazakhstan and acts of the President of the Republic of Kazakhstan, and other regulatory legal acts of the Republic of Kazakhstan.

2. Categories of government positions are established for administrative civil servants. There are no categories of government positions for political civil servants.

3. The register of positions of political and administrative civil servants is approved by the President of the Republic of Kazakhstan upon presentation of the authorized body.
