Authorized body in the field of responsible treatment of animals:

1) on the basis of and in pursuance of the main directions of the internal and foreign policy of the state, defined by the President of the Republic of Kazakhstan, and the main directions of the socio-economic policy of the state, its defense capability, security, and public order, developed by the Government of the Republic of Kazakhstan, formulates a state policy in the field of responsible treatment of animals in accordance with the current legislation of the Republic of Kazakhstan;

1-1) performs strategic, regulatory and implementation functions within its competence;

2) develops and approves rules for keeping animals in animal shelters, zoological hotels, temporary animal detention facilities, animal rehabilitation centers, and zoological kennels;

3) develops and approves rules for the use of animals for cultural and entertainment purposes and their maintenance;

4) develops and approves rules for the treatment of wild animals in captivity and (or) semi-captive conditions, the return of which to their habitat is impossible;

5) develops and approves standard rules for trapping, temporary detention and killing of animals;

6) develops and approves rules for the operation and accounting of animal shelters, as well as temporary animal shelters;

7) develops and approves accounting rules for animal shelters; -Excluded by the Law of the Republic of Kazakhstan dated May 19, 2026 No. 292-VIII SAM.

8) develops and approves the rules for the transportation of animals;

9) develops and approves the rules for accounting for pets and the list of pets to be accounted for;

10) develop and approve a list of animals whose keeping, breeding and trafficking are prohibited or restricted, except for the cases provided for in paragraph 3 of Article 10 of this Law;

11) develops and approves a list of pets that require special responsibility of the pet owner;

12) develops and approves standard rules for keeping and walking pets;

13) develops and approves rules for conducting public control in the field of responsible treatment of animals, as well as issuing certificates of public inspectors to individuals in the field of responsible treatment of animals;

14) develops and approves rules for the sterilization of stray animals, with the exception of dogs;

15) develops and approves a list of animals used for feeding other animals kept in captivity and (or) semi-captive conditions;

15-1) develops and approves regulatory legal acts in the field of responsible treatment of animals;

16) exercise other powers provided for by this Law, other laws of the Republic of Kazakhstan, acts of the President of the Republic of Kazakhstan and the Government of the Republic of Kazakhstan.

This Law regulates public relations in the field of responsible treatment of animals in order to protect them, ensure safety, strengthen morality and respect the principles of humanity of society in the treatment of animals, as well as protect the rights and legitimate interests of individuals and legal entities in the treatment of animals. -Excluded by the Law of the Republic of Kazakhstan dated May 19, 2026 No. 292-VIII SAM.
