In accordance with paragraph 2 of Article 12 of the Law of the Republic of Kazakhstan "On Civil Protection", I HEREBY DECREE:

1. Approve the attached descriptions:
1) banners of the authorized body in the field of civil protection;

The banner of the authorized body in the field of civil protection consists of a double-sided cloth, a shaft and a cord with tassels.
The banner is rectangular, measuring 200 cm in length and 100 cm in width, and is made of blue silk faye folded in half and lined with golden silk fringe on three sides.
On the front side, in the middle of the cloth, the outline of the State Coat of Arms of the Republic of Kazakhstan is sewn with golden silk, the image size is 50 cm in height. The inscription "KAZAKHSTAN REPUBLICS" is embroidered in golden silk on the upper edge of the cloth, and "OTAN USHIN" on the lower edge, the height of the letters of the inscription is 7.5 cm.
On the reverse side of the panel in the center is a stylized contour of the globe with the "wind rose" and the international civil defense sign inscribed in it (a blue triangle inscribed in an orange circle), under the stylized contour of the globe is a soaring eagle, and along the lower edge is the inscription "KAZAKHSTAN REPUBLIC OF TATSHE JAGDAILAR MINISTER". The size of the letters of the inscription is 6 cm. The inscription "MINDET, ABYROI, ERLIK" is embroidered in gold silk above the stylized contour of the globe. The symbol of the authorized body in the field of civil protection is a heptagonal star with a blue circle inscribed in it, framed by a red stripe. On the rim of the circle, "KAZAKHSTAN" is written in gold letters from above, from left to right "TATENSHE JAGDAILAR MINISTERLIGI" with a national ornament, on the frame inside the circle it is written "AR-NAMYS PEN BORYSH – OTAN KYZMETINE!". In the center of the circle is an image of a stylized contour of the globe with the "wind rose" and the international civil defense sign inscribed in it (a blue triangle inscribed in an orange circle). Under the contour of the globe is the contour of a soaring eagle, below the abbreviation "TJM" in red letters. The symbol of the emergency medical and psychological assistance service of the authorized body in the field of civil protection has a round shape and consists of an outer ring (edging) and a central inner field containing multi-layered symbols. The outer ring (edging) is made on a white background, inside the ring there is an inscription in capital letters in the Kazakh language: "KAZAKHSTAN REPUBLIKASYN APATTAR MEDITSINY ORTALYGY". At the bottom of the ring is the abbreviation "TJM" also in capital letters. Stylized national patterns are placed to the left and right of the abbreviation.
The central internal field has a blue background corresponding to the color of the National Flag of the Republic of Kazakhstan. An eight-ray "wind rose" is depicted on this background, where the four main rays (on the cardinal directions) are longer than the intermediate ones. The color of the "wind rose" is yellow. In its center is a circle, inside of which is inscribed an equilateral triangle, facing one of the vertices upwards. Inside the triangle is an image of the staff of Asclepius, a symbol of medicine (a staff entwined with a snake).
Color scheme: the edging, inscriptions and ornaments are black; the circle segments formed by the circle and the sides of the inscribed triangle are orange; the field inside the triangle is blue, the staff is black, and the snake is white.
