Article 7. Functions of central executive bodies, state bodies directly subordinate and accountable to the President of the Republic of Kazakhstan, their departments in the field of the defense industry and the State defense Order of the Law on the Defense Industry and the State Defense Order

Central executive bodies, state bodies directly subordinate and accountable to the President of the Republic of Kazakhstan, their departments:

1) participate in the formation and implementation of state policy in the field of the defense industry and the state defense order;

2) participate in the implementation of military-technical cooperation;

3) transfer military property within the state body on the basis of an act of the first head of the state body in accordance with the procedure established by the legislation of the Republic of Kazakhstan;

4) exercise control over the turnover of weapons and military equipment under their operational control;

5) make decisions on recognizing the property as unused;

5-1) carry out the destruction of ammunition;

6) transfer unused defense facilities to the authorized body for the management of state property, with the exception of cases provided for by the legislation of the Republic of Kazakhstan;

7) determine the tactical and technical characteristics for new designs and weapons and military equipment offered for purchase;

8) select the executors of the state defense order and inform them of the tasks of the approved state defense order in cases where budgetary funds under the state defense order are provided for in the budget of the recipient of the state defense order;

9) develop and approve, in coordination with the authorized body in the field of the state defense order, a list of military goods (products), dual-use goods (products), military works and military services provided for in sub-paragraphs 1-1), 2), 3), 7) and 12) of the first paragraph 2 of Article 19 of this Law, procured under the state defense order;

10) ensure the fulfillment of tasks of the state defense order within their competence;

11) organize and conduct state tests of prototypes of weapons, military and special equipment, technical and special facilities, prepare documentation for their adoption into service, equipment, supply and operation in accordance with the legislation of the Republic of Kazakhstan;

12) participate in the preparation of documents for the acceptance of prototypes of weapons, military and special equipment, technical and special means for armament, equipment, supply and operation, in the coordination of design, technical and other documentation for their transfer to mass production in accordance with the legislation of the Republic of Kazakhstan;

13) carry out acceptance of prototypes of weapons, military and special equipment, technical and special means for armament, equipment, supply and operation;

14) develop, coordinate, participate in the development, modification and cancellation of military national standards in accordance with the legislation of the Republic of Kazakhstan;

14-1) ensure that military goods (products), dual-use goods (products), military works and military services purchased under the state defense order comply with the tactical and technical specifications (technical specifications, tactical and technical characteristics), in the case when budgetary funds within the framework of the state defense The orders are provided for in the budget of the recipient of the state defense order, in accordance with the rules for the formation, placement and execution of the state defense order.;

14-2) approve reports on completed scientific research, in the case when budgetary funds under the state defense order are provided for in the budget of the recipient of the state defense order.;

15) exercise other powers provided for by this Law, other laws of the Republic of Kazakhstan, acts of the President of the Republic of Kazakhstan and the Government of the Republic of Kazakhstan.

This Law regulates public relations in the field of the defense industry, the state defense order, as well as certain issues of the turnover of weapons and military equipment.
