On the approval of the Military Doctrine of the Republic of Kazakhstan
Decree of the President of the Republic of Kazakhstan dated September 29, 2017 No. 554.
In accordance with subparagraph 2) Paragraph 2 of Article 5 of the Law of the Republic of Kazakhstan dated January 7, 2005 "On Defense and the Armed Forces of the Republic of Kazakhstan" I DECREE:
1. To approve the attached Military Doctrine of the Republic of Kazakhstan.
2. To invalidate the Decree of the President of the Republic of Kazakhstan dated October 11, 2011 No. 161 "On approval of the Military Doctrine of the Republic of Kazakhstan" (SAPP of the Republic of Kazakhstan, 2011, No. 56, Article 791).
3. This Decree shall enter into force from the date of signing.

MILITARY DOCTRINE OF THE REPUBLIC OF KAZAKHSTAN

Section 1. Introduction

1. The Military Doctrine of the Republic of Kazakhstan (hereinafter referred to as the Military Doctrine) is a system of officially accepted views in the state on ensuring military security and defense of the Republic of Kazakhstan.
The Military Doctrine, taking into account possible military threats to the Republic of Kazakhstan, defines the main directions of state activity in the military-political, military-strategic and military-economic spheres, on mobilization training of the state, as well as the main measures for the development of the military organization of the Republic of Kazakhstan.
2. The military doctrine is defensive in nature and reflects the commitment of the Republic of Kazakhstan to prioritize the use of diplomatic, political, legal, economic and other non-military means to protect national interests.
The use of military force by the Republic of Kazakhstan is envisaged when the possibilities of non-military means are exhausted to ensure the military security of the State.
3. The normative and legal basis of the Military Doctrine is the Constitution of the Republic of Kazakhstan, laws of the Republic of Kazakhstan, decrees of the President of the Republic of Kazakhstan, other normative legal acts of the Republic of Kazakhstan and international treaties ratified by the Republic of Kazakhstan.
4. The development of the Military Doctrine is conditioned by the need to determine the main areas of activity of the Republic of Kazakhstan in the field of ensuring military security and defense of the state, taking into account the influence of modern conditions and factors.
The provisions of the Military Doctrine are based on the results of assessments and forecasts of the development of the military-political situation in the world, changes in the nature of military conflicts and the content of armed struggle.
5. The following basic concepts are used in Military doctrine:
1) the combat potential of troops (forces) is a generalized quantitative indicator characterizing the absolute or relative combat capabilities of troops (forces) to perform tasks according to their intended purpose;

3) military force is the ability of States, peoples, and social groups to directly or indirectly influence the opposing side by military or non-military means and to wage armed struggle;
4) the military potential of the state is the maximum capabilities of the state that can be mobilized and used to form and build up its military power, build and maintain a military organization, and conduct armed struggle;
5) military power is a part of the military potential that can be realized at a certain point in time to ensure military security and defense of the state.;
6) military conflict is a form of resolving contradictions between states, peoples, and social groups with the use of military force, in which martial law is imposed in a state (in part or the entire territory).;
7) a low-intensity military conflict is a military conflict, for the resolution of which the combat potential of troops (forces) kept in constant readiness in the state is sufficient.;
8) a military conflict of moderate intensity is a military conflict, for the resolution of which the available military potential of the state is sufficient;
9) a high-intensity military conflict is a military conflict, the resolution of which requires strengthening the military potential of the state at the expense of the capabilities of the collective security organizations in which it consists.;
10) armed conflict is a form of resolving contradictions between states, peoples, and social groups of a limited scale with the use of military force, in which martial law is not imposed in the state.;
11) internal armed conflict is an armed conflict between opposing parties within the territory of one State, in which a legal regime of a social emergency or a state of emergency is introduced.;
12) border armed conflict - an armed conflict between opposing parties in the border area of the state;
13) "hybrid" methods of struggle are ways to achieve military-political and military-strategic goals through the integrated use of military force (including special operations forces, private military, security companies on the territory of the opposing side), non-military means, as well as using the potential of other states, terrorist, extremist organizations and separatist movements to destabilize the situation on the territory of the opposing State;
14) non-military means - a set of social institutions, organizations, legal norms, spiritual values, information and technical systems used to achieve military-political and military-strategic goals.

Chapter 1. The main conditions and factors affecting military security and military threats to the Republic of Kazakhstan

6. The military-political situation in the world is characterized by high dynamics and unpredictability of development, increased confrontation between world and regional "powers" for spheres of influence in the world, as well as the increasing role of military force in resolving interstate and intra-state contradictions.
7. Forecasts of the development of the military-political situation in the world for the medium term indicate the existence of trends towards increased tension and the expansion of hotbeds of instability in the desire of individual States to change the existing world order. Political, social, economic, territorial, ethnic and other contradictions existing within regions and states can be used to achieve military-political and military-strategic goals.
8. The main conditions that can lead to military threats to the Republic of Kazakhstan are:
1) the intensification of the confrontation between world and regional "powers" in an effort to change the existing world order and expand spheres of influence in the world or individual regions;
2) reducing the effectiveness of international law and the capabilities of international security organizations in preventing and suppressing the use of military force in interstate relations;
3) violation of agreements on the prohibition, limitation and reduction of strategic offensive arms in the world and regions;
4) increasing the volume of weapons of mass destruction in the world, as well as the creation of weapons of mass impact based on new physical principles;
5) the globalization of terrorism and extremism, the expansion of the geography of their activities and fields of activity;
6) the continuation of trends in the growth of separatist activity, the use of separatist movements by external forces to achieve interests on the territory of other states;
7) reducing the effectiveness of measures taken to limit the access of destructive forces to weapons of mass destruction, conventional weapons, ammunition, explosives and other means, and their production technologies.

9. In the current conditions, the following factors may affect the military security of the Republic of Kazakhstan:
1) the desire of states or military-political alliances to expand spheres of influence in the Republic of Kazakhstan in order to establish control over its strategic resources and transport infrastructure;
2) increased activity of international terrorist and extremist organizations in the region, the use of emissaries, as well as Kazakhstani citizens who are members of terrorist and extremist organizations, in order to destabilize the internal situation in the Republic of Kazakhstan;
3) militarization of the region and the involvement of the Republic of Kazakhstan in the "arms race";
4) gaining access by destructive forces to weapons of mass destruction, conventional weapons, ammunition, explosives and other means of destruction, their production technologies or weapons of mass impact based on new physical principles;
5) the implementation of software and technical effects (cyber attacks) on the information systems of the military organization of the state, the country's life support systems in order to destabilize the situation in the state, reduce its military and military-economic potential.

10. Based on current conditions and factors, the military threat to the Republic of Kazakhstan may be:
1) the use or intention to use military force by States, peoples, and social groups against the Republic of Kazakhstan, including through the use of "hybrid" methods of struggle;
2) the outbreak and escalation of a border armed conflict in the border area of the Republic of Kazakhstan;
3) the activities of destructive forces aimed at destabilizing the situation in the state, forcibly changing the foundations of the constitutional order, violating the territorial integrity of the Republic of Kazakhstan;
4) the activities of states, peoples, and social groups aimed at reducing the military and military-economic potential of the state through information, psychological, software, and technical effects (cyber attacks);
5) the activities of states, military-political blocs aimed at dragging the Republic of Kazakhstan into the "arms race";
6) the implementation of unauthorized programs in the States of the region to create weapons of mass destruction, weapons of mass impact based on new physical principles, their means of delivery, as well as the illegal distribution of equipment and components used for the production of weapons and military equipment to destructive forces.

Chapter 2. The nature of modern military conflicts

11. Among the features of modern military conflicts are their activity, transience, expansion of the scale and scope of military operations (into outer space and information space), as well as the high tension of the forces and resources of the state in the armed struggle.
12. There are trends in the use of "hybrid" methods of struggle, the goals of which are to create unfavorable external conditions and destabilize the internal situation in the opposing state.
13. In order to achieve military-political and military-strategic goals, a demonstration of military force can be carried out to draw the opposing State or States of the region into an "arms race", deplete their resources and capabilities in an armed confrontation.
Before the outbreak of a military conflict and during an armed struggle, software and technical effects (cyber attacks) can be carried out on the information systems of the military organization of the state, the country's life support systems in order to destabilize the situation in the state, reduce its military and military-economic potentials.
There may be an increased impact in the information space in order to form a negative background around the state on the world stage.

14. Each military conflict is characterized by certain features determined by the way the armed struggle is unleashed, the scale, intensity of the forces and resources of the state in the armed confrontation, the qualitative characteristics of the warring parties, as well as the methods used to fight to achieve interests.
15. The main features of modern military conflicts are:
1) early formation of public confidence in the inevitability and rightness of the use of military force;
2) wide spatial scope, activity, transience and extreme intensity of military operations;
3) increasing the mobile and maneuverable capabilities of the armed forces, reducing the deployment time of groups of troops (forces), reducing the time parameters for preparing the state for military operations;
4) conducting military operations to the entire depth of the enemy's territory with simultaneous effects on land, sea, aerospace and information spaces;
5) conducting armed struggle mainly in urbanized areas;
6) improving the efficiency of command and control of troops and weapons through the introduction of automated control systems;
7) the integrated use of means of armed struggle, including high-precision weapons, robotic systems, weapons based on new physical principles, and weapons of mass destruction;
8) conducting indirect actions using diplomatic, political, informational, and legal pressure by demonstrating military force and imposing economic sanctions;
9) conducting covert actions with the help of special operations forces (special forces), private military and security companies on the territory of another state, as well as using the potential of other states, terrorist and extremist organizations, separatist movements;
10) informational, psychological, software and technical impact in order to disrupt state and military administration, demoralize the population and reduce the morale of the troops of the opposing side.
Chapter 3. The current state in the field of military security of the Republic of Kazakhstan

16. Currently, the main tasks for the comprehensive development of the military organization of the state, as well as the expansion of the participation of the Republic of Kazakhstan in ensuring international security, have been implemented.
17. The composition and structure of the Armed Forces, other troops and military formations have been optimized and tasks have been clarified, taking into account military threats to the state and possible areas of activity of the enemy. To enhance the role of the General Staff of the Armed Forces in joint planning, interdepartmental coordination and organization of interaction with other troops and military formations, government agencies and organizations in solving the tasks of ensuring military security and defense of the state, it has been given the status of a department of the Ministry of Defense of the Republic of Kazakhstan.
18. The combat potential of the land, air force and naval components of the military organization of the state has been increased by creating the necessary set of troops (forces), weapons, military equipment and material reserves in strategic areas.
The Armed Forces have created units to organize counteraction to information-psychological and software-technical (cyber) effects in the military. Work is underway to increase their potential and capabilities.
Systematic work is being carried out to develop technical and human resources, aimed at the formation of a modern proactive information security system at military informatization facilities.
As part of the integration of the territorial defense system into the general system of ensuring military security and defense of the state, a territorial defense management body has been established as part of the Armed Forces. In the interests of ensuring prompt response to military threats to the State, measures are being taken to strengthen the air transport capabilities of the Armed Forces, other troops and military formations.

19. In order to increase the mobility of troops and adequately respond to modern threats to military security, measures are being consistently and systematically taken to improve the structure, strengthen the composition and develop the infrastructure of the National Guard of the Republic of Kazakhstan.
New forms of use and methods of action of troops are being introduced to solve problems in crisis situations and to prevent internal armed conflict, including in ensuring legal regimes of a social emergency, state of emergency and martial law.

20. Measures are being taken to strengthen the composition and develop the infrastructure of the Border Guard Service of the National Security Committee of the Republic of Kazakhstan (hereinafter - the National Security Committee of the Republic of Kazakhstan) to protect the State border and protect the interests of the state on the continental shelf in the Caspian Sea.
21. As part of the implementation of measures to develop the system of state and military administration in the interests of ensuring military security and defense of the state, automated systems for managing troops, weapons and resources are being introduced in the Armed Forces, other troops and military formations.
22. Modern weapons and military equipment are being supplied to the Armed Forces, other troops and military formations, which makes it possible to increase the reconnaissance, fire, shock and transport capabilities of the troops (forces).
23. Mobile and stationary components of the logistics and technical support of the Armed Forces have been created for the sustainable and continuous provision of troops (forces) in strategic areas.

24. In the interests of the development of military education, the structure of military educational institutions has been clarified, taking into account real needs, and secondary educational institutions with advanced military training have been included in their composition.
Modern teaching technologies are being introduced into the educational process, the educational and laboratory base of military educational institutions is being developed, and best practices are being exchanged with foreign military educational institutions.
25. As part of the mobilization training of the State, measures are being implemented to increase the sustainability of governance and the organized transition of the state's economy to wartime, meet the needs of the military organization of the state and the population in material reserves, and ensure the functioning of administrative-territorial units of the State during mobilization, martial law and during wartime.

26. Measures are being taken to develop the defense industry and scientific organizations involved in ensuring the military security of the state. Innovative technologies are being introduced, and enterprises are mastering the production of modern military products in demand by the military organization of the state.
27. The measures taken to ensure the military security of the state have made it possible to strengthen the defense capability of the Republic of Kazakhstan and increase the readiness of the military organization of the state to counter military threats.

Chapter 4. Purpose and principles of ensuring military security of the Republic of Kazakhstan

28. The purpose of activities in the field of military security is to increase the military potential of the State for an adequate response to military threats to the Republic of Kazakhstan.
29. The basic principles in ensuring the military security of the Republic of Kazakhstan are:
1) compliance of the military power of the state with the nature of military threats to the Republic of Kazakhstan;
2) the decisive importance of non-military means over military force in resolving interstate and intra-state contradictions based on the military might of the Republic of Kazakhstan;
3) maintaining the combat readiness of the Armed Forces, other troops and military formations and the mobilization readiness of the state at a level guaranteed to ensure military security and defense of the state;
4) compliance of the orientation of measures taken in the field of ensuring military security of the state with the national interests of the Republic of Kazakhstan, ensuring subordination of military-strategic goals and objectives to the military-political goals of the Republic of Kazakhstan;
5) a combination of quantitative and qualitative approaches in the development of the military organization of the state.
Chapter 5. Vision in the field of military security and defense of the Republic of Kazakhstan

29-1. The Republic of Kazakhstan is aimed at ensuring internal stability in the country, preventing threats of military conflicts against the state, expanding participation in ensuring international security, combating international terrorism and extremism, as well as maintaining the military organization of the state in a high degree of readiness for the armed defense of the Republic of Kazakhstan and its allies.
Appropriate measures are envisaged in the framework of activities in the military-political, military-strategic and military-economic spheres, mobilization training, as well as the development of the military organization of the state.

31. The military policy of the Republic of Kazakhstan is aimed at creating a system of international relations in which the importance of military force is minimized, and the resolution of contradictions between states, peoples, and social groups will be carried out using political, diplomatic, economic, informational, legal, and other non-military means.
32. The Republic of Kazakhstan does not consider any of the States as an opponent.

33. In the military-political sphere, the military security of the Republic of Kazakhstan will be ensured:
1) pursuing a policy aimed at developing cooperation and good-neighborly relations with other States;
2) respect for equality and non-interference in the internal affairs of other States;
3) peaceful settlement of international disputes;
4) the refusal of the former to use military force in conflicts with other States, peoples, and social groups;
5) strengthening the military organization of the state;
6) taking effective measures to prevent and suppress military threats to the Republic of Kazakhstan.

34. The main activities of the Republic of Kazakhstan in the military-political sphere are:
1) conducting assessments, forecasting the development of the military-political situation in the world and the region, as well as the situation in the state to identify sources of military threats;
2) expanding partnership and cooperation with other States and international organizations in order to form an international security system and reduce the importance of military force in resolving inter-State and intra-State contradictions;
3) the use of political, diplomatic, economic, legal, informational and other non-military means to prevent military threats to the State;
4) maintaining the military potential and power of the state at a level that ensures deterrence from aggression;
5) strengthening cooperation in the field of international security within the framework of the United Nations (hereinafter - the UN), the Organization for Security and Co-operation in Europe, including with participation in peacekeeping activities;
6) development of the collective security system within the framework of the Collective Security Treaty Organization (hereinafter - CSTO) and the Shanghai Cooperation Organization (hereinafter - SCO);
7) control over the mutual implementation of treaties on the limitation, reduction, non-proliferation and elimination of armaments;
8) Strengthening confidence-building measures between States;
9) strengthening partnership and cooperation with other States and international organizations in order to improve the global and regional security system.

35. Activities in the military-strategic sphere are aimed at maintaining the readiness of the military organization of the state to ensure military security and defense of the Republic of Kazakhstan.

36. The areas of activity of the Republic of Kazakhstan in the military-strategic sphere are determined by the provisions of the Constitution of the Republic of Kazakhstan, laws of the Republic of Kazakhstan, decrees of the President of the Republic of Kazakhstan in the field of military security and defense, other regulatory legal acts of the Republic of Kazakhstan and international treaties ratified by the Republic of Kazakhstan.
37. The main activities of the Republic of Kazakhstan in the military-strategic sphere are:
1) maintaining the combat readiness of the Armed Forces, other troops and military formations and the mobilization readiness of the state to ensure military security and defense of the Republic of Kazakhstan;
2) protection of airspace and protection of the State border;
3) protection of the national interests of the state in the territorial waters (sea) and in the Kazakh part of the continental shelf of the Caspian Sea;
4) protection of state and military facilities on the territory of the Republic of Kazakhstan and beyond;
5) ensuring the state of emergency, prevention and elimination of emergency situations of a social, natural and man-made nature;
6) prevention and suppression of sabotage, acts of terrorism and separatist activities;
7) localization and suppression of border incidents at the State border;
8) localization and resolution of armed conflicts;
9) strategic deterrence from aggression and the use of military force, "hybrid" methods of struggle in resolving inter-State and intra-state contradictions;
10) ensuring the readiness of the Armed Forces for strategic deployment;
11) conducting strategic actions for the armed defense of the State;
12) participation in peacekeeping and other operations, as well as the performance of other tasks and activities in accordance with international treaties ratified by the Republic of Kazakhstan;
13) training of military personnel in order to ensure the fulfillment of international obligations in the framework of peacekeeping activities of the Republic of Kazakhstan.

38. In peacetime, the composition, staffing, preparedness and security of the Armed Forces, other troops and military formations should ensure readiness to perform tasks in ensuring legal regimes of a social emergency and a state of emergency, localization, suppression and resolution of border and internal armed conflicts, as well as use in low and medium intensity military conflicts.
39. The resolution of the border armed conflict in the border area of the Republic of Kazakhstan is carried out by the Border Guard Service together with the Aviation Service, the Border Academy of the National Security Committee of the Republic of Kazakhstan, and other national security agencies in cooperation with the governing bodies, formations and military units of the Armed Forces and the National Guard of the Republic of Kazakhstan. If necessary, the forces and means of other central state and local executive bodies may be used.

40. The suppression of internal armed conflicts is entrusted to the National Guard of the Republic of Kazakhstan in cooperation with the internal affairs bodies, the Armed Forces and other state bodies of the Republic of Kazakhstan.
41. In a low-intensity military conflict, the activities of the military organization of the State are aimed at localizing hotbeds of tension, preventing the expansion of hostilities, resolving contradictions with the use of military force, normalizing the situation, restoring law and order in the Republic of Kazakhstan, ensuring public safety and providing the necessary assistance to the population of the State.
In a low-intensity military conflict, control bodies, formations and military units of the Armed Forces, other troops and military formations that are in a state of constant readiness in peacetime are used.
42. In a medium-intensity military conflict, in addition to activities carried out in a low-intensity military conflict, the transfer of government agencies and the economy of the Republic of Kazakhstan to wartime operations, territorial defense and the strategic deployment of Armed Forces for the armed defense of the state are carried out.
43. In the event of the Republic of Kazakhstan being drawn into a high-intensity military conflict, the forces and means of the collective security organizations of which the Republic of Kazakhstan is a member will be used in the interests of armed defense of the State.
44. The main tasks of the Armed Forces, other troops and military formations in wartime are to organize the defense of the state, defeat enemy troops, and force them to cease hostilities.
45. When the enemy uses "hybrid" methods of struggle, state bodies and organizations that are part of the military organization of the state apply adequate measures to counter political, diplomatic, economic, legal, informational, ideological, as well as other non-military means aimed at destabilizing the situation in the Republic of Kazakhstan.
46. When the enemy conducts covert actions aimed at destabilizing the situation in the state, including through the use of special operations forces (special forces), private military, security companies, as well as terrorist, extremist organizations and separatist movements, the Armed Forces, other troops and military formations will conduct special operations to curb their activities.

47. Activities in the military-economic sphere are aimed at meeting the needs of the military organization of the state with financial, logistical and other resources in sufficient quantities for functioning in peacetime and wartime and further development.
