I DECREE:

1. To approve the attached Special Qualification Requirements for administrative government positions of the "A" corps.

2. To invalidate certain decrees of the President of the Republic of Kazakhstan in accordance with the annex to this Decree.

3. This Decree comes into force on January 1, 2016 and is subject to official publication.

Special qualification requirements for administrative government positions in the "A" corps

Chapter 1. General provisions

1. These Special Qualification Requirements for administrative public positions of Corps "A" (hereinafter referred to as Special Qualification Requirements) have been developed in accordance with paragraph 3 of Article 17 of the Law of the Republic of Kazakhstan dated November 23, 2015 "On Civil Service of the Republic of Kazakhstan" and are applied to citizens applying for administrative public positions of Corps "A".

2. Special qualification requirements include:

1) educational requirements;

2) work experience requirements;

3) requirements for professional knowledge, knowledge of strategic and program documents;

4) competence requirements.

3. In accordance with the Register of positions of Political and Administrative Civil Servants, approved by Decree of the President of the Republic of Kazakhstan dated December 29, 2015 No. 150, administrative public positions of the "A" corps are divided into the following categories::

1) heads of the offices of the Office of the President of the Republic of Kazakhstan, the Central Election Commission of the Republic of Kazakhstan, the Supreme Audit Chamber of the Republic of Kazakhstan, the Agency of the Republic of Kazakhstan for Civil Service Affairs, the Agency for Strategic Planning and Reforms of the Republic of Kazakhstan, the Agency for Protection and Development of Competition of the Republic of Kazakhstan, the Agency of the Republic of Kazakhstan for Atomic Energy, heads of the offices of central executive bodies, Head of the National Center for Human Rights;

2) chairmen of committees of central executive bodies, deputy heads of the Office of the Supreme Judicial Council of the Republic of Kazakhstan, heads of the Bureau of National Statistics of the Agency for Strategic Planning and Reforms of the Republic of Kazakhstan.

Chapter 2. Educational requirements

11. The educational requirements for holding administrative government positions in the "A" corps of the second category are approved by the person entitled to be appointed to and dismissed from public office, in coordination with the Administration of the President of the Republic of Kazakhstan.

Administrative government positions in the "A" corps of the second category do not require higher education in the relevant specialty if you have at least thirteen years of practical experience in a particular industry.

Chapter 3. Work experience requirements

13. Work experience includes public service experience in accordance with the legislation of the Republic of Kazakhstan on public service and (or) work experience in government and non-governmental organizations.

13-1. If there is an education in the regions, according to the functional areas, persons enrolled in the Presidential Youth Personnel Reserve, after completing their term of stay in it, meet the qualification requirements for the last administrative government positions held in the "A" corps, as well as lower-level positions.

14. To occupy positions of the first category, it is required:

1) at least seven years of work experience, including at least one year of public service experience in political government positions or in Corps A positions defined by the Register of Positions of Political and Administrative Civil Servants, or in the status of a deputy of the Kurultai of the Republic of Kazakhstan, or in positions not lower than categories A-2, B-2, P-2, P-O-1, or in positions not lower than deputy heads of departments of central government agencies, or not lower than the heads of territorial bodies and divisions of central state bodies and their departments in the capital, regions, cities of republican significance;

2) or at least six years of work experience, including at least six months of work experience in the positions listed in subparagraph 1) of paragraph 14 of these Special Qualification Requirements, subject to completion of training in state programs of training and retraining of civil servants on the basis of a state order or in foreign higher educational institutions in priority specialties approved by the Republican the Commission for Personnel Training Abroad;

3) or at least seven years of work experience, including at least three years of work experience in positions not lower than directors of departments of national management holdings, national holdings, national companies, national development institutions;

4) or at least five years of work experience for persons enrolled in the Presidential Youth Personnel Reserve.

15. To occupy positions of the second category, it is required:

1) at least five years of work experience, including at least one year of public service experience in political government positions or in Corps A positions defined by the Register of Positions of Political and Administrative Civil Servants, or in the status of a deputy of the Kurultai of the Republic of Kazakhstan, or in positions not lower than categories A-2, B-2, C-2, C-O-2, D-2, D-O-1, or in positions not lower than deputy heads of departments of central government agencies, or at least deputy heads of territorial bodies and divisions of central state bodies and their departments in the capital, regions, cities of republican significance;

2) or at least four years of work experience, including at least six months of work experience in the positions listed in subparagraph 1) of paragraph 15 of these Special Qualification Requirements, provided that they complete their studies under state training and retraining programs for civil servants on the basis of a state order or in foreign higher educational institutions in priority specialties, approved by the Republican Commission for Personnel Training Abroad;

3) or at least five years of work experience, including at least two years of work experience in positions not lower than heads of departments of the central office and deputy heads of subsidiaries of national management holdings, national holdings, national companies, national development institutes, deputy heads of departments of the National Bank of the Republic of Kazakhstan, the Agency of the Republic of Kazakhstan for Regulation and financial market development, or in positions not lower than the heads of republican organizations with an average annual staff of at least fifty people or legal entities that are subjects of large business**;

4) or at least five years of work experience for persons enrolled in the Presidential Youth Personnel Reserve.

17. Candidates for administrative government positions in the "A" corps are required to have professional knowledge, knowledge of strategic and program documents.

18. The availability of professional knowledge and knowledge of strategic and program documents are determined by the National Commission on Personnel Policy under the President of the Republic of Kazakhstan when interviewing candidates.

Chapter 5. Competence requirements

20. To occupy administrative government positions of the corps "A" competencies are required.

The list of competencies for holding administrative government positions in the "A" corps and the procedure for evaluating them are approved by the authorized body for civil service affairs.
