In accordance with Article 3 of the Decree of the President of the Republic of Kazakhstan, which has the force of law, "On the National Bank of the Republic of Kazakhstan", based on the annual report of the National Bank of the Republic of Kazakhstan for 1996, I decree:
1. The annual report of the National Bank of the Republic of Kazakhstan On the results of its activities for 1996, taking into account the conclusion of the audit firm Deloitte & Touche CIS, amounts to $27,1381.8 million. in the balance sheet currency in the amount of tenge and 2522.4 million tenge. approve with a profit in the amount of tenge.
2. The National Bank of the Republic of Kazakhstan shall publish the annual report for 1996.

1. To note that the National Bank of the Republic of Kazakhstan in 1996: - achieved indicative goals in ensuring the stability of the Vladivostok currency and reducing inflation; - gold and foreign exchange reserves have been increased; - the crisis of the banking system has not been explicitly allowed; - the country's payment system has been eliminated, and the transition of second-tier banks to international accounting standards has been completed. In general, the tasks assigned by the President of the Republic of Kazakhstan to the National Bank of the Republic of Kazakhstan at the meeting on May 7, 1996, have been released.
2. At the same time, it should be pointed out: - the inadequate role of second-tier banks in the structuring of the enterprise; - the unreality of problematic second-tier banks that own the pumps of the country's banking system; - the unreliable development of the precious metals market in the country.
3. to ensure the work carried out by the National Bank of the Republic of Kazakhstan in 1996, and to point out some shortcomings, recommend the National Bank of the Republic of Kazakhstan in 1997: - to strengthen the work on further approval of the country's banking system, capital growth of second-tier banks, and their consolidation; - to promote the growth of investment activity of second-tier banks and the development of investment banks aiming them at the implementation of the priorities of the country 's economic development; - to pursue a more active policy on the development of the precious metals market in the country; - to ensure further improvement of legislation in the financial sector; - to deepen the analysis of the main sections of the balance of payments in order to more accurately determine the state of direct investment inflows, its structure, and control over the state of external responsibility of the state; - to continue work on improving the payment and settlement discipline of the enterprise in terms of settlements with the budget, Pension Fund and other extra-budgetary funds; - to take an active part in the creation of a depository and clearing system for the organic securities market in the country.
4. Ensure control over the release of paragraph 3 of this Protocol with the assistance of the President of the Republic of Kazakhstan on economic issues -Deputy Chairman of the Supreme Economic Council of the President of the Republic of Kazakhstan Kakimzhanova 3.X.
