I DECREE:

     1. To approve the attached Concept of the General plan for the development of the city of Turkestan as a cultural and spiritual center of the Turkic world.

     2. The Government of the Republic of Kazakhstan, together with the Akimat of the Turkestan region, will take measures to implement this Decree.

     3. Control over the implementation of this Decree is entrusted to the Administration of the President of the Republic of Kazakhstan.

     4. This Decree shall enter into force from the date of its signing.

The concept of the General Plan for the development of the city of Turkestan as a cultural and spiritual center of the Turkic world

     The city of Turkestan is one of the most ancient cities of Kazakhstan with a centuries-old history. The convenient geographical location on the ancient caravan route of the Great Silk Road, as well as the pilgrimage of believers to the mausoleum of the great Sufi poet and preacher Khoja Ahmed Yasawi, contributed to its development and lively trade.

     The city of Turkestan has an important role in the historical, cultural, spiritual and tourist life not only of Kazakhstan, but also of the entire Central Asian region.

     By Decree of the President of the Republic of Kazakhstan dated June 19, 2018 No. 702 "On certain issues of the administrative and territorial structure of the Republic of Kazakhstan", the administrative center of the South Kazakhstan region was moved from Shymkent to Turkestan, and the South Kazakhstan region was renamed Turkestan region, which became the basis for the development of the Concept of the General Plan of the city of Turkestan (hereinafter - the Concept).

     The main objectives of this Concept are to identify the main directions for the further development of the city, ensuring the preservation of cultural and historical heritage; the formation of the city as the administrative and business center of the Turkestan region, the spiritual, cultural and tourist center of Kazakhstan at the level of recognized world centers of tourism and pilgrimage (Appendix 1 to this Concept).

     Undoubtedly, the main goal is the preservation and development of historical, cultural and spiritual heritage. At the same time, the architectural and planning structure of the reconstructed and newly built territories should contain elements of modern architecture that will make the historical building even more valuable and majestic against the background of contrast.

     In each epoch, architecture is presented in a certain style, reflecting the priorities, values and aspirations of mankind, forming the appearance of the city.

     The urban architecture of Turkestan should contain not only ancient buildings, but also harmoniously incorporate modern architecture, taking into account the preservation of the integrity of historical buildings.

     The Concept analyzes the historical and cultural heritage of the city of Turkestan, defines the position of the city of Turkestan in international, tourist and regional contexts, comprehensive planning of the city's development, including socio-economic potential, promising planning organization of the territory, its urban zoning, the formation of a system of community centers, a historical theme park, the structure of the ecological framework, the development of engineering andtransport infrastructure for a long-term period.

     Today, world leaders are returning to the idea of resuming the Great Silk Road in a new technological and economic incarnation, since its importance was not only in ensuring trade and economic ties. Thanks to him, cultural, scientific and diplomatic ties were established. The path, which originally emerged as a trade route, very soon became the most important factor in the technical, scientific and spiritual progress of mankind.

     The Head of State's article "Looking to the Future: Modernization of Public Consciousness" outlines specific tasks that need to be implemented in the coming years. These include the projects "Sacred Geography of Kazakhstan", "Spiritual shrines of Kazakhstan", the main purpose of which is to link together in the national consciousness a complex of monuments around Ulytau and the mausoleum of Khoja Ahmed Yasawi, ancient monuments of the city of Taraz and the burial of Beket Ata, ancient complexes of Eastern Kazakhstan and sacred sites of Semirechye and many other places that They form the framework of our national identity.

     At the local level, these projects can be implemented within the Turkestan region.

     The draft Concept adopted the following project periods of the master plan related to the population growth of the city of Turkestan:

     the initial period is 2018, 161 thousand people; the estimated period is 2035, 350 thousand people; the forecast period is 2050, 500 thousand people.

     The concept was developed in accordance with the urban planning and other norms and rules in force on the territory of the Republic of Kazakhstan, highlighting the stages of implementation.

1. THE HISTORY OF THE FORMATION OF THE ADMINISTRATIVE CENTER OF THE TURKESTAN REGION – THE CITY OF TURKESTAN

     Since the beginning of the II millennium BC, the formation and development of the Great Silk Road begins, the length of which, according to scientists, was 7 thousand km.

     One of the cities that appeared on the Great Silk Road is the city of Turkestan. It is the largest pearl in the necklace of ancient Kazakh cities stretching from the Dzungarian Mountains through the Semirechye and Prisyrdarya steppes all the way to the Aral Sea.

     The first mention of Turkestan as a city dates back to the 15th century. During the reign of Yessim Khan (1598-1628), the city became the capital of the Kazakh Khanate and a reception place for foreign ambassadors (Appendix 3 to this Concept). Meetings of the highest Kazakh nobility on the most important state issues were also held here.

     The area of the city, surrounded by a mud-brick wall with 12 towers and 4 gates, reached 10 hectares.

     Turkestan remained the capital of the Kazakh Khanate until the 19th century. Since the end of the 19th century, the city has been actively developing, industrial enterprises are being built, and production is being established.

     The 20th century marked a turning point in political, economic and cultural relations for the city of Turkestan, which undoubtedly affected the city's construction activities. In 1903, the railway station was under construction during the laying of the southern branch of the Orenburg-Tashkent railway. By that time, the area of the city had reached 1,400 hectares.

     In 1910, the city's population was 15,000 people.

     With the independence of the Republic of Kazakhstan, a new period of development of Turkestan begins. Turkestan University was founded in 1991. In 1993, it was renamed the International Kazakh-Turkish University named after Khoja Ahmed Yasawi.

     In 2000, by UNESCO's decision, the city of Turkestan celebrated its 1,500th anniversary.

     In 2003, it was included in the UNESCO World Heritage List.

     In 2017, at the 34th meeting of the Permanent Council of Ministers of Culture of the member countries of the International Organization of Turkic Culture (TURKSOY), Turkestan was recognized as the cultural capital of the Turkic world.

     On June 19, 2018, the city of Turkestan was declared the administrative center of the Turkestan region of the Republic of Kazakhstan.

2. POSITIONING OF THE CITY OF TURKESTAN

     2.1 International context

     The unique geographical location of Kazakhstan, including the city of Turkestan, makes it possible to benefit from the Silk Road Economic Belt program, since a significant part of trade flows and cargo between Europe and Asia pass through the territory of Kazakhstan.

     Trade relations, which used to be carried out almost exclusively by sea, are now increasingly relying on rail services. Kazakhstan in general and the city of Turkestan in particular are well located on trade routes between East and West.

     The economic integration and cooperation of Kazakhstan with Russia, Kyrgyzstan, Belarus and Armenia within the framework of the Eurasian Economic Union (EAEU) also expand the possibilities of the New Silk Road.

     2.2 The tourist context

     One of the outstanding monuments of medieval architecture is the mausoleum of Khoja Ahmed Yasawi in the city of Turkestan (Appendix 2 to this Concept). After the death of the Sufi poet and thinker, his grave became a place of pilgrimage and worship for Muslims throughout Central Asia. The mausoleum above the grave was erected 233 years later by Emir Timur.

     The architecture of the mausoleum of Khoja Ahmed Yasawi is a very peculiar structure with a clear and harmonious plan, which includes various rooms: a central hall (kazanlak), a tomb (gurkhana), a mosque, a library (utapkhana), an assembly hall (bolshoy and maly aksaray), a dining room (askhana), a dwelling for pilgrims (khujah).

     Of course, in addition to cultural, historical and spiritual significance, architectural monuments also have a very specific economic meaning. The revival of the tourist route of the Great Silk Road in Central Asia will serve as an impetus for economic development.

     The tourist route begins in the Republic of Uzbekistan, the pearl of the Khorezm oasis - the city of Khiva. Further, the route passes through such cities of Central Asia as Bukhara, Navoi, Samarkand, Jizzakh, Tashkent and finds its continuation in the Republic of Kazakhstan.

     2.3 Regional context

     The historical architectural monuments of Kazakhstan, mainly concentrated in the southern part of the country, will serve as a worthy continuation of the above route.

The city of Shymkent, the village of Sairam, the birthplace of Sufi Khoja Ahmed Yasawi, the Ordabasy National Historical and cultural Reserve zone, Domalak Ana Mausoleum, Baydibek Ata Mausoleum, Otrar settlement, the birthplace of such scientists as the medieval philosopher Al-Farabi, astronomer and mathematician Abbas Jauhari, linguist and geographer, are located here. Ishaq Al-Farabi, Arystan Baba Mausoleum, Gauhar-ana Mausoleum, daughters of Khoja Ahmed Yasawi, mausoleum and well At kash Ata, Sauran settlement, Karatau State Nature Reserve.

     Turkestan is also home to the Khoja Ahmed Yasawi International Kazakh-Turkish University, a higher education institution that is the largest in Central Asia.

     The presence of all the above-mentioned monuments of medieval culture in the city of Turkestan and the surrounding area opens up great opportunities for the development of a tourist cluster in this region of the Republic of Kazakhstan.

     According to official statistics for 2017, the number of tourists who visited Turkestan and were served at the accommodation facilities amounted to 27.6 thousand people, the number of day-trippers - 60 thousand people.

3. THE CURRENT STATE OF THE CITY OF TURKESTAN

     Turkestan is a city with a thousand-year history, is a major industrial, educational and cultural center for domestic and foreign tourism.

     The area of the city is 19.6 thousand hectares, of which 9.8 thousand hectares are built-up areas. The population as of September 1, 2018 is 161.9 thousand people.

     The current planning structure of the city is justified by its historical development. Its main element is the historical administrative center, centered around the mausoleum of Khoja Ahmed Yasawi, as it has been throughout the city's existence. The main planning framework of the city is the main highways, railways passing through the city, and an artificial water structure - the Arys-Turkestan Canal. To the north of Tauke Khan Avenue, opposite the mausoleum of Khoja Ahmed Yasawi, there are administrative institutions, educational, leisure, healthcare, trade, catering and other social services.

     The main part of the residential area is built up with single-storey residential buildings. The industrial and production area of the city is concentrated in the western part of the territories adjacent to the railway tracks. Multi-storey buildings are represented on the territory between Yerubayev Avenue and the railway west of the administrative center in the form of two-storey houses.

     In general, the planning structure of residential areas is a system of rectangular blocks of a regular nature, built up by single-storey residential buildings with household plots of 10 thousand square meters with a weak differentiation of the street and road network (Appendix 5 to this Concept).

     The International Kazakh-Turkish University named after Khoja Ahmed Yasawi will give an impetus to the creation of a scientific and educational center in the city.

     Currently, the Western Europe-Western China international highway and the railway pass through the city.

4. THE CONCEPT OF URBAN DEVELOPMENT OF THE CITY

     The Concept of the general plan of the city of Turkestan presents options for modern urban development of the city. The territorial development of the city is based on a comprehensive urban planning assessment of the territory. To determine its main direction, an analysis of natural, economic, engineering, geological, architectural and planning conditions was carried out.

     The urban planning assessment of the territory was carried out based on the totality of the factors discussed below:

     relief - rational use of the territory depending on the slope;

     hydrology - the level of groundwater; soils - the bearing capacity of the soil;

     ravine - the presence of territories with disturbed relief due to temporary channel flows of rain and meltwater;

     drought, dry weather - identification of territories most susceptible to climatic conditions;

     territories prone to flooding;

     availability of irrigated land;

     availability of other agricultural land;

     landscaping;

     roads and other factors.

     This project considers four options for the territorial development of the city. In all variants, unchanged data for the estimated and forecast period are accepted - this is the population from which the volume of housing construction proceeds, the number of floors of buildings limited by the height relative to the mausoleum of Khoja Ahmed Yasawi.

     The options differ in territorial development in the areas of the settlement system, the locations of the citywide center, polycenters, the definition of the prospective boundary of the city, and the development of territories for estimated and forecast periods (Appendix 8 to this Concept).

     The comprehensive urban planning and environmental assessment of the Territory is based on the materials of the previous GP-2 Master Plan, as well as the current situation.

     From the considered variants of the Concept, the direction of extensive urban development has been chosen, meeting its requirements of urban planning assessment (Appendix 10 to this Concept).

     The development of the city is planned evenly around the existing buildings, with the exception of the southern part, where, according to engineering surveys, there is a high level of groundwater at a depth of 2.5-2.8 m from the ground surface. In the future, the development of the territory is planned towards the city of Kentau.

4.1 Architectural and planning organization of the city

     The design architectural and planning organization of the city territory was carried out taking into account the existing functional and planning structure of the city and developed on the basis of a comprehensive assessment of the territory and the existing transport and planning framework (Appendix 12 to this Concept).

     Proposals for the formation of the architectural appearance of the city have been developed taking into account the natural and climatic features, existing and proposed urban planning nodes, and modern architectural trends.

     The main objective of the draft Concept is to create a comfortable living environment with a balanced and interconnected development of all elements of the planning structure, rational functional zoning, and the placement of historical, residential, industrial, and recreational areas (Appendix 7 to this Concept).

     The organizing basis of urban space is the natural landscape and urbanized framework of the city territory.

     The architectural and planning structure is based on historical continuity, the improvement of the radial-ring layout of the city and the interrelated development of urban and external planning frameworks in all areas of regional, national and interstate settlement systems.

     The urbanized framework is formed by the historical core, the administrative and business center, transport highways, main streets, polycenters, urban planning hubs and mainline territories.

     The chosen variant of the conceptual development of the city provides for uniform development in the northern direction around the existing part of the city, with the inclusion of the airport territory and nearby villages within the city boundaries for the future: "30 years of Kazakhstan", Staroikan, Kosmezgil, Karashik, Urangay, Bostandyk, Yenbekshidikhan, Teke, Chernak.

     The main structural elements of the urbanized framework are the historical core of the city - the mausoleum of Khoja Ahmed Yasawi and its conservation area, which provides for the regeneration and revival of the historical layout of the territory adjacent to the mausoleum. The increase in the social significance of the historical center is envisaged through scientifically based restoration work on architectural monuments, restoration of the morphological foundations of planning and building, restoration of lost elements of historical landscaping and landscape.

     The main principle of the planning structure is the mausoleum of Khoja Ahmed Yasawi, which should be visible from all sides of the city.

     The territory bounded by the first ring, with an area of 88 hectares, is the historical center, the protection zone of ancient Turkestan, where the regeneration of the historical core is expected: the buffer zone of the World Heritage site — the mausoleum of Khoja Ahmed Yasawi and the zone of regulation of the medieval city of Turkestan (appendix 13 to this Concept).

     The second ring (K-2) provides for the development of an open landscape space formed around the complex of the mausoleum of Khoja Ahmed Yasawi, while maintaining the layout of the road network structure. This territory is combined with the park area of the "historical theme park" in the streambed (the former Kazna River). This allows you to introduce a large natural element into the core of the city center and improve the visualization of the historical monument from the city's observation points. To effectively use the underground space, enhance the tourist attractiveness, as well as create a tourist complex, it is planned to use the underground space within the viewpoints of the mausoleum. The underground space is used to house mosques, shopping malls, and hotels. The city-forming qualities inside the first and second rings determine the tourist, socio-cultural uniqueness of the image of the city, which makes it necessary to demolish dilapidated housing and other buildings that do not represent historical value.

     The territories inside the first two rings exclude movement by private vehicles. The movement of the population is offered by alternative types of public transport (electric cars, unmanned bus taxi, cable subway, etc.).

     The territory inside the third ring (K-3) provides for residential development with minimal preservation of planning structures.

     The further structure of the city provides for the preservation of existing residential buildings with the gradual development of territories for estimated and forecast periods, as well as the reservation of territories for the future.

     The principle of building height is formed as follows: the number of floors of buildings and structures increases from the central part of the city to the peripheral part (border) of the city.

     The city has the following growth directions:

     Turkestan-Shymkent;

     Turkestan-Kentau;

     Turkestan-Kyzylorda;

     Turkestan-Baltakol;

     Turkestan-Schaulder, where the main entrance highways converge into the historical core of the city. Each entrance highway provides for the development of mainline territories with urban planning hubs.

     The concept provides for the formation of a new administrative and business center in the eastern direction from the dominant architectural and planning composition of the city along the Turkestan-Shymkent highway. A complex of administrative buildings for regional services, business centers, private companies, offices, banks, a bus station, etc. is planned to be located on this territory. It is recommended to build new business, shopping, sports, cultural, educational, leisure and other complexes in the center area (Appendix 15 to this Concept).

     The further growth of the city is accompanied by the development of high-speed entry territories with the provision of a "polycentricity" system.

     The key to the success of a polycentric city is to create comfortable living conditions and appropriate opportunities for work, education and recreation in every district of the city.

     It is planned to create five community centers in each mainline district of the city (Appendix 11 to this Concept).

     The Olympic Center of the Turkic Sports Games is located south of the bypass transit highway, east of the Turkestan-Shaulder highway.

     The architectural style of the new development of the city will also be based on local national traditions.

     4.2 The historical center of the city

     The regeneration of the historical core of the city of Turkestan affects two protected areas: the buffer zone of the mausoleum of Khoja Ahmed Yasawi and the zone regulating the development of the medieval city of Turkestan with a total area of 88 hectares.

     The restoration of the historical environment of the complex will help strengthen functional links that reveal the spiritual component of the complex and the natural landscape of the monument, and create an archaeological park, the archaeological heritage of the early Middle Ages. The range of objects on display will significantly expand, demonstrating the role of the city as the spiritual and political center of the state. Museification and landscaping of the settlement will ensure the tourist attractiveness of the city, creating conditions for the popularization of scientific and historical knowledge about Kazakhstan. The reconstruction of the image of a historical residential quarter with planning structures, spatial solutions and a functional component will ensure the harmonization of the buffer zone with the modern structure of the city of Turkestan (Appendix 14 to this Concept).

     Reconstruction and restoration of the historical topography of the entrance area of the khanaka of Khoja Ahmed Yasawi behind the fortress walls of the Turkestan Fortress is expected. It is planned to conduct additional archaeological surveys west of the mausoleum of Khoja Ahmed Yasawi in order to identify and museify the cultural layers of the early period in the area of the archaeological park, study, preserve and museify, and restore the northern and eastern sections of the outer fortress walls with partial reconstruction and adaptation to the tourist infrastructure. The height of the walls will be variable to mitigate the impact of disharmonious environmental objects on the monuments of the protected area.

     The historical reconstruction of the lost city quarter in the northern part at the Darbaza-kakpa gate is planned, as well as the regeneration of late Medieval residential quarters northwest of the mausoleum of Khoja Ahmed Yasawi, lost during landscaping works in the 1970s and 1980s. The planning structure and spatial solution of the street network are being restored based on historical maps, materials from archaeological studies of ancient residential buildings and preserved residential buildings of the early 20th century in Turkestan.

     The restoration of the residential quarter, a preserved medieval planning structure with narrow curved streets running along blank walls and sidewalks, reflects the medieval oriental flavor. The functional content of the reconstruction can be described as a historical and cultural direction. The main task is to create and show the diversity of urban types of dwellings of the Turkic peoples. It is proposed to create cultural centers where one can get acquainted with the history, traditional architecture of dwellings, culture and cuisine of the Turkic peoples.

     It is proposed to conduct archaeological excavations and demonstrations in the northern section in order to preserve and museify the ancient citadel of Yassy Turkestan (II century BC -IV century AD).

4.3 Functional and urban zoning of the city

     The architectural and planning organization and functional zoning of the city territory are aimed at creating a favorable urban environment for the population.

     With maximum consideration of the existing urban planning structure, the main functional zones are formed, the elements of which are the residential zone, zones of facilities and complexes of public and historical importance, a recreational zone, an industrial and communal zone, zones of engineering and transport communications, special purpose, sanitary protection zones and reserve territories, as well as suburban areas.

The total area of development of the city's territory for the future is 25 thousand hectares for a population of 1 million people.

     Residential areas make up the main part of the urban area with a total area of 7.7 thousand hectares.

     Residential areas are intended as the main function for permanent residence of the population and for this purpose are subject to development of multi-apartment and individual residential buildings. The Draft Concept partially preserves the existing residential area and develops it in free territories.

     In residential areas, the placement of free-standing, built-in and attached facilities for social, cultural and consumer services of the population is allowed as an auxiliary function.

     Residential areas are located evenly inside the bypass road, as well as in the northeastern direction of the city, east of the Turkestan-Kentau highway, the number of floors of buildings ranges from low-rise to 5-9 floors.

     Public areas are intended for preferential placement of healthcare facilities, culture, education, communications, trade, catering, consumer services, commercial activities, as well as institutions of secondary vocational and higher education, research, administrative institutions, places of worship, centers of business, financial and social activity, parking lots of motor transport and other buildings and structures of citywide significance. The total area of public buildings is 1.4 thousand hectares.

     The industrial zone, as a functionally specialized part of the city's territory, includes facilities for material production, production infrastructure with technological processes that are sources of industrial hazards to the environment, and sanitary protection zones (hereinafter referred to as - SPZ) from enterprises, groups and individual enterprises that meet the needs of the population in the storage of food and industrial goods, as well as facilities for science and scientific services, training, and other non-industrial facilities that serve tangible and intangible production. The industrial and warehouse area should have an effective connection with residential, recreational and other functional areas of the city.

     Given the predominance of winds from the east and northeast, it is planned to locate production facilities from the western and southwestern parts of the city in areas along the railway with direct access to the railway tracks, with a total area of 1.8 thousand hectares.

     An industrial park is planned to be located south of the bypass transit highway along the Turkestan-Baltakol highway. An industrial and innovation park is located on the territory north of the bypass road west of the railway in the direction of the city of Kentau.

     Recreational areas are intended for the organization of recreation areas for the population and include the territories of parks, squares, boulevards, reservoirs, beaches, water park, landscape architecture, recreation and tourism facilities with a total area of 7.0 thousand hectares.

     The zones of transport and engineering communications are intended for the placement and operation of structures and communications of railway, automobile, river, air and pipeline transport, communications, electric and heat supply facilities, water supply and sanitation, gas supply and engineering equipment.

     Special purpose zones are designed to accommodate cemeteries, crematoriums, animal burial grounds, municipal solid waste dumps and other urban facilities, the use of which is incompatible with territorial zones of other purpose. Cemeteries operating within the city limits are subject to closure, and sanitary protection zones are planned around them.

     Reserve territories are urban planning resources necessary for the long-term development of the city, distributed in the peripheral parts of the city in the northern, eastern and western directions. The reserve territories are designed to accommodate all the main functional areas and facilities necessary for the integrated development of the urban environment.

4.4 Principles of the housing program

     At the beginning of 2018, the city's housing stock amounted to 3.8 million square meters, of which 177.5 thousand square meters were in multi-apartment multi-storey buildings.

     The housing stock is mainly represented by single-storey manor-type residential buildings, which account for 95.3% of all available housing.

     The population's housing supply is 22.9 sq. m. m per person.

     To form the architectural silhouette of the city, the project proposes the construction of a high-density medium-rise residential development. The average number of floors of the new construction will vary from 3 to 7 floors (Appendix 11 to this Concept).

     The projected population growth for 2035 is up to 350 thousand people and an increase in the level of provision of the population with a total area of apartments up to 26 square meters. m per person will require additional city territories. So, taking into account the above parameters, it is planned to build about 6 million square meters by 2035. m housing.

     The further development of the city until 2050 assumes the following indicators: an increase in the population to 500 thousand people and an increase in the level of security of the total area of apartments to 30 square meters. m per inhabitant. As a result, it is necessary to build another 6 million square meters. m of housing, which will require an additional increase in the residential area of the city to 7.7 thousand hectares. In total, the project provides for the estimated period to bring the city's housing stock to 15 million square meters. m of total area.

     At the beginning of 2018, more than 6.5 thousand citizens were registered in the city of Turkestan in need of housing. In this regard, it is necessary to provide for the construction of housing for socially vulnerable segments of the population. These will mainly be medium-rise apartment buildings built using new technologies, with apartments focused on the level of housing guaranteed by law.

     The concept provides for the development of the social commercial sphere, taking into account new socio-economic needs, in order to achieve the standard indicators of provision of institutions and service enterprises by 2035. The estimated commissioning of social and commercial facilities through the construction of new service facilities is planned at 2.5 million square meters by 2035 and at least 4 million square meters by 2050.

4.5 Ensuring the sustainable development of the economic complex

     The following positive economic and geographical factors will contribute to the development of the city's economy, which meets the requirements of the regional center, the pilgrimage center of the Turkic-speaking countries, and the center of the historical and cultural cluster:

     availability of favorable natural and climatic conditions for agricultural production;

     availability of an agricultural raw material base for the development of manufacturing industries;

     the processing industry of the agricultural sector; the development of transport communications (the presence of a railway and highways of national and international importance); the availability of communications; the existing potential reserve of labor resources; international trade; tourism and creative industries.

     For sustainable development and the creation of the most balanced complex capable of meeting the needs of the domestic and foreign markets, the draft Concept provides for priority areas of economic development, which include:

     creation of recreational and, in particular, tourist infrastructure, involving the organization of enhanced services for tourists and pilgrims;

     sustainable development of small and medium-sized businesses, creation of a regional wholesale and retail trade center;

     construction of hotel and tourist complexes, which include restaurants, entertainment, leisure and other facilities that provide customer service (additional facilities for transport and information services);

     creation of a trade and logistics center, a major transport hub of the New Silk Road (by the estimated date, opportunities are opening up in the city for the formation of a large multimodal transportnological center providing storage, transportation, and redistribution of goods both within and outside Kazakhstan);

     development of the agricultural sector by increasing the production of agricultural products: cotton, vegetables, melons, fruits, meat, milk, eggs, wool;

     further development of industrial production based on the established industry structure by modernizing the infrastructure and re-equipping industrial enterprises, making them sustainable by increasing the efficiency and use of resources and the wider use of clean and environmentally friendly technologies and industrial processes (in the structure of industrial enterprises, it is necessary to increase the share of the following sectors: food production, textile and clothing production, manufacturing industry, production of building materials, products and structures of new technologies, repair and installation of machinery and equipment, souvenir production enterprises);

     organization of improvement of the education system for the training of qualified personnel for the organization, management and operation of tourist establishments, mid-level service personnel, marketing specialists;

     creation and expansion of a construction complex based on the restoration of inactive enterprises, new production facilities for building materials and structures, development of energy engineering and utilities.

     The introduction of these areas into the sustainable development of the city's economy will contribute to the expansion of existing and the creation of new enterprises and markets, increase the profitability of industries, reduce unemployment, thereby increasing the well-being of the population and improving living conditions.

     4.6 Development of recreational areas

     An important basis of the architectural and planning structure is the natural landscape framework.

     It forms the environmental and recreational subsystem of the city, forms a system of river valleys and green areas (Appendix 9 to this Concept).

     The landscaped territories of the natural complex - objects of urban planning regulation - are represented in the form of parks, gardens, squares, boulevards, territories of other green spaces as part of residential, public, and industrial buildings.

     In general, the landscaping system of any modern city is represented by three groups of plantings: general use, limited use and special purpose.

     The structure of the ecological framework, subordinated to the requirements of the best ventilation of the city and improvement of its sanitary and hygienic condition, is represented by mutually intersecting green corridors of meridional and latitudinal orientation for the passage of air flows of mountain and valley circulation, connected by the "green belt" of the city, with the placement of open spaces throughout the city.

     The main "green corridor" in the latitudinal direction is the territory along the Arys-Turkestan Canal, where a water-green diameter will be organized with the revitalization of the adjacent territory. Artificial vertical "water" corridors are provided from this channel, which in turn form "water-green ribbons".

     In the southern direction, along the streambed (the former Kazna River), it is planned to organize a historical theme park serving as a "green corridor" with high natural and ecological potential. The historical theme park connects with a large natural element in the city center. A developed system of pedestrian zones, streets and squares, public historical, leisure, and shopping spaces with an open urban environment will be formed in this territory. Yurts with artisans, restaurants with Kazakh cuisine and cuisine of the peoples of Kazakhstan, a historical and ethnographic complex, a historical and ethnographic museum, a museum of folk art, etc. will be located along the urban planning nodes of the park. An underground mosque is provided for the efficient use of the underground space.

     In order to have a health-improving effect on the entire projected territory, the formation of a "green belt" outside the city limits, providing a continuous landscaping system, is envisaged.

     The creation of a continuous gardening network contributes to the organization of favorable sanitary, hygienic and microclimatic conditions necessary for work, everyday life and recreation of citizens.

     The open spaces will be connected by a network of pedestrian and bicycle traffic.

     4.7 Development of transport infrastructure

     The city of Turkestan has an advantageous geographical location. The Western Europe-Western China international transport corridor passes through it.

     The main goal of the development of the city's transport infrastructure is its uninterrupted and sustainable development (Appendices 16, 17 to this Concept).

     The concept proposes a rectangular-radial street layout system. A rectangular grid of streets is provided on the territory of the new development in conjunction with the radial system of the historical part of the city. At the same time, the approximate grid step is assumed to be 1-1.2 km - for citywide highways; 0.5 - 0.6 km - for regional highways; 0.2 -0.3 km - for local streets.

     The Western Europe - Western China transit corridor is proposed to be moved from the historical center to the periphery, creating a bypass transit highway of international importance bypassing the built-up areas. This will ensure uninterrupted and high-speed transit traffic.

     The territorial development and transport planning structure of the city are formed along the following entrance transport axes:

     Turkestan-Shymkent;

     Turkestan -Kentau;

     Turkestan-Kyzylorda;

     Turkestan-Baltakol.

     A ring highway of citywide significance is being formed around the city's buildings, connecting the entrance highways and residential and industrial areas with each other.

     The concept proposes the construction of an airport that will connect the points of the most important air routes: Europe - the countries of the Asia-Pacific region and the CIS, due to its advantageous geographical location. The airport will become one of the largest centers of aviation passenger and cargo transportation in Kazakhstan, which is associated with the growing importance of the city of Turkestan. It will serve domestic and foreign flights of passenger and cargo airlines.

     The location of the new airport is determined based on the natural, climatic, ecological and territorial features of the city.

     The concept also proposes the construction of a new railway station, which will be located in the southern part of the city along the existing Shymkent-Kyzylorda railway line. The proposed option provides optimal transport links to the main urban planning hubs of the city through circular and diagonal highways. In addition, a new bus station is planned to be located in the center of the diagonal highway at the intersection of the main transport arteries of the city at the entrance from the city of Shymkent.

     The existing railway station, located northwest of the proposed new station, will be preserved for the future, as it is an architectural monument.

     The diagonal highway will connect the new railway station with the bus station and the airport.

     For the uninterrupted movement of the transit highway of international importance, as well as the diagonal highway connecting the main transport facilities, it is proposed to place transport interchanges. The intersection of the remaining main streets with each other due to their low load is possible at the same level according to the type of traffic light regulated intersections.

     Since the city's car park is a source of environmental pollution, it is planned to remove the transit traffic flow of trucks and cars from the city streets. The solution to this problem is:

     organization of bypass roads around the city;

organization of rapid rapid transit by high-speed bus along entrance highways, diagonal highways and ring roads.

     The connection of open public spaces provides for the creation of a continuous network of pedestrian and bicycle traffic in all directions of city streets and squares, boulevards, parks and squares, while preventing violations of the historical environment of the city.

     The natural and climatic conditions of the city create a favorable impulse for the development of cycling infrastructure as an alternative mode of transport, contributing to the improvement of the environment.

     The concept suggests the placement of three types of bike routes: for daily business (utilitarian), recreational and tourist purposes, as well as temporary cycling routes.

     Utilitarian routes aim to ensure that a cyclist reaches a specific destination from point A to point B, providing him with the fastest access to all possible places of attraction. Accordingly, such routes will differ in the straightness and connectivity of bike paths.

     Recreational routes are focused on providing cycling infrastructure for parks, embankments and other recreational areas. Unlike utilitarian routes, these routes will mostly consist of branching paths that provide an opportunity to enjoy the ride and the surrounding views.

     Tourist routes involve connecting the most attractive and popular tourist spots in the city. These bike routes are aimed at developing the tourist potential of the city and encouraging the use of bicycles not only for short trips, but also for longer ones.

5. THE CONCEPT OF ENGINEERING INFRASTRUCTURE DEVELOPMENT

     5.1 Power supply

     The main direction of the concept for the development of electricity supply in the city of Turkestan for the period up to 2035 and for the future up to 2050 is reliable power supply to consumers, optimization of the development of electric networks, taking into account energy conservation and the introduction of renewable energy sources (hereinafter referred to as RES) (Appendix 18 to this Concept).

     Currently, the power consumption and electrical loads of the city of Turkestan amount to 78 million kWh and 29 MW, respectively.

     According to preliminary estimates, the projected power consumption and electrical loads of the city of Turkestan will amount to 280 million kW in 2035. h and 105 MW; for 2050 - 510 million kW. h and 190 MW.

     The development of an external power supply system is proposed at 220 and 110 kV as follows (diagram attached):

     construction of a 220 kV double-circuit overhead line ring around the city with two 220/110/10 kV support lowering stations in the northern and southern parts of the city and their connection to the Kentau lowering station and entry-exit to the existing Kentau - urban lowering station overhead line;

     construction of five 110/10 kV deep-water substations of a closed type according to block schemes with radial connection to 220 kV support lowering stations with 110 kV cable lines;

     gradual dismantling of physically and mentally worn-out 110-35 kV networks in the city: dismantling of 110 kV lowering stations of reinforced concrete products of the city of Turkestan with the dismantling of 110 kV overhead lines in the residential part of the city, dismantling of 35 kV lowering stations and overhead lines using a 10 kV switchgear of dismantled 35 kV lowering stations as a 10 kV distribution point, etc.

     Previously, it was possible to expand the site at 220 kV Kentau lowering stations, therefore, in the future, by 2035, it is proposed to construct an open 500 kV switchgear with the installation of an automated 500/220 kV transformer (3x167 MBA) with the construction of a 500 kV overhead line Kentau - Zhambyl (alternatively Kentau

     - Yuzhno-Kentau city district electric power station) and to the city of Kyzyl Ordu (with the construction of a new 500 kV lowering station in the city of Kyzyl Ordu).

     As energy-saving measures, it is proposed to consider: the construction of renewable energy sources near the city: wind farms and solar power plants;

     the use of solar panels for street lighting, municipal needs (water heating, etc.) in individual housing construction, etc.

     The final decision on the choice of capacity and location of renewable energy sources, the connection of 220 and 110 kV step-down stations and the choice of transformer capacity at substations will be clarified at further stages of design (development of the Master Plan).

     Estimated investments in 110-220 kV external power supply facilities in Turkestan are estimated at 40 billion tenge (excluding renewable energy sources, 500 kV networks, 10 kV distribution networks).

     5.2 Heat supply

     The current heat supply system of the city of Turkestan is represented by two main directions:

     centralized heat supply system from boiler houses No. 1 and No. 2; a system of decentralized heat supply from autonomous heat sources.

     The central heating system of Turkestan is serviced by the state utility company Zhylu, which includes boiler house No. 1, boiler house No. 2 and heating networks (20 km). In general, the main boiler equipment is in satisfactory condition. Heating networks require reconstruction (Appendix 19 to this Concept).

     Forecast of estimated heat loads in the period up to 2050: The projected volumes of housing and administrative construction in the period up to 2050 and, consequently, the growth of heat loads are quite high, which requires the appropriate development of the heat supply system, which is one of the main life support systems of large cities. The development of the heat supply system of the city of Turkestan should be aimed at ensuring the energy and environmental safety of the city, as well as increasing the standard and quality of life of the population by realizing the potential of energy conservation and improving the efficiency of energy resources.

     The main directions of development of the heat supply system of the city of Turkestan in the period up to 2050:

     For the heat supply of the projected compactly located multi-storey residential and public buildings, it is planned to build a new natural gas heat source (backup fuel is diesel fuel). For the heat supply of the projected residential and public multi-storey point buildings, it is planned to build new low-power natural gas heat sources (apartment-by-apartment heating or the construction of autonomous block-modular boiler houses). Modern individual natural gas heat sources will be installed for the heat supply of the projected low-rise buildings.

     The development of solar energy in the city of Turkestan is, first of all, solar systems with flat solar collectors to provide autonomous heat supply (hot water supply and heating) to residential and industrial facilities (private houses, small hotels, boarding houses, mini-factories, agricultural farms, processing enterprises, bakeries, etc.).

     5.3 Gas supply

     The main objectives of the gas supply system development.

     1. Provision of natural gas to consumers of the city of Turkestan, taking into account the long-term indicators of the master plan, as well as justification of the competitiveness of natural gas in comparison with other types of fuels and gasification schemes (liquefied natural gas and liquefied petroleum gas).

     2. Implementation of a regional gasification scheme with the development and justification of a set of measures aimed at creating an effective market for commercial gas consumption.

     3. Improving the living conditions of the population, increasing the level of improvement of the housing stock.

     4. Increasing the investment attractiveness of urban infrastructure, creating conditions for the growth of entrepreneurship and industrial production.

     5. Reducing the level of anthropogenic impact on the environment

     Wednesday.

     6. The main requirements for the gas distribution system are reliability and uninterrupted gas supply, safety, simplicity and convenience of operation, the possibility of alternate construction and commissioning, maximum uniformity of structures and assembly units, minimum material, capital investments and operating costs.

     The main consumers of natural gas:

     the population living in low-rise buildings (individual housing developments) - for cooking, heating, hot water supply;

     the population living in multi-storey buildings (no more than 10 floors high) - for cooking;

     municipal consumers - for heating and hot water supply;

     facilities of the fuel and energy complex (boiler houses, CCGTPP): to generate heat for heating and hot water supply of residential buildings located in the decentralized heat supply zone of the city of Turkestan, to generate electricity and heat at CCGTPP - industrial consumers - to generate heat for heating and hot

     water supply of industrial buildings; for the use of natural gas for industrial needs (boilers, furnaces).

     The main directions of development of the gas supply system.

     1. The volume of projected gas consumption upon completion of the construction of gas distribution networks in Turkestan by 2035 may amount to 252.3 million cubic meters per year and by 2050 - 375 million cubic meters per year. The expected hourly winter peak consumption may reach 162 thousand cubic meters per hour in 2035 and 231 thousand cubic meters per hour in 2050, for which, taking into account the current gas consumption regime, it is necessary to additionally supply more than 131 thousand cubic meters per hour.

2. The gas distribution station AGRS-15 "Turkestan" of the Beineu-Shymkent main gas pipeline is the source of gas supply to the city of Turkestan. Until 2050, the existing gas supply source will not fully cover the needs of the city of Turkestan, especially prospective construction projects in new territories. Commissioning and subsequent expansion of the AGRS-16 Stary Ikan capacity will be required to provide promising consumers.

     3. The gas distribution system of the city of Turkestan is under construction, upon completion of the construction of the gas distribution system for existing buildings for areas of prospective construction, it is planned to build gas distribution networks with their looping from the AGRS "Old Ikan" under construction.

     4. For the territories of prospective development, it is planned to build modern gas distribution networks with a three-stage gas distribution system via high-pressure PN 0.6 MPa, medium-pressure PN 0.3 MPa and low-pressure PN 0.003 MPa using polyethylene pipes and gas reduction points of block and cabinet type.

     5. The gas distribution system will include the following complex of facilities: a gas connection pipeline from AGRS-16 "Stary Ikan", a high-pressure gas distribution pipeline of category II with looping with the existing system, gas pipelines to the GGRP (hydraulic fracturing), gas reduction points GGRP, hydraulic fracturing, a medium-pressure gas distribution pipeline, power supply networks (GGRP, hydraulic fracturing, EHS equipment), lightning protection of the sites of the GRP, hydraulic fracturing, communication devices, automation, electrochemical protection (EHS), used for the normal operation of the system.

     5.4 Water supply

     The main direction of development of the water supply system of the city of Turkestan for the period up to 2035 and for the future up to 2050 is the guaranteed supply of drinking quality water to consumers, optimization of the development of water supply networks and facilities.

     The water supply source of the city of Turkestan is currently the groundwater of the Karachik field, the Kentau-Turkestan group water pipeline of the Mirgalimsai field, and departmental well intakes.

     The actual water intake for the provision of household and drinking water supply to the population and technical water supply to industrial enterprises of the city:

     The amount of groundwater from the Karachikskoye field was 11,887 cubic meters/day.;

     The flow of groundwater from the Mirgalimsai deposit via the Kentau-Turkeyetansky group water supply system amounted to 3,345 thousand cubic meters/day.

     The total volume of water consumption, including departmental wells, is 15,232 thousand cubic meters/day.

     According to preliminary estimates, the projected water consumption of the city of Turkestan is of drinking-quality water.:

     for 2035, with a population of 350 thousand, it will amount to 88.5 thousand cubic meters/day, for 2050, with a population of 500 thousand, it will amount to 126.5 thousand cubic meters/day.

     To provide industrial water: in 2035 it will amount to 3.9 thousand cubic meters/day; in 2050 it will amount to 4.9 thousand cubic meters/day.

     It is proposed: to preserve the scheme of supply of drinking-quality water from existing sources:

     The groundwater reserves of the Karachikskoye field were approved by the TKZ by Protocol No. 90 of August 20, 1964, in the amount of 57.3 thousand cubic meters per day.

     The groundwater reserves of the Biresek-Kantaginsky field were approved during the revaluation of reserves in 2015 and amount to 38.9 thousand cubic meters per day.

     The groundwater reserves of the Mirgalimsay deposit, which were reassessed in 2009, amount to 86.4 thousand cubic meters per day.

     As an additional source of water supply, it is proposed to use water supply sources within the Turkestan agglomeration (groundwater, the Syrdarya River) and the construction of an additional pipeline for technical needs.

     To clarify the possibilities of existing water supply sources, it is necessary to re-evaluate the reserves of the Karachik groundwater deposit and approve the required water consumption limit in accordance with the required water consumption.

     As sources of technical water supply for the estimated time, it is proposed to consider:

     1. The use of treated wastewater in the amount of 7.9 thousand cubic meters/day and the Karashyk borehole water intake with a capacity of 5.6 thousand cubic meters/ day.

     2. An underground water deposit located 45 km east of the city of Turkestan.

     The underground water reserves of the deposit amount to 129.6 thousand cubic meters/day.

     In order to ensure the supply of water to consumers in the required quantity and quality, it is proposed:

     to carry out the reconstruction of the water supply scheme to consumers, the reconstruction of water treatment and disinfection facilities, taking into account the use of modern methods and equipment with the construction of water storage tanks in the required amount;

     to build networks and structures of the water supply system, booster water pumping stations to provide consumers with new areas of the city using safe pipe material for supplying water to consumers, their exterior and interior coatings;

     to provide a centralized management system for water supply facilities that ensures the control and maintenance of specified operating modes of water supply networks and facilities based on the use of modern means of monitoring and managing water supply facilities using programmable controllers, transmitting, converting and displaying information, with full automation of controlled facilities;

     In order to ensure the sanitary and epidemiological reliability of sources and protect groundwater from pollution, clean the territories of all water supply sources with the organization of sanitary protection zones.

     The final decision on the choice of capacity and location of water supply sources will be clarified at further stages of design (development of the Master Plan).

     Estimated investments in water supply facilities, taking into account the development of new neighborhoods and residential complexes in Turkestan, the construction of main water supply networks, booster pumping stations and water storage tanks, are estimated at 45 billion tenge (excluding the cost of revaluation of the Karachik groundwater deposit, the development of water supply sources within the Turkestan agglomeration (groundwater, Syrdarya River) and the construction of an additional line for technical needs).

     5.5 Sewage system

     The main direction of development of the drainage system of the city of Turkestan for the period up to 2035 and for the future up to 2050 is guaranteed sanitation, optimization of the development of sewerage networks and facilities, and high-quality wastewater treatment.

     The city's water disposal is carried out by 25-30% and the sewage treatment plants are in poor condition.

     Wastewater from the KNS-1/9 and KNS - MKTU collector and pumping stations is discharged to mechanical treatment facilities and then through a discharge pipeline

 

500 mm with a length of 17.6 km into a storage pond F =18 ha (filtration fields). Filtration fields and treatment facilities are located 500 m southwest of the city limits.

     Sewage treatment plants, storage pond and sewage pumping stations of KNS 4 /8 are in unsatisfactory technical condition.

     The total length of sewer networks and sewers is 52.2 km.

     According to preliminary estimates, the projected wastewater discharge of the city of Turkestan will be:

     for 2035, with a population of 350 thousand, it will amount to 61.6 thousand cubic meters/day, for 2050, with a population of 500 thousand, it will amount to 88 thousand cubic meters/day. Suggested:

     expansion and reconstruction of the existing sewage system; treated wastewater should be used for irrigation of estuaries and agricultural crops.

     Wastewater from existing and prospective buildings and from industrial enterprises by the system of existing and projected gravity collectors and sewage pumping stations should be supplied to the reconstructed sewage treatment plants.

     It is necessary to build a storage device. Based on the potential for using part of the wastewater for the technical water supply of mining enterprises, as well as irrigation, a reconstruction option for sewage treatment plants is proposed, providing for complete biological wastewater treatment, deep post-treatment and disinfection.

     The technological scheme of wastewater treatment should consist of: mechanical treatment;

     biological purification with removal of nitrogen and phosphorus; deep purification by biogenic elements; disinfection.

     After purification, post-treatment and disinfection of wastewater

     It is proposed to use the technical water supply for irrigation as soon as water consumers appear.

     Prior to the construction of sewage treatment plants, it is necessary to provide for the reconstruction of the existing storage pond with an area of 18 hectares.

     Throughput capacity of sewage treatment plants

     It should be at least 88 thousand cubic meters /day, with the allocation of the first stage of reconstruction and construction of new facilities - 61 thousand cubic meters / day, the construction of several strands of a discharge pipeline with a length of ~ 15 km.

     The final decision on determining the capacity and location of new facilities of the reconstructed sewage system, sewage pumping stations, sewage treatment plants will be clarified at further stages of design (development of the Master Plan).

     Estimated investments in sewerage facilities, taking into account the development of new neighborhoods and residential complexes in the city of Turkestan, the construction of main collectors, sewage pumping stations, new sewage treatment plants, bringing them up to standards of use in technical water supply, sludge treatment and disposal facilities are estimated at 55 billion tenge.

     5.6 Stormwater drainage and irrigation

Surface runoff in the territory under consideration is formed due to heavy rains and intense snowmelt. Most of the precipitation falls during the cold season. There is almost no rain in summer. The amount of liquid and mixed precipitation over the autumn-winter period is 205 mm.

     The average daily maximum precipitation for the city of Turkestan is 14 mm. Such a small amount of precipitation does not require the creation of a system for removing surface runoff in the city.

     Drainage from the territory under consideration is planned to be carried out in an open (surface) way: along driveways, ditches, and ditches.

     The surface method allows atmospheric waters from the territory of neighborhoods along a planned surface to flow into an open drainage network laid along the streets.

     Surface water will be received by the underlying irrigation network and discharged outside the city or into the drainage network, which will also be diverted from the urban area.

     For surface runoff collected by an open drainage system, in order to prevent the discharge of contaminated surface water into irrigation channels, the project provides for the installation of modular wastewater treatment plants (the number of units must be determined during detailed development).

     The installation should consist of the following modules connected by pipelines:

     thin-layer sump module;

     coalescing filter module;

     the module of the adsorbing filter.

     These solutions provide for the following technical irrigation scheme.

     It is proposed to take the Arys-Turkestan main Canal as the source of irrigation water.

     With the help of water intake facilities on the canal, both existing and planned for construction, irrigation water is supplied to distribution channels crossing the city in a southwesterly direction.

     Through distribution channels, irrigation water is delivered to the sub-command irrigation sites, which are equipped with an open irrigation network (irrigation ditches).

     Excess irrigation water is discharged into the underlying irrigation network of the city and further onto agricultural areas for irrigation.

     It is planned to reconstruct the existing distribution channels running through the city in an earthen channel (R-34, 33-1) by clearing them and lining them with reinforced concrete with an anti-filtration clay or film screen.

     Existing distribution channels (R-33, 32-2, 32-1, 32), made in reinforced concrete trays LR-100, JIP-80, JIP-60 with a water flow rate from 0.5 to 1.0 cubic meters per second, they are equipped only with water outlets into the street irrigation network.

     In newly built-up areas, especially in the northern part of the city, solutions are proposed to establish a network of distribution channels, also branched off from the Arys-Turkeyan canal.

6. CONCEPTUAL DIRECTIONS OF DEVELOPMENT OF THE TURKESTAN AGGLOMERATION

     The territorial development scheme of the Turkestan agglomeration is an urban planning strategy that defines the prospects for the development of the territory for the estimated (2035) and forecast (2050) design dates (Appendix 6 to this Concept).

     The task is to form a unified urban planning complex based on a historical and cultural center of global importance with a high level of tourist infrastructure and the use of available resource potential for the full self-sufficiency of the agglomeration territory with food products.

     To fulfill this task, the project proposes the development of a territory within a radius of 60 km from the city of Turkestan.

     The territory under consideration includes the city of Turkestan, the core of the agglomeration, the city of Kentau and 26 rural settlements of the Turkestan region. Currently, the population living in this territory is 261.3 thousand people.

     The development of the city of Turkestan and its suburban area should be considered from the point of view of a single territory within the boundaries of the agglomeration in the following areas.

     1. Development of the food belt by diversifying crop production and creating conditions for the development of animal husbandry with an increase in the number of livestock in the public herd, including:

     production of vegetable and melon crops, traditionally grown in this area using modern drip irrigation technologies; development of the feed base;

     construction of modern dairy farms, feedlots, slaughterhouses, etc.;

     creation of processing plants.

     This will meet the needs of residents of the city of Turkestan and the suburban area for food traditionally produced in this natural and climatic zone.

     2. Development of forest protection, recreational areas and ensuring environmental well-being in the region by creating recreational areas and natural parks using the existing water basin of the Syrdarya River south of the city of Turkestan with the creation of tourist routes to historical and cultural sites, the development of small and medium-sized businesses and promising types of tourism, such as:

     geological tourism (mountain steppe zone north of the city of Turkestan);

     sports tourism (raft diving, spearfishing, horseback riding, cycling, hiking); ATV; ethnographic tourism.

     3. Development of transport infrastructure: airport construction;

     construction of a logistics center on the border of the city of Turkestan on the transport corridor "Western Europe - Western China"

     Expected results: the formation of a compact cluster of settlements integrated into a system with intensive industrial, transport and cultural ties, ensuring employment, and economic growth.

     To accomplish this task, it is necessary to give economic specifics to each rural settlement, the city of Kentau and the territories adjacent to them. The self-sufficiency of both rural settlements and the city of Turkestan in the necessary livestock and crop production, as well as goods from the tourism industry, will be achieved.

     This, in turn, will ensure permanent employment of the able-bodied population of suburban areas and guaranteed sales of manufactured products.

     Special attention has been paid to the recreational area of the suburban area due to the need to create a tourist cluster. A significant factor is the achievement of a special microclimate in an area with harsh climatic conditions. The desert landscape surrounding the city from the south, west and east sides necessitates the isolation of the city's territory from dry winds and dust storms of hot summer days by organizing windproof green areas around the city.

     A unified planning system of green zones is being created, covering the entire territory of the city, the southern part of the suburban area up to the river, on the north side landscaping is provided along the gorges of the mountains, without closing the ridges themselves.

     In addition to the sanitary protection zone, these territories provide for the organization of tourist routes, including the following objects: ancient cities; modern monuments; ethnoaul; holiday homes; camping; boat stations; equestrian routes; hang gliding; hunting;

     hiking mountain trails; hiking trails; beach areas; fishing;

     the city of artisans;

     The Turkic Olympic Games, the center of which is located south of the planned city border along the Turkestan-Shaulder highway.

     The proposed developed system of tourist complexes is able to meet the needs of domestic and foreign tourists in terms of historical, spiritual, cultural, and sports destinations.
