Decree of the President of the Republic of Kazakhstan dated January 10, 2018 No. 621.

I DECREE:

1. To form a Commission under the President of the Republic of Kazakhstan on the implementation of digitalization in the Republic of Kazakhstan.

2. Approve the attached documents:

1) the official composition of the Commission under the President of the Republic of Kazakhstan on the implementation of digitalization in the Republic of Kazakhstan;

2) Regulations on the Commission under the President of the Republic of Kazakhstan on the implementation of digitalization in the Republic of Kazakhstan.

3. This Decree shall enter into force from the date of its signing.

Regulations of the Commission under the President of the Republic of Kazakhstan on the implementation of digitalization in the Republic of Kazakhstan

Chapter 1. General provisions

The footnote. The title of Chapter 1 is as amended by Decree of the President of the Republic of Kazakhstan dated 07.11.2023 No. 397.

1. The Commission under the President of the Republic of Kazakhstan on the implementation of digitalization in the Republic of Kazakhstan (hereinafter referred to as the Commission) is an advisory body under the President of the Republic of Kazakhstan.

2. The Commission shall be guided in its activities by the Constitution, laws of the Republic of Kazakhstan, acts of the President of the Republic of Kazakhstan, other regulatory legal acts, as well as these Regulations.

3. The Commission consists of the Chairman, his deputy, Secretary, members of the Commission, experts of the Commission.

4. The working body of the Commission is the Ministry of Artificial Intelligence and Digital Development of the Republic of Kazakhstan.

5. The Commission's decisions are advisory in nature.

6. By decision of the Commission, project groups of the Commission (hereinafter referred to as project groups) may be established in order to implement the tasks assigned to it.

7. The composition of the Commission is approved by the President of the Republic of Kazakhstan.

Chapter 2. Tasks, functions and rights of the Commission

8. The main tasks of the Commission are to develop proposals on digitalization, innovative technologies and communications in the Republic of Kazakhstan, as well as monitoring their implementation.

9. To perform the assigned tasks, the Commission:

1) develops recommendations, proposals and specific projects within the framework of the agenda;

2) creates project teams to implement relevant initiatives;

3) requests and receives from the central and local executive bodies of oblasts (capital, cities of republican significance), districts (cities of regional significance) information, documents and materials necessary to perform the tasks assigned to it.;

Chapter 3. Organization of the Commission's activities

10. The activities of the Commission are managed by the Chairman of the Commission.

11. In the absence of the Chairman, his duties are performed by the Deputy Chairman.

12. Secretary of the Commission:

1) monitors the execution of the Chairman's instructions and other tasks adopted at the meetings of the Commission;

2) engages, in accordance with the established procedure, relevant experts and specialists to carry out certain types of work;

3) exercise other powers on the instructions of the Chairman and Deputy Chairman.

13. The working body of the Commission:

1) provides information and analytical support and support for the activities of the Commission;

2) submits the agenda to the Chairman of the Commission.;

3) prepares and conducts meetings of the Commission in full-time and in absentia (online) format;

4) keeps minutes of meetings of the Commission in full-time and in absentia (online) format;

6) formulates the Commission's work plan;

7) notify the members of the Commission of changes in the composition, position of the Commission and other changes;

8) monitors the progress of the implementation of the decisions taken by the Commission;

9) interacts with government agencies, development institutions, organizations and other persons within the competence of the Commission;

10) forms the methodology of the work of the project teams of the Commission and the online platform;

11) ensures the operation of the online platform.

14. Meetings of the Commission may be held in person or in absentia and are divided into open and closed:

1) public meetings are held with the participation of members of the Commission and experts of the Commission as necessary.;

2) closed meetings are held with the participation of members of the Commission as necessary and at least once a quarter.

15. The Chairman of the Commission determines the date of the meeting of the Commission and sends the agenda to the state bodies for submission of materials to the working body of the Commission.

16. Materials on the issues on the meeting's agenda (references, presentations, draft minutes, list of speakers and participants) are submitted to the working body at least five working days before the meeting, unless otherwise provided in the decision to convene the meeting.

17. A meeting of the Commission is convened at the initiative of the Chairman of the Commission no later than three working days before the scheduled meeting.

18. The members of the Commission and the experts of the Commission confirm their participation in the meeting at least two working days before the day of the meeting.

19. Meetings of the Commission are valid in the presence of two thirds of the total number of its members. The members of the Commission participate in its meetings without the right of replacement.

20. The Commission's decisions are made by a majority vote of the total number of its members present at the meeting and are recorded in minutes based on the transcript. If the votes of the Commission members are equal, the chairman's vote is decisive.

21. Upon completion of the Commission meeting, the working body prepares a draft protocol of the Commission meeting within three working days. Copies of the Commission's minutes are sent to all members of the Commission, interested government agencies and individuals.

22. Officials who are not members of the Commission, as well as representatives of the mass media, may be invited to meetings of the Commission.

24. The President of the Republic of Kazakhstan hears the report on the results of the Commission's activities as necessary.

25. The Commission's experts participate in public meetings of the Commission at the invitation of the Secretary.

27. The Commission's activity is terminated on the basis of a decision of the President of the Republic of Kazakhstan.
