About the commemorative medal in honor of the presentation of the capital of the Republic of Kazakhstan "Astana"
Decree of the President of the Republic of Kazakhstan dated June 2, 1998 No. 3963.
In order to encourage citizens of the Republic of Kazakhstan and foreign citizens who have made a significant contribution to the socio-economic development of the Republic of Kazakhstan, to the development and construction of the new capital of Kazakhstan and to commemorate the official presentation of Astana as the capital of the Republic of Kazakhstan, I DECREE:
1. To establish a Commemorative medal in honor of the presentation of the capital of the Republic of Kazakhstan "Astana".
2. Approve:
1) Regulations on the Commemorative Medal in honor of the presentation of the capital of the Republic of Kazakhstan "Astana" (attached);
2) description of the Commemorative medal in honor of the presentation of the capital of the Republic of Kazakhstan "Astana" (attached).
3. The Government of the Republic of Kazakhstan should allocate funds for the production of commemorative medals based on the needs of the Republic.
4. This Decree shall enter into force from the date of publication.

About the commemorative medal in honor of the presentation
capitals of the Republic of Kazakhstan "Astana"
1. The Commemorative Medal in honor of the presentation of the capital of the Republic of Kazakhstan "Astana" (hereinafter referred to as the Commemorative Medal) is awarded to citizens of the Republic of Kazakhstan and foreign citizens who have made a significant contribution to the socio-economic development of Kazakhstan, to the development and construction of the capital of the Republic of Kazakhstan.
2. Submissions for awarding Commemorative Medals are submitted to the President of the Republic of Kazakhstan by the Government, ministries, state committees, other central and local executive bodies, creative unions and other organizations.
3. The commemorative medal is awarded by the President of the Republic of Kazakhstan.
A commemorative medal may also be awarded on behalf of and on behalf of the President of the Republic of Kazakhstan.:
1) The Secretary of State of the Republic of Kazakhstan;
2) akims of Astana and Almaty cities, regions, as well as other officials authorized to do so by the Head of State.
4. The presentation of the Commemorative Medal is carried out in a solemn atmosphere and publicly. It is presented to the recipient personally. Before the presentation of the Commemorative Medal, the Decree of the President of the Republic of Kazakhstan on awarding is announced.
5. A protocol of presentation is drawn up on the presentation of a Commemorative medal (the form of the protocol is determined by the Presidential Administration), which is affixed with the signature of the person who presented the medal and the seal of the body that made the presentation, after which it is sent to the Administration of the President of the Republic of Kazakhstan.
6. The commemorative medal in honor of the presentation of the capital of the Republic of Kazakhstan "Astana" is worn on the left side of the chest. If there are state awards of the Republic of Kazakhstan, the Commemorative Medal is placed after them.
7. Each recipient is given a medal certificate at the same time as the presentation of the Commemorative Medal, which is filled out at the place of presentation.
8. Accounting of awards made, as well as reporting on the presentation of Commemorative Medals, is conducted by the Administration of the President of the Republic of Kazakhstan.

Commemorative medal in honor of the presentation
capitals of the Republic of Kazakhstan "Astana"
The commemorative medal in honor of the presentation of the capital of the Republic of Kazakhstan "Astana" has the shape of a circle with a diameter of 34 mm. The obverse of the medal depicts the Residence of the President of the Republic of Kazakhstan in Astana. In the background, the Parliament building of the Republic of Kazakhstan is on the left, and a high-rise building is on the right. In the upper part of the Commemorative Medal is a fragment of the sun from the National Flag of the Republic of Kazakhstan, the inscription "Kazakhstan" is located under the sun. In the lower part of the medal there is an inscription "Astana", made in a font in the Turkic style. There is an element of national ornament under the inscription.
The reverse of the medal depicts a mythical winged leopard in the center. Below it is the date "1998". The inscriptions "CAPITAL", "ASTANA", "SARITAL" are located around the circle, separated by asterisks.
The medal is made of tompack.
The medal is connected to a pentagonal deck using an eyelet and a ring. The height of the shoe is 50 mm, the maximum width is 50 mm. The shoe is covered with ribbons: the lower left is red, the upper right is the color of the National Flag of the Republic of Kazakhstan.
