On some issues of the administrative-territorial structure of the Republic of Kazakhstan

Decree of the President of the Republic of Kazakhstan dated June 19, 2018 No. 702.

  In accordance with Article 9 of the Law of the Republic of Kazakhstan dated December 8, 1993 "On the Administrative-territorial structure of the Republic of Kazakhstan", I DECREE:

    1. Classify the city of Shymkent as a city of national importance.

    2. To move the administrative center of the South Kazakhstan region from the city of Shymkent to the city of Turkestan.

    3. Rename the South Kazakhstan region to the Turkestan region.

    4. To the Government of the Republic of Kazakhstan:

    1) jointly with the Supreme Court of the Republic of Kazakhstan, state bodies directly subordinate and accountable to the President of the Republic of Kazakhstan:

    To approve an organizational action plan (roadmap) for the implementation of this Decree within one month.;

    By September 1, 2018, take measures to ensure that the legislative acts of the Republic of Kazakhstan are brought into line with this Decree.;

    take other measures to implement this Decree;

    2) create a commission to organize and conduct a competition for the development of a master plan for the development of the city of Turkestan as a cultural and spiritual center of the Turkic world.

    5. The central government agencies and local government agencies of the city of Shymkent and the Turkestan region should take measures to ensure the smooth and effective functioning of the relevant local government agencies and organizations.

    6. To establish that local representative and executive bodies of the Turkestan region, as well as territorial divisions and subordinate institutions of central government bodies, are located in the city of Shymkent prior to their relocation to the city of Turkestan.

    7. Control over the implementation of this Decree is entrusted to the Administration of the President of the Republic of Kazakhstan.

    8. This Decree shall enter into force from the date of its official publication.
