On measures to improve the work of the state apparatus, combat bureaucracy and reduce document flow
Decree of the President of the Republic of Kazakhstan dated July 31, 2000 No. 427.
In order to implement the Strategic Development Plan of Kazakhstan until 2030 and its long-term priority, "A Professional State," I hereby decree:
1. To the Government of the Republic of Kazakhstan:
1) by October 1, 2000, to develop a set of cardinal measures to improve the work of central and local executive bodies, optimize their organizational structures, and reduce the number of management units;
2) to increase the role and responsibility of middle-level managers - committees and departments within ministries, agencies and local executive bodies, based on their strategic goals and specific tasks;
3) to increase the number of departments, staff limits of ministries, and the number of deputy ministers only in agreement with the Head of State or upon his authorization with the Administration of the President of the Republic of Kazakhstan;
3-1) create, abolish, reorganize services, departments, departments, as well as increase the staffing limits of the Ministries of Internal Affairs, Defense, and emergency situations upon prior agreement with the Head of State or upon his authorization with the Administration of the President of the Republic of Kazakhstan.;
4) accelerate the formation of a unified information space, and by the end of 2000, begin the phased creation of a unified electronic document management system for government agencies, working out its main elements based on the most prepared systems of the Presidential Administration of the Republic of Kazakhstan, the Office of the Government of the Republic of Kazakhstan, and individual central and local executive bodies;
5) to find the necessary financial resources for the implementation of government informatization programs, ensuring control over their effective use;
6) ensure budget savings, take decisive measures to prevent an increase in the cost of maintaining the state apparatus, introduce cost-effective methods and means of servicing government agencies, and provide for the sale of surplus expensive official vehicles, communications equipment, and office furniture.
The funds received as a result of savings should be used by the end of 2000, in accordance with the procedure established by law, to support socially vulnerable segments of the population, develop the fields of culture, education and healthcare, raise salaries for civil servants and informatize public institutions.

1-1. Heads of central government agencies, akims of regions, cities of republican significance and the capital should coordinate an increase in the number of departments, staffing limits of government agencies, and their senior officials with the Head of State or, upon his authorization, with the Administration of the President of the Republic of Kazakhstan.
The increase in staffing limits is carried out by redistributing vacant staff units between government agencies in accordance with the procedure determined by the Government of the Republic of Kazakhstan, with the exception of the following cases:
the need to respond to the state of emergency imposed by the President of the Republic of Kazakhstan;
creation of central government agencies or their departments;
change of the administrative-territorial structure in accordance with the Law of the Republic of Kazakhstan "On the Administrative-territorial Structure of the Republic of Kazakhstan";
in other cases – on the instructions of the President of the Republic of Kazakhstan.
Vacant staff units of the Administration of the President of the Republic of Kazakhstan, the Office of the Government of the Republic of Kazakhstan, the offices of the Chambers of the Parliament of the Republic of Kazakhstan, the Judicial Administration of the Republic of Kazakhstan, law enforcement, special state bodies, civil protection bodies, the Ministry of Defense of the Republic of Kazakhstan, as well as government bodies with a staff limit of less than 100 units are not subject to redistribution between state bodies.
Proposals to increase the staffing limits of central government bodies (with the exception of the Administration of the President of the Republic of Kazakhstan, the Office of the Government of the Republic of Kazakhstan) and local executive bodies are considered taking into account the relevant conclusions of the Government and the authorized body for civil service affairs.
At the same time, proposals to increase the staffing limits of law enforcement, special government agencies, civil protection agencies, and the Ministry of Defense of the Republic of Kazakhstan may be submitted without the conclusion of the authorized body for civil service affairs.

1-2. Proposals on the introduction of new administrative government positions in the "A" corps or an increase in their number should be coordinated with the Head of State or, upon his authorization, with the National Commission on Personnel Policy under the President of the Republic of Kazakhstan.

2. In order to improve management technologies and enhance the competence of civil service personnel:
1) heads of central and local government agencies:
- take measures to improve management technologies, develop or revise work regulations, streamline as much as possible the rules and procedures for accounting, passing, approving and monitoring the execution of documents, take drastic measures to prevent paperwork, reduce the volume and number of documents;
- to minimize the time required to review incoming documents and materials, especially appeals from citizens;
- to develop and begin the implementation of comprehensive professional development plans for civil servants, regularly carry out work in the offices on professional and legal training of employees, intellectual growth of each civil servant;
2) The Ministry of Education and Science of the Republic of Kazakhstan, starting from the 2001 academic year, should provide for teaching the basics of office and documentation work in the programs of relevant state educational institutions.
3. Control over the implementation of this Decree is entrusted to the Administration of the President of the Republic of Kazakhstan.
4. This Decree comes into force from the date of signing.
