On measures to strengthen national security and further improve intelligence activities
Decree of the President of the Republic of Kazakhstan dated June 17, 2019 No. 23.
In accordance with subparagraph 5) of Article 44 of the Constitution of the Republic of Kazakhstan, Article 17-1 of the Constitutional Law of the Republic of Kazakhstan "On the President of the Republic of Kazakhstan", in order to strengthen national security and optimize the structure of special state bodies, I DECREE:
1. Reorganize the Foreign Intelligence Service of the Republic of Kazakhstan "Syrbar" by joining the National Security Committee of the Republic of Kazakhstan.
2. To establish an agency of the National Security Committee of the Republic of Kazakhstan – the Foreign Intelligence Service of the National Security Committee of the Republic of Kazakhstan (hereinafter referred to as the Service).
3. National Security Committee of the Republic of Kazakhstan:
1) to submit for approval to the President of the Republic of Kazakhstan a draft Regulation on the Service;
2) take other measures to implement this Decree.
4. To make the following amendment to the Decree of the President of the Republic of Kazakhstan dated March 11, 2008 No. 552 "On Approval of the Regulations on the Administration of the President of the Republic of Kazakhstan" (SAPP of the Republic of Kazakhstan, 2008, No. 12-13, art. 116):
in the List of state bodies directly subordinate and accountable to the President of the Republic of Kazakhstan, approved by the above-mentioned Decree:
Delete the line "Foreign Intelligence Service of the Republic of Kazakhstan "Syrbar".
5. Control over the implementation of this Decree is entrusted to the Administration of the President of the Republic of Kazakhstan and the Staff of the Security Council of the Republic of Kazakhstan.
6. This Decree shall enter into force from the date of signing.
