On measures to further improve the efficiency of public administration in the Republic of Kazakhstan
Decree of the President of the Republic of Kazakhstan dated October 10, 1997 No. 3655.
In order to implement the main provisions of the Development Strategy of the Republic of Kazakhstan, further improve management efficiency, and continue reforming the system of state bodies, in accordance with paragraphs 3) and 20) of Article 44 of the Constitution of the Republic of Kazakhstan, I hereby decree:
1. To form:
1) The National Council for Sustainable Development is an advisory body under the President of the Republic of Kazakhstan;
2) The Ministry of Information and Public Consent of the Republic of Kazakhstan with the transfer to it of the functions and powers to manage the property and affairs of the abolished National Agency for Press and Mass Media of the Republic of Kazakhstan, as well as part of the functions and powers to manage the property and affairs of the Ministry of Education and Culture of the Republic of Kazakhstan - in the field of confessional, youth, national and language policy;
3) The Ministry of Ecology and Natural Resources of the Republic of Kazakhstan with the transfer to it of the functions and powers to manage the property and affairs of the abolished Ministry of Ecology and Bioresources of the Republic of Kazakhstan, as well as part of the functions and powers to manage the property and affairs of the abolished Ministry of Energy and Natural Resources of the Republic of Kazakhstan;
4) The Ministry of Energy, Industry and Trade of the Republic of Kazakhstan with the transfer to it of part of the functions, powers to manage the property and affairs of the Ministry of Energy and Natural Resources of the Republic of Kazakhstan, as well as part of the functions, powers to manage the property and affairs of the abolished Ministry of Economy and Trade of the Republic of Kazakhstan;
5) Agency for Strategic Planning and Reforms of the Republic of Kazakhstan - the central executive body, with the transfer to it of functions, powers to manage property and affairs of the abolished Agency for Strategic Planning of the Republic of Kazakhstan, as well as part of the functions, powers to manage property and affairs of the Ministry of Economy and Trade of the Republic of Kazakhstan. The Chairman of the Agency for Strategic Planning and Reforms of the Republic of Kazakhstan is the Minister of the Republic of Kazakhstan, a member of the Government of the Republic of Kazakhstan.
2. Abolish:
1) The Supreme Economic Council under the President of the Republic of Kazakhstan;
2) The Agency for the Control of Strategic Resources of the Republic of Kazakhstan with the transfer of powers to manage its property and affairs of the Administration of the President of the Republic of Kazakhstan and the Office of the President of the Republic of Kazakhstan;
3) The State Customs Committee of the Republic of Kazakhstan with the transfer of its functions, powers to manage property and affairs to the Ministry of Finance of the Republic of Kazakhstan.
3. Reorganize by merging the Ministry of Health of the Republic of Kazakhstan and the Ministry of Education and Culture of the Republic of Kazakhstan into the Ministry of Education, Culture and Health of the Republic of Kazakhstan.
To transform the State Committee of the Republic of Kazakhstan for Emergency Situations into the Committee of the Republic of Kazakhstan for Emergency Situations, a central executive body outside the Government.
4. To make the following amendments and additions to paragraph 1 of Decree of the President of the Republic of Kazakhstan dated October 19, 1995 No. 2542 "On the Structure of the Government of the Republic of Kazakhstan" (SAPP of the Republic of Kazakhstan, 1995, No. 33, art. 410):
1) delete the words: "Ministry of Ecology and Bioresources of the Republic of Kazakhstan", "Ministry of Energy and Natural Resources of the Republic of Kazakhstan", "Ministry of Economy and Trade of the Republic of Kazakhstan", "State Customs Committee of the Republic of Kazakhstan", "State Committee of the Republic of Kazakhstan for Emergency Situations", "Ministry of Health of the Republic of Kazakhstan", "Ministry of education and Culture of the Republic of Kazakhstan";
2) add the words "Ministry of Information and Public Consent of the Republic of Kazakhstan", "Ministry of Energy, Industry and Trade of the Republic of Kazakhstan", "Ministry of Ecology and Natural Resources of the Republic of Kazakhstan".
5. To the Government of the Republic of Kazakhstan:
1) to approve the regulations on the state bodies formed and reorganized in accordance with this Decree, to review the regulations and structures of existing state bodies;
2) to develop and submit for consideration by the Head of State and the Parliament of the Republic of Kazakhstan proposals on bringing current legislation in line with this Decree;
3) to bring previously issued acts of the Government of the Republic of Kazakhstan in accordance with this Decree;
4) to abolish the Center for Economic Reforms under the Government of the Republic of Kazakhstan;
5) take other necessary measures resulting from this Decree.
6. Administration of the President of the Republic of Kazakhstan:
1) bring its structure and staffing levels in line with this Decree;
2) to submit for consideration by the President of the Republic of Kazakhstan the Regulations on the National Council for Sustainable Development.
7. The present Decree comes into force from the date of signing.
