On further measures of the Republic of Kazakhstan in the field of human rights

Decree of the President of the Republic of Kazakhstan dated June 9, 2021 No. 597.

 In order to take further measures in the field of human rights, I HEREBY DECREE:

     1. To the Government of the Republic of Kazakhstan:

     1) approve the Plan of Priority Measures in the field of human rights (hereinafter referred to as the Action Plan), which provides for the following areas of work:

     improving the mechanisms of interaction with the UN treaty bodies and special procedures of the UN Human Rights Council;

     ensuring the rights of victims of human trafficking;

     human rights in relation to citizens with disabilities;

     elimination of discrimination against women;

     the right to freedom of association; the right to freedom of expression; the human right to life and public order;

     improving the effectiveness of cooperation with non-governmental organizations;

     human rights in the field of criminal justice, execution and prevention of torture and ill-treatment;

     1-1) To approve the Plan of Further Measures in the field of human rights and the rule of Law (hereinafter referred to as the Plan of Further Measures), which provides for the following areas of work:

     elimination of discrimination against women;

     promotion of equal rights and opportunities for men and women;

     the right to freedom of association;

     human rights of persons with disabilities;

     human rights in the field of criminal justice, execution of punishment and prevention of torture and ill-treatment;

     ensuring the rights of victims of human trafficking;

     human rights of migrants, stateless persons and refugees;

     improving the mechanisms of interaction with UN bodies;

     2) ensure the implementation of the Action Plan and the Plan of Further Measures;

     3) annually, by January 25, at the end of the year, submit to the Administration of the President of the Republic of Kazakhstan information on the progress of the implementation of the Action Plan and the Plan of Further Measures;

     4) take other measures to implement this Decree.

     2. Control over the implementation of this Decree is entrusted to the Administration of the President of the Republic of Kazakhstan.

     3. This Decree shall enter into force from the date of its signing.
