1. The State courier service is headed by the head of the state courier service, who is appointed and dismissed by the head of the authorized body.

2. Head of the State Courier Service:

1) manages the unified system of the state courier service on the principle of unity of command and subordination (subordination);

2) submits proposals for changing the structure and staff of the state courier service for consideration by the authorized body.;

3) appoints, reassigns, dismisses, imposes disciplinary penalties, encourages and awards employees and employees of the state courier service;

4) submits a proposal to the head of the authorized body on a candidate for appointment to the post of deputy head of the state courier service;

5) reports to the head of the authorized body on the activities of the state courier service;

6) within the limits of his powers, issues orders and gives instructions that are mandatory for execution.;

7) delegates powers to his deputies, heads of structural divisions and branches of the state courier service;

8) represents the state courier service in government agencies of the Republic of Kazakhstan and international organizations;

9) organizes anti-corruption activities in the state courier service;

10) exercises other powers assigned to him by this Law and other regulatory legal acts of the Republic of Kazakhstan.

This Law regulates public relations related to the implementation by the State courier service of the Republic of Kazakhstan (hereinafter referred to as the State courier service) of activities in the provision of state courier services, defines the legal and organizational foundations of such activities, as well as social guarantees for employees of the state courier service and their family members.
