1. The main objectives of this Law are:

1) regulation of relations in the field of identity documents;

2) ensuring the identification of the identity of citizens of the Republic of Kazakhstan, regardless of their place of residence, foreigners and stateless persons permanently residing or temporarily staying in the Republic of Kazakhstan;

3) improvement of the documentation system of the population.

2. The main objectives of this Law are:

1) regulation of processes in the field of documentation of the population of the Republic of Kazakhstan;

2) ensuring the protection of the rights, freedoms and legitimate interests of citizens of the Republic of Kazakhstan, foreigners and stateless persons permanently residing or temporarily staying in the Republic of Kazakhstan in the field of population documentation;

3) implementation by state bodies of measures in the field of documentation of the population.

3. The basic principles of this Law are:

1) legality;

2) mandatory;

3) respect for the rights, freedoms and legitimate interests of man and citizen;

4) equality of all before the law and the court;

5) the inadmissibility of discrimination based on origin, social, official and property status, gender, race, nationality, language, attitude to religion, beliefs, place of residence or any other circumstances;

6) the unity of the rights and duties of man and citizen;

7) Accessibility.

The Law of the Republic of Kazakhstan dated January 29, 2013 No. 73-V.

This Law defines the legal basis of identity documents, establishes requirements for their registration, and regulates activities related to the production, issuance, replacement, delivery, seizure and destruction of identity documents.
