1. The legislation of the Republic of Kazakhstan on the state courier service is based on the Constitution of the Republic of Kazakhstan, consists of this Law and other regulatory legal acts of the Republic of Kazakhstan.

2. International treaties ratified by the Republic of Kazakhstan have priority over this Law. The procedure and conditions of operation in the territory of the Republic of Kazakhstan of international treaties to which the Republic of Kazakhstan is a party are determined by the legislation of the Republic of Kazakhstan.

This Law regulates public relations related to the implementation by the State courier service of the Republic of Kazakhstan (hereinafter referred to as the State courier service) of activities in the provision of state courier services, defines the legal and organizational foundations of such activities, as well as social guarantees for employees of the state courier service and their family members.
