The forwarder's driver
This instruction is based on the Order of the Minister of Labor and Social Protection of the Population of the Republic of Kazakhstan dated December 30, 2020 No. 553. Registered with the Ministry of Justice of the Republic of Kazakhstan on December 31, 2020 No. 22003. On approval of the Qualification Directory of positions of managers, specialists and other employees in accordance with the requirements of the Code of the Republic of Kazakhstan dated November 23, 2015 No. 414-V SAM., and is applied as an appendix to the employment contract.
A freight forwarder is a responsible employee accompanying the goods, who has full information about the rules of transportation of the cargo entrusted to him.
The main task of a freight forwarder driver is to drive vehicles and auto-dispatch cargo to its destination. At the same time, the key point is personal responsibility for the safety of goods on board the vehicle from the point of loading to the destination. In addition, the freight forwarder driver is responsible for the proper technical condition of the vehicle during the entire period of cargo in transit.
Job responsibilities:
The forwarding driver must have with him: a driver's license of the appropriate category for driving vehicles, a compulsory civil liability insurance policy for the owner of the vehicle, and a certificate of registration of the car.
A driver with freight forwarding functions should be familiar with the types of accompanying documentation that may be needed to identify shipments throughout the forwarding process. Such documents include a bill of lading (TTN), a cargo transportation contract, a waybill, invoices, acceptance certificates and a power of attorney from the company. Depending on the type of cargo, it may be accompanied by quality certificates for the goods, certificates of passing weight or veterinary control. The freight forwarder driver must be visually familiar with the forms of the accompanying documents, know and monitor the correctness of their filling. For safety, it is advisable to store all the documentation accompanying the cargo in the driver's cabin before handing it over to the counterparty.
The freight forwarder driver must have knowledge of the route: the exact route, main highways and streets, addresses of logistics hubs, warehouses, locations of offices of clients and contractors.
ensuring the safety of the vehicle and transported property: the freight forwarder driver does not leave the vehicle unattended, sets the vehicle alarm when leaving the cabin, locks the vehicle doors when moving or stopping.
accepts goods from warehouses in accordance with the accompanying documents.;
checks the integrity of the package (container);
monitors the availability of devices for the transportation of goods and the sanitary condition of the appropriate modes of transport intended for transportation, the correctness of loading and unloading operations, the placement and stowage of goods;
accompanies cargoes to their destination, ensures the necessary storage regime and their safety during transportation.;
hands over the delivered cargo, draws up the acceptance documentation;
if necessary, participates in the preparation of reports on the shortage, damage to goods and other documents.
The freight forwarder driver has the following rights:
passengers are required to follow the Rules of the road (using a seat belt, boarding and disembarking in designated areas, etc.);
obtaining information in the amount required to achieve your goals;
sending suggestions to superiors to improve the quality of their work and improve the safety of vehicle operation;
the requirement from the authorities to provide optimal conditions for the performance of official duties and the safety of all documentation that is generated during the work process;
making decisions within their own competence.
Must know:
organization of loading and unloading operations;
the procedure for receiving and delivering goods;
addresses of the main suppliers of goods and their warehouses;
conditions of transportation and storage of the forwarded goods;
standards for idle time of rolling stock and containers under loading and unloading operations;
cargo transportation routes;
forms of documents for receiving and dispatching goods and the procedure for their registration;
fundamentals of labor organization;
labor legislation, internal labor regulations, occupational safety and health, industrial sanitation, fire safety requirements.
He must have an impeccable knowledge of the current traffic rules in Kazakhstan, and if the cargo is delivered to a neighboring country, then the traffic regulations of another state.
the technical condition of the car, he must know the results and duration of the last technical inspection session, the rules for the maintenance and repair of the car, the operating requirements and the procedure for troubleshooting.
Transportation of explosive, combustible, and chemically dangerous substances requires special attention. In addition, you must have the skill to transport bulky products, products of non-standard sizes and configurations, fragile and with limited shelf life (perishable).
The freight forwarder driver must be able to carry out minor repairs of vehicles, check the vehicle's readiness for operation before the flight. Before entering the route, he is required to undergo a pre-trip medical examination in accordance with the established procedure.
A driver with cargo escort functions is obliged to deliver the goods at the destination in proper form, in terms of quantity and quality, with a full set of accompanying documents. In some transport companies, the driver is responsible for completing some of the primary documents.
Qualification requirements:
A freight forwarder driver must have professional qualifications and a driver's license of the appropriate category, driving experience of at least two years.
