Assistant Secretary

   This instruction is based on the Order of the Minister of Labor and Social Protection of the Population of the Republic of Kazakhstan dated December 30, 2020 No. 553. Registered with the Ministry of Justice of the Republic of Kazakhstan on December 31, 2020 No. 22003. On approval of the Qualification Directory of positions of managers, specialists and other employees in accordance with the requirements of the Code of the Republic of Kazakhstan dated November 23, 2015 No. 414-V SAM., and is applied as an appendix to the employment contract.

  Job responsibilities:

      On behalf of the first head, he prepares information, certificates, abstracts and reports on certain operational and long-term issues of the organization's activities and, if necessary, engages the appropriate management staff for these purposes.;

      performs other assignments of the first supervisor;

      monitors the timely execution of orders, instructions and orders of the first supervisor;

      verifies the compliance of draft orders and orders prepared in the organization, before coordination with the first head, with documents of higher authorities and other regulatory legal acts;

      Requires the heads of departments and responsible executors to provide information and other materials necessary for the first head, as well as information on the execution of orders, orders and assignments of the first head.;

      maintains operational records of the passage of documents, fills out control cards for orders, orders and other documents, as well as orders requiring control over their execution.;

      participates in the development of measures to improve document management systems and methods of document control, technical controls;

      participates in the preparation and holding of meetings convened by the management and organizes their maintenance;

      organizes the reception of delegations, business visits and meetings;

      participates in the work of the commission for monitoring the implementation of plans and the organization of rhythmic work of the organization, in the development of measures to improve the production management system.

       Must know:

     legislative and other regulatory legal acts and methodological materials defining the directions of economic and technical development of a type of economic activity;

     fundamentals of operational management, organization of technical and economic planning and analysis of the work of the organization and its divisions;

     the production structure of the organization and the management structure;

      production and functional links between divisions;

      management methods, fundamentals of management and marketing;

     the main provisions of the office management system;

     forms and methods of execution control;

      standards of the unified system of organizational and administrative documentation;

     the procedure for conducting business negotiations;

     office equipment and computer, ethics of business communication;

     fundamentals of production, labor and management organization;

     labor legislation, internal labor regulations, occupational safety and health, industrial sanitation, fire safety requirements.

      Qualification requirements:

     higher (or postgraduate) education in the relevant field of personnel training and work experience in managerial positions for at least 3 years.
